1 MINUTES 5:00 p.m., Council Chambers, City Hall, Eveleth, MN A. CALL TO ORDER Mayor Vlaisavljevich called the meeting to order at 5:00 p.m. B. APPROVAL OF MINUTES Motion by Councilor Koivunen, second by Councilor Hadrava to approve the following minutes: 1. Minutes of City Council Workshop held August 8, 2017; and 2. Minutes of City Council Meeting held August 8, Ayes All. D. APPROVAL OF AGENDA Motion by Councilor Lillis, second by Councilor Hoag to approve the agenda with the following addition: J14. 2 None. F. VISITOR/PUBLIC PRESENTATIONS John Haugen, resident at 1615 W. Second Street, Eveleth, MN, questioned what the cost will be for the recent street improvements. Public Works Director Rosati said the City does not have the final cost yet as the project is ongoing. Mr. Haugen talked about some of the issues with the project. Haugen said the street and curb are in good shape, but the contractor dumped red ore rock and tore up about 10 feet of 17 th Avenue West. The grass seed was put over the top of the rock. Haugen said he is not happy with the rock in his yard as it is denting his lawnmower. Mr. Haugen s wife presented the Council with a bucket of rocks as an example as to what was left behind in their yard by the contractor. Haugen also indicated that the contractor did fix the alley, but now some of the water drains out onto 17 th Street with the rest washing out into his neighbor s (John Voight) house. Haugen said, It s too bad that the water did not get into a drain rather than Voight s yard. Councilor Koivunen asked what the snow plow is going to do to the rocks. Haugen said he would not want to snow blow the driveway at this time due to the rocks. Haugen said that when the contractor cut the apron on his neighbor s (Ken O Brien) property, the contractor replaced a previously paved portion with rock. Haugen feels this area should have been restored to its original state which was blacktop. Mayor Vlaisavljevich said the properties should be restored to, at the very least, what was done before. John Novelan, resident at 1607 W. Second Street, said it would have taken just a rake for the contractor to pick up the rocks. Novelan said, We all had nice lawns before and that the properties should have been brought back to the original condition. Mayor Vlaisavljevich said that Public Works Director Rosati and Alan Johnson, Benchmark Engineering, will work with the residents. Cindy Luukkonen, West Eveleth resident, had questions about the improvements to the road. Luukkonen said the water used to run all the way down the hill, and she would call the City to come and repair the holes in her driveway. She said the road slants and perhaps some drains should have been added on the side. She also voiced her disapproval with a stick being left poking out of the in the ground (in her neighbor s yard) by the contractors. She said the neighbor s grandchildren could have been injured. John Novelan, 1607 W. Second Street, showed a picture to the Council of the work done on his sidewalk. Novelan said, I had a decent sidewalk before they started. I would like to have it corrected. Novelan suggested another block should have been added to the steps of the sidewalk which is now crumbling. Director Rosati said he will be working, along with Alan Johnson, to address the punch list items with the contractor. Page 2 of 6

3 Mayor Vlaisavljevich thanked all residents in attendance for informing the Council of their concerns. G. CONSENT AGENDA 1. Approval of Payroll August 1-15, 2017 in the amount of $109, Approval of Claims August 2017 in the amount of $939, License Agreement with ProQuest for Ancestry Library 4. Library Clerk Job Description Motion by Councilor Koivunen, second by Councilor Hoag to approve the Consent Agenda. Ayes All. H. PUBLIC HEARINGS Capital Improvements Projects Improvement Hearing Mayor Vlaisavljevich called the Public Hearing regarding the 2017 Capital Improvements Projects to order at 5:19 p.m. City Clerk Administrator read the letter which was mailed to residents in the area. The same public hearing was held on June 7, 2016; however, the notice was not published as requested. The hearing is being held tonight as advised by the City s special Legal Counsel. No one came forward to speak. The Public Hearing was adjourned and the regular City Council Meeting reconvened at 5:20 p.m. I. UNFINISHED BUSINESS None. J. NEW BUSINESS 1. Resolution Awarding the Sale of a General Obligation Improvement Bond, Series 2017, Fixing its Form and Specifications; Directing its Execution and Delivery; and Providing for its Payment (2017 CIP) Motion by Councilor Koivunen, second by Councilor Lillis to adopt Resolution No , Resolution Awarding the Sale of a General Obligation Improvement Bond, Series 2017, Fixing its Form and Specifications; Directing its Execution and Delivery; and Providing for its Payment (2017 CIP). Resolution Declaring the Intent of the City of Eveleth, Minnesota to Reimburse Certain Expenditures from the Proceeds of Tax-Exempt Bond or Other Obligations to be Issued by the City Page 3 of 6

Ayes All. City Clerk Administrator Monahan-Junek said that Beth Pierce, Iron Range Tourism Bureau, saw the need to replace the Mine View in the Sky. This resolution will allow grant funds to improve the Leonidas Overlook. 6. Pay Request No. 2 from Jola & Sopp Excavating, Inc. in the amount of $110, for 2017 Sanitary Sewer Improvements Project Motion by Councilor Hoag, second by Councilor Koivunen to approve Pay Request No. 2 from Jola & Sopp Excavating, Inc. in the amount of $110, for 2017 Sanitary Sewer Improvements Project. The Eveleth Police Department received donations from Perrella Associates Inc. in the amount of $ and Jake Putzel in the amount of $ Recommendation to hire firefighter and EMT Motion by Councilor Lillis, second by Councilor Koivunen to approve recommendation from the Public Safety Committee to hire the following applicants contingent upon passing background checks, physical agility testing, and pre-employment physicals: Lacey Slayden, EMT; and Michael Roen, Firefighter. Request from Police Chief to sell forfeited vehicle Motion by Councilor Lillis, second by Councilor Hoag to authorize Police Chief to sell the following forfeited vehicle by the usual and customary competitive bid process (Oberfoell Auctioneers/Do.Bid.com): Vehicle #1: 2002 GMC Sonoma Pickup Truck, VIN# 1GTDT19W Ayes All. 13. Fall 2017 Refuse Collection and Yard Waste Pickup Schedule Motion by Councilor Hoag, second by Councilor Hadrava to approve Fall 2017 Refuse Collection and Yard Waste Pickup Schedule. Ayes All. K. COUNCIL PRESENTATIONS/COMMITTEE REPORTS Councilor Hoag reported that the HRA is running smoothly. Councilor Hadrava noted that the Eveleth Veterans Park will be closing in the next few weeks for the season. Hadrava also mentioned the remodeling of the airport hangar for North Memorial s helicopter life flight service. He reminded everyone to drive safe as school is open again. L.
