1 Veterans of Foreign Wars of the United States Auxiliary Department of Nevada VFW Auxiliary Department of Nevada 83nd Annual Convention Minutes held in Las Vegas, NV June 8-10, 2017 Thursday, June 8, Call to Order: The meeting was called to order by Department President, Pamela Thomas at 1:00 pm on Jun 8, 2017 following the Joint Opening. Secure and Present the Colors: : The flags and banners were in place in the room therefore, there was no presentation of the Colors. Joint Opening VFW Auxiliary Awards: Department President Pamela Thomas announced the District President of the Year was from District 6; Kathy Hollinger and the Auxiliary President of the Year was from Auxiliary 12093, Gayle Cavell. Additional Awards included Creative Patriotic Art Winners 1 st Place Kamekana Winquest from Cimmaron Memorial High School in Las Vegas (Submitted by Auxiliary 12101) and 2 nd Place Riley Cerbantez from Centennial High School in Las Vegas (Submitted by Auxiliary 12093) Escort/Introducation of National Representative: The National Representative, Ambassador for Membership & Leadership, Leona McDermott was escorted into the room by the Conductress, Saundra Marshall and introduced by Department President, Pamela Thomas to the members present. Introduction of (outgoing) National 17 th District Council Member: Department President, Pamela Thomas introduced our very own, Past Department President, Mary Stroud to the members present. 83 rd DEPARTMENT OF NEVADA CONVENTION (June 8 th June 10 th 2017) Page 1
2 Introduction of Past Department Presidents: The Past Department Presidents of Nevada and any other Past Department Presidents were asked to stand and give their year and they included: Carol Musgrove, Patricia Feaster, Mary Stroud, Judy Parsons, Maggie Gibbs, and Gayle Cavell (Indiana). Reading of Minutes: The minutes of the prior Convention were printed and sent to the members of the Convention and there were no corrections. The minutes were accepted as printed. Convention Committee: Department President, Pamela Thomas announced the following Credentials Chairman-Kathy Hollinger. Report of Officers/Financial Report: The reports of Officers and the Financial Report are included in the Convention Book and were accepted as printed. Department of Nevada 2017 Program Awards: The following awards were presented to the Outstanding Youth of the Year: 1 st Place was Isabella Sehnert, submitted by Clyde E Newman Jr. (Auxiliary 10054) and 2 nd Place was Torin Warren, submitted by John Lukac (Auxiliary 12093).Program Awards beginning with Veterans and Family Support were presented by the respective Department Program Chairman (Please see the Attachment 1 to these minutes for a complete listing of Department Program Awards to Auxiliaries). Department President, Pamela Thomas handed out a Department President Award to every Program Chairman for the year And there was an award for Chief of Staff for Best Use of Publicity and an award to Debra Worden and Shirlee Nielsen (who unfortunately passed away prior to Convention) for the handmade Convention Bags for the Auxiliaries. National Awards: Our National Representative. National Membership & Leadership Ambassador, Leona McDermott handed out awards to every Department Chairmen that came from National (both from National VFW Auxiliary and VFW). Closing Remarks: Our National Representative, Membership & Leadership Ambassador, Leona McDermott was asked to give closing remarks. Leona complimented those involved with the 83 rd Convention, you need to do what works and is best for your Auxiliaries. Other subjects touched on were: MALTA (Membership and Auxiliary Leadership Technology Access); Cancer Aid & Research and why it is no longer a National Program (over the many years of this program National was able to accumulate enough funds to make it a self - sustaining account) however, members are asked to remember that we still have the National Cancer Grants that are funded from the generous donations of the Auxiliaries. She also spoke about membership applications and stated the membership cannot be challenged at the Department level, and must be accepted at face value. Only the Auxiliary can vote to accept or reject an application. Closing Prayer; Conducted by Chaplain, Cindy Kaminski. Adjourn: Department President Pamela Thomas adjourned the meeting at 3:30 pm. Friday, June 9, 2017 Call to Order: Department President, Pamela Thomas opened the meeting at 8:00am on June 9, Opening Prayer: By Chaplain, Cindy Kaminski. Introduction of Guests: Department President, Pamela Thomas had Khristosher Dahir escorted into the room. He is the Assistant Director for the Nevada Veterans Memorial to be built in Sparks, Nevada. Nine hundred names are on the Veterans list currently to be placed on the Memorial and there are veterans from the Civil War to the present. Bricks are for sale to be placed around the memorial. He stressed that the memorial is for the entire state of Nevada. Convention Rules: Past Department President, Carol Musgrove made a motion to accept the Department Convention Rules as printed in the Convention Book. The motion was seconded by District 1 incoming President, Lori Bagwell. The motion carried. Official Communications:: The following communications are available at Department Secretary, Margo Erickson s desk, this includes the Resolutions for National Bylaws listed in the back of the Convention Book. (1) Ruling from National President, Colette Bishop concerned audio/video recording in the Bylaws. (2) Anthony Flanders would like to have the privilege of a second year as Department Guard. (3) Debera Barnes would like to continue to be the Department Treasurer. (4) The following states are endorsing the following members for a National 83 rd DEPARTMENT OF NEVADA CONVENTION (June 8 th June 10 th 2017) Page 2

Draping of Charter/Memorial Service : The Department Conductress Saundra Marshall draped the charter and the Department Chaplain Cindy Kaminski presided over the Memorial Service. National Representative, Leona McDermott gave the Memorial Address. Bible Closed: By Department Chaplain, Cindy Kaminski. Adjourn for Lunch: 12:00 am Returned at 1:30 pm: Call to order by Department President Pamela Thomas who opened the meeting. Bible Opened: By Department Chaplain, Cindy Kaminski. Preliminary Credentials: Preliminary Credentials were read by Credentials Chairman, Kathy Hollinger. Nominations were Opened for Department Officers: The following nominations were entered: President Carol Webster; Sr. Vice President Linda Wright; Jr. Vice President Cindy Kaminski; Treasurer Debera Barnes; Chaplain Saundra Marshall; Conductress - None; Guard Anthony Flanders. Bible Closed: By Department Chaplain, Cindy Kaminski. Visit from VFW Current Department Commander and all Past Department Commanders: The following Commanders were present: Jerry Franco, Donna Barnett, Bob Garlow, Walt Dybeck, Mike Musgrove; Stephen Gibbs; Gil Hernandez; Jerry Adams; Bruce Hollinger; Joe Rigsby, and David Sousa. Adjourned: Department President Pamela Thomas adjourned the meeting and reminded everyone that the Joint Memorial would be at 4:00 pm (delayed from Thursday due to the absence of the VFW Chaplain whose son was in the Hospital) and the Post Home night Sock Hop would be in the ION Room and is a BBQ Buffet. The festivities will start at 6:00 pm. Saturday, June 10, 2017 Department President and Past Department Presidents visit the VFW. Call to Order: By Department Junior Vice President, Linda Wright at 8:00 am. Opening Prayer: By Chaplain, Cindy Kaminski Report of Ways & Means: Chairman Don Kaminski reported that the raffle raised $5,500. There were six money winners: Incoming President Elect Carol Webster Information provided by Carol Webster can be found in Attachment 2 to these minutes. Report of Past President Breakfast Elections: Past Department President Patricia Feaster announced the following elections for offices in the Past Department President s Breakfast Club: President Carol Musgrove; Vice President Maggie Gibbs; Chaplain, Patricia Feaster; Secretary Gayle Cavell; & Treasurer Judy Parsons. Department and Past President Return from VFW visit. Department President Pamela Thomas is presented with the Love gifts. Reconvene Convention: Department President Pam Thomas opened the meeting. Final Credentials: Credentials Chairman Kathy Hollinger read the final credentials. Kathy Hollinger made a motion to accept the credentials. The motion was seconded by Gayle Cavell. The motion carried. Appointment of Judge and Tellers: President Pamela Thomas appointed: Becca Rash Judge and Tellers were Patty Bashaw and Lori Bagwell. Nominations were Opened for Department Officers: The following were entered: President, Carol Webster; Senior Vice President, Linda Wright; Junior Vice President, Cindy Kaminski; Chaplain, Sandra Marshall; Treasurer, Debera Barnes; Conductress, Bonnie Rigsby; and Guard, Tony Flanders. 83 rd DEPARTMENT OF NEVADA CONVENTION (June 8 th June 10 th 2017) Page 3
4 Election of Officers for was as follows (all were elected by acclimation): President, Carol Webster; Senior Vice President, Linda Wright; Junior Vice President, Cindy Kaminski; Chaplain, Sandra Marshall; Treasurer, Debera Barnes; Conductress, Bonnie Rigsby; and Guard, Tony Flanders. Close of Elections: President Pamela Thomas excused the Judge and Tellers and the Credentials Chairman. Close Meeting and Adjourn: Department President, Pamela Thomas closed the meeting according to Ritual and adjourned the meeting at 11:00 am and reminded everyone of the Joint Installation to be held at 2:00 pm in the VFW meeting room. A School of Instruction will follow the closing of this convention and installation of officers will be at 2:00 pm to be followed immediately by the 1 st Council of Administration. The banquet will begin at 6:00 pm. The next Convention will be held in Reno, Nevada at the El Dorado on June 15-17, Respectfully submitted, Margo Erickson, Secretary VFW Auxiliary Department of Nevada Buddy Poppy Display: The Poppy Displays at the Convention were judged by the VFW Buddy Poppy Chairman and a group VFW members and the winner of the Poppy Display was Auxiliary Post 3547 (The missing man table set). Nevada State Bank Required Information: VFW Auxiliaries are permitted to have two (2) signatures only, on any bank account due to bonding requirements; therefore, it will be necessary to follow the instructions listed below: 1. As the elected President of the Department of Nevada VFW Auxiliary beginning on July 1, 2017; Carol Webster needs to be added to the bank accounts of both the General Account and the Savings Account and Pam Thomas needs to be removed from the bank accounts of both the General Account and the Savings Account. 2. As the elected Treasurer of the Department of Nevada Auxiliary to the VFW beginning on July 1, 2017; Debera Barnes needs to remain on the bank accounts of both the General Account and the Savings Account. 3. The following individual was appointed Secretary by the Department President Carol Webster for the Department of Nevada VFW Auxiliary beginning on July 1, 2017 Kathy Hollinger is the Secretary and Margo Erickson needs to be removed from the bank accounts of both the General Account and the Savings Account. 4. Any other signatures not listed above that are currently on the bank accounts/savings account must be removed.
