3 Pierce Township Comprehensive Economic Plan June 13, 2017
4 Goals of Economic Plan The Comprehensive Economic Plan must: Be Consistent with Overall Township Vision/Goals Emphasize Strengths of the Township Identify/Pursue Revenue Opportunities Seek Out Strategic Partnerships To Leverage Development Work Closely with all Township Committees and Departments to Ensure Consistent Messaging Construct an Investor/Developer Tool Box
5 The Tool Box The tool box will contain a one stop shop of pertinent information about the township which will include the following: Demographics Land Use/Zoning Infrastructure (Water/Sewer) Business Profiles Asset Package containing current business resources, recreational areas and quality of life environment Access or links to useful forms

9 Township Infrastructure (Sewer Availability) Insert sewer line map
10 Commercial Development Focus Initial Emphasis Should be Placed on the Following Three Distinct Commercial Nodes: 1. Entertainment District: Ohio Pike (S.R.125) from Merwin Ten Mile to Pierce Point 2. Retail District: Ohio Pike from Pierce Point to East Boundary of Amelia 3. Commercial & Office District: Ohio Pike from East Boundary of Amelia Through Hamlet to Eastern Township Boundary
11 Focus on Entertainment District The initial focus on development will concentrate on the Entertainment District. The Entertainment District is the gateway to the Township. The Entertainment District is unique and some development has already occurred. The Entertainment District is removed from the current areas subject to annexation.
12 The Entertainment District This will be the initial area of focus. Rifle shot and not shotgun. Consider the following projects: sports bar, microbrewery, bakery, steak house, and volleyball courts, Move existing Tiff money to make improvements Need to work with Township of Batavia to improve north side of Ohio Pike. Former Kroger's.
13 Commercial Development Task Create an Ohio Pike Redevelopment Plan which includes improving this corridor both functionally and aesthetically Create Regional Partnerships with the Townships of Union and Batavia and the Village of Amelia, Clermont County CIC, Clermont Port Authority and Clermont County TID, to pursue mutually beneficial opportunities Create a Marketing Plan as a proactive outreach tool to attract potential businesses/investors
14 Residential Goals Assist Zoning Commission to integrate new residential developments into the community that will stimulate growth in a managed fashion Maintain the course set with the existing land use plan and zoning resolution
15 Residential Tasks Improve existing infrastructure-focus on roads Develop a capital plan for key pieces of infrastructure Implement Large portions of Parks Master Plan
16 Infrastructure Improvement Consistent comments were to keep the residential character of Pierce Township intact. Do not try to increase Township revenue simply by adding rooftops. Some commented that they would be willing to pay to preserve character of Township. Consider a tax levy for drainage, road improvement and infrastructure.
17 Recreational Development Goals Promote existing park network Educate public about existence of parks in Township such as the township park by the river. Coordinate with Clermont County for joint sponsorship of events such as soccer tournaments and golf tournaments.
18 Motions and Resolutions A motion is made, based upon the recommendation of Fiscal Officer Schwey, that the Board approve the May 15, 2017 Regular, May 22, 2017 Special, May 23, 2017 Special & May 31, 2017 Special Board of Trustees meeting minutes. 1 st : 2 nd : Mrs. Batchler Mr. Pautke Mr. Freeman A motion is made, based upon the recommendation of Fiscal Officer Schwey, that the Board approve the payroll for the month of May 2017 in the amount of $406, st : 2 nd : Mrs. Batchler Mr. Pautke Mr. Freeman
19 Motions and Resolutions A motion is made, based upon the recommendation of Fiscal Officer Schwey, that the Board approve the bills for the month of May 2017 in the amount of $414, st : 2 nd : Mrs. Batchler Mr. Pautke Mr. Freeman A motion is made, based upon the recommendation of Fiscal Officer Schwey, that the Board authorize Fiscal Officer Schwey to sign the Bid Packet Contract for the 2017 Road Resurfacing Program. 1 st : 2 nd : Mrs. Batchler Mr. Pautke Mr. Freeman
20 Motions and Resolutions A motion is made, based upon the recommendation of Fiscal Officer Schwey, that the Board approve the Center for Local Governments Benefits Pool health insurance contract with an increase of 3%. 1 st : 2 nd : Mrs. Batchler Mr. Pautke Mr. Freeman A motion is made, based upon the recommendation of Police Chief Bachman, that the Board approve the recommendation to purchase 20 new Smith & Wesson M&P Pistols from Vance s Law Enforcement at a final cost of $4, after the trade in of our current pistols. 21 Motions and Resolutions A motion is made, based upon the recommendation of Police Chief Bachman, that the Board allow officers the option to purchase their duty pistols at the trade in value of $ st : 2 nd : Mrs. Batchler Mr. Pautke Mr. Freeman A motion is made, based upon the recommendation of Assistant Chief Light, that the Board accept the resignation of part time Firefighter/EMT Matthew David Stultz effective immediately due to family matters. 1 st : 2 nd : Mrs. Batchler Mr. Pautke Mr. Freeman
22 Motions and Resolutions A motion is made, based upon the recommendation of Assistant Chief Light, that the Board accept the resignation of part time Firefighter/EMT Wayne Allen Tarvin effective immediately noting that he is resigning due to time constraints with going to Paramedic school. 1 st : 2 nd : Mrs. Batchler Mr. Pautke Mr. Freeman A motion is made, based upon the recommendation of Assistant Chief Light, that the Board accept the resignation of part time Firefighter/Paramedic Douglas Arthur Streeter effective immediately noting that he is resigning due to a better job opportunity elsewhere. 1 st : 2 nd : Mrs. Batchler Mr. Pautke Mr. Freeman
23 Motions and Resolutions A motion is made, based upon the recommendation of Assistant Chief Light, that the Board terminate the employment of part time Firefighter/EMT Danny Kieth Wright for failure to comply with Standard Operating Guideline #17-A&B (Scheduling/Lack of Participation). Multiple attempts have been made to contact this employee with no success. 1 st : 2 nd : Mrs. Batchler Mr. Pautke Mr. Freeman A motion is made, based upon the recommendation of Assistant Chief Light, that the Board hire Paul Chancellor Cavanaugh as part time Firefighter/EMT at the established rate upon successful completion of all pre-employment requirements and a one year probationary period. 1 st : 2 nd : Mrs. Batchler Mr. Pautke Mr. Freeman
24 Motions and Resolutions A motion is made, based upon the recommendation of Assistant Chief Light, that the Board hire Christina Nicole Crews as part time Firefighter/EMT at the established rate upon successful completion of all pre-employment requirements and a one year probationary period noting that all associated expenses be that of the Township. 1 st : 2 nd : Mrs. Batchler Mr. Pautke Mr. Freeman A motion is made, based upon the recommendation of Assistant Chief Light, that the Board approve purchase order # retroactive to date in the amount of $3, for the repairs of all the Fire Department Mobile Data Computers. 1 st : 2 nd : Mrs. Batchler Mr. Pautke Mr. Freeman
25 Motions and Resolutions A motion is made, based upon the recommendation of Assistant Chief Light, that the Board approve expenditure not to exceed $30, for the purchase of a 2018 Dodge Durango (per State Bid Term Schedule) which will replace the current Assistant Chief staff vehicle. This expenditure was already budgeted out of the EMS fund. 1 st : 2 nd : Mrs. Batchler Mr. Pautke Mr. Freeman
26 Police Department Monthly Report May 10- Suspect convicted of 6 counts of Gross Sexual Imposition and sentenced to 30 years in prison. Great work by the Investigative Unit! May 17- Pierce township Officers Mark Weitzel, John Pelcha, and Sergeant Julie Poe received awards at the Clermont County Police Appreciation Banquet. Thanks to all the elected officials which attended the banquet. May 18- Lieutenant Michael Bennett graduates from the acclaimed LEAD Clermont Academy. May 23/24- Officers attend and assist in teaching 10 hours of state mandated training held at Miami Township Civic Center. May 23- Officers attend a demonstration of Critical 360. Critical 360 is a dimensional program which shows a 360 degree view of the inside of all public Clermont County Schools.

28 Fire Department Monthly Report Delivered a baby girl on Jenny Lind Great Job Lt. Nick Hultz and Paramedics Kyle Egbert, Tim Peaker & Josh Watren Ferguson Property Home all going well during training and preparations to burn it down on Garbage Truck Rollover on S.R. 132 Driver transported for evaluation Much time spent equipping the new E-One Fire Engine should be in service soon New ambulance (Pierce owned) was put into service within 24 hours of delivery New Ohio Township ambulance is not in service quite yet Implemented new maintenance reporting for Ohio Twp. vehicles, equipment and buildings

30 Service Department Monthly Report Completed the 1 st round of mowing through out the township Fixed a slip on Pond Run Road Installed new guard rail on Pond Run Road Completed Memorial Day clean up in the Cemetery (footers, markers, etc..) Installed new Picnic Tables in the Park
31 Zoning Department Monthly Report 14 - Zoning Permits Issued (6 permits issued by Scott Melvin & 8 permits reviewed by The Kleingers Group) 1 - Zoning Violation Issued phone calls for Zoning from residents, contractors, building department, etc
32 Pierce Township Trustees Special Meeting Minutes May 15, 2017 The Board of Trustees of Pierce Township, Clermont County, Ohio called a Special Meeting on May 15, 2017 at 10:05a.m. at the Pierce Township Administration Building, 950 Locust Corner Road. Call to Order Chairperson Bonnie Batchler, Trustee Pautke and Trustee Allen Freeman were present at roll call. Also present, Fiscal Officer Debbie Schwey. The purpose of the meeting, 1) set a date for a public hearing for Prestwick Place; and 2) for such other matters as shall come before the Board. Trustee Freeman motion to set Public Hearing date for May 22, 2017 at 6:00p.m.. The motion was seconded by Trustee Pautke. Roll call: All aye. Fiscal Officer Schwey brought before the Board changes in the OTARMA Insurance. All department heads, Scott Light, Claudia Carroll and myself met with our Insurance Agent Ed Barber to discuss updating the insurance policy due to new equipment, hurricane and other such changes. Fiscal Officer Schwey reported that the increase in the amount of the policy is still below the quote that came from Gallagher Insurance. The amount of the increase is $4, Trustee Pautke made the motion to approve the increase of the annual amount of OTARMA Insurance Premium. Seconded by Trustee Freeman. Roll call: All aye. Adjourn At 10:14a.m. Trustee Freeman made the motion to adjourn the Special Meeting seconded by Trustee Pautke. 33 Pierce Township Trustees Public Hearing Minutes May 22, 2017 The Board of Trustees of Pierce Township, Clermont County, Ohio called to order on Monday May 22, 2017 for 6:00.m. for Public Hearing for the purpose of Zoning Case Z , Prestwick Place Call to order: Chairperson Bonnie Batchler, Trustee Pautke and Trustee Freeman were present at roll call. Jason Wisniewski from Fischer Homes and Fiscal Officer Debbie Schwey were also present. Chairperson Batchler led everyone in the Pledge of Allegiance. Case Z Prestwick Place Mr. Wisniewski gave a detailed presentation of the development of Prestwick Place. Trustee Freeman made the motion to except the recommendation of the zoning committee to approve Case Z Prestwick Place, seconded by Trustee Freeman. No discussion. Roll call: All aye. Trustee Pautke thanked Mr. Wisniewski for his presentation. Trustee Pautke made the motion to proceed with further discussion on the green space between Prestwick Place and Grant Community to explore the transfer of green space to the township. Trustee Freeman seconded the motion. Roll call: All aye. Adjourn At 6:31p.m. Trustee Pautke made the motion to adjourn the public hearing. Trustee Freeman seconded the motion. 34 Pierce Township Trustees Special Meeting Minutes May 23, 2017 The Board of Trustees of Pierce Township, Clermont County, Ohio called a Special Meeting on, Tuesday, May 23, 2017 at 6:00p.m. at the Pierce Township Administration Building, 950 Locust Corner Road. Call to Order Chairperson Bonnie Batchler, Trustee Pautke and Trustee Allen Freeman were present at roll call. Also present, applicant for township administrator, Ms. Loretta Rokey and Fiscal Officer Debbie Schwey. The purpose of the meeting, 1) to allow residents to ask questions of the candidates for the Township Administrator position; and 2) for such other matters as shall come before the Board. Trustee Freeman motion to go into executive session to consider the employment and compensation of public employees. (ORC (G)(1) at 6:04p.m. The motion was seconded by Trustee Pautke. Roll call: All aye. Trustee Pautke motion to leave executive session at 6:50p.m. The motion was seconded by Trustee Freeman. Roll call: All aye. Ms. Rokey introduced herself and provided everyone information on her career, how it began and growing up in Clermont County. She explained her position that she held for 20 years with the City of Milford, and now is currently with the City of Glendale and has been there for 6 years. Open Floor Discussion Questions were asked of Ms. Rokey from Mr. Pete Kay and Mrs. Donna Cann. Trustee Pautke made the motion to return to executive session at 7:04p.m. and Trustee Freeman seconded the motion. Roll call: All aye. Trustee Pautke made the motion to leave executive session at 7:38p.m. and Trustee Freeman seconded the motion. Roll call: All aye. Special Meeting date has been set for Wednesday, May 31, 2017 at 9:00a.m. to further discuss Administrator s position.
35 Adjourn At 7:40p.m. Trustee Freeman made the motion to adjourn the Special Meeting seconded by Trustee Pautke. 36 Pierce Township Trustees Special Meeting Minutes May 31, 2017 The Board of Trustees of Pierce Township, Clermont County, Ohio met for their Special Meeting at 9:00p.m. on Wednesday, May 31, 2017 at the Pierce Township Administration Building, 950 Locust Corner Road. CALL TO ORDER Chairperson Bonnie Batchler, Trustee Robert Pautke and Trustee Allen Freeman were present. Administrator Candidate Loretta Rokey, Police Chief Jeff Bachman, Fire Chief Craig Wright, Assistant Fire Chief Scott Light and Fiscal Officer Debbie Schwey were also present. Chairperson Batchler led everyone in the Pledge of Allegiance. The purpose of the Special Meeting is 1) further discuss the Administrator position; 2) for such other matters as shall come before the Board. Trustee Pautke made the motion to go into executive session at 9:05a.m. and seconded by Trustee Freeman. Roll call: All aye. Trustee Pautke made the motion to come out of executive session at 9:58a.m. with no action being taken by the Board and seconded by Trustee Freeman. Roll call: All aye. Chairperson Batcher reconvened the meeting at 9:58a.m. Trustee Pautke motion to authorize Attorney Keating to draft a contract of employment for negotiations. OPEN FLOOR DISCUSSION Questions were asked by residents and Trustees of Administrator Candidate Rokey. Mr. Dan Owens ask about Prestwick Place, he had heard the rubbish is going to be buried there on the property. Fire Chief Wright responded they are working with the EPA and the house is to be burned down. Mr. Nick Kelly ask about the website. He finds the website is not user friendly. ADJOURNMENT At 10:08a.m.Trustee Pautke made a motion, seconded by Trustee Freeman to adjourn the meeting.
