6 Motions and Resolutions A motion is made, based upon the recommendation of Fire Chief Wright, that, the Board promote Thomas Charles Schenz to position of full time Captain at the established rate of pay retroactive to February 26, 2017 at 06:00 hours noting this is to fill the current vacancy created by the retirement of former Captain Gary Strunk. 1st: 2nd: Mrs. Batchler Mr. Pautke Mr. Freeman A motion is made, based upon the recommendation of Fire Chief Wright, that, the Board promote Adam Lee Deskins; Timothy Adam Smith and Eric Ralph Wehrum to full time Lieutenant at the established rate of pay to fill the vacancies of the three former full time Lieutenants. 1st: 2nd: Mrs. Batchler Mr. Pautke Mr. Freeman
7 Police Department Monthly Report A motion is made, based upon the recommendation of Fire Chief Wright, that, the Board promote Austin Wade Brown; James Patrick Ledford; and Brian Michael Sims to full time Firefighter/Paramedic at the established rate of pay to fill the vacancies of the three former full time Firefighter/Paramedics upon successful completion of all pre-employment requirements and a one year probationary period. 1st: 2nd: Mrs. Batchler Mr. Pautke Mr. Freeman A motion is made, based upon the recommendation of Fire Chief Wright, that, the Board approve the expenditure to purchase all necessary equipment and mounting brackets to equip the new 2017 E-One Fire Engine in an amount not to exceed $34, st: 2nd: Mrs. Batchler Mr. Pautke Mr. Freeman
8 Police Department Monthly Report February 01- Finalization meeting on Policy Manual updates and changes for the year February 05- Arrest of two juveniles for felony Theft of a Firearm, and Receiving Stolen Property. February 08- David Sons of Fulton Grove arrested for Aggravated Arson and Robbery. February 09-Paul Miller indicted by the Clermont County Narcotics Unit, assisted by Pierce Township Police Department for Trafficking in Marijuana and Engaging in a Pattern of Corrupt Activity. February 13- Completion of yearly Property Room audit. February 28 Meeting with Ohio Bureau of Criminal Investigations Special Agent Roger Davis to discuss Officer Involved Shooting Investigations.

Carol Hazelbaker - Oh Jay, I am so so sorry to hear about your beautiful Razec. My heart aches for you. I know how hard it is to lose such a loved, devoted family member. February 3 at 7:43pm Shari Johnson - Retired K9 Razec, my heart aches for all who knew and loved you. You knew you were loved each time a hand reached to stroke your head, and each time you looked into your partner's eyes. Rest in love, magnificent boy, you arrived at the end of your journey with loving arms wrapped around you, and K9 brothers and sisters welcoming you to your new home. To Officer Shaw and family, Razec started your days with eager anticipation, asking nothing in return. You are so very fortunate to have been given the gift of working with, and loving your faithful, loyal partner and beloved family member. Assisted Monroe Township and CJFD on structure fires in their districts. A/C Light spent much time on the annual Pharmacy License renewal process

16 Pierce Township Trustees Meeting Minutes February 8, 2017 The Board of Trustees of Pierce Township, Clermont County, Ohio met for their Regular Meeting at 5:30 PM, on Wednesday, February 8, 2017 at the Pierce Township Administration Building, 950 Locust Corner Road. CALL TO ORDER Chairperson Bonnie Batchler, Trustee Pautke and Trustee Allen Freeman were present at roll call. Mr. Keating, Attorney, Fire Chief Craig Wright, Assistant Fire Chief Scott Light, Police Chief Jeff Bachman, Service Department Director John Koehler, and Fiscal Officer Debbie Schwey were also present. EXECUTIVE SESSION At 5:31 p.m. Trustee Batchler made a motion, seconded by Trustee Freeman to enter into Executive Session pursuant to ORC ((G) (1) to consider the employment and compensation of public employees and purchase property pursuant to ORC (G)(1)(2). Also present in executive session: Attorney Keating and Fiscal Officer Schwey. Roll call: All aye. At 6:25 p.m. Chairperson Batchler made a motion, seconded by Trustee Freeman motion to leave Executive Session, with no action being taken by the Board during the Executive Session. MEETING RECONVENED At 6:30 p.m. Chairperson Batchler reconvened the meeting. INVOCATION AND PLEDGE OF ALLEGIANCE Former Union Township Trustee Bob McKee led the pledge of allegiance and the invocation. Chairperson Batchler asks everyone to send their thoughts and prayers to Claudia Carroll who just lost her husband Jerry. Chief Bachman asks everyone also to send their thoughts and prayers to Officer Jay Shaw who lost his retired partner Razec. TRUSTEE UPDATES Trustee Freeman asks Service Department Director Kohler to update the Board 2017 proposed paving, major roadway and OPWC road projects. Also Service Department Director Kohler informed the Board that twelve baseball teams signed up to practice on Pierce Township Baseball Fields. Trustee Freeman informed the Board the meeting with the Economic Development Committee, both held thru Facebook and meeting on February 2, 2017 at the township building was very informative. Discussed were the State Route 125 corridor and other areas within the township.
17 Trustee Freeman introduced Mr. Jay Steward from the Kleingers Group a first draft of the townships Planned Unit Development (PUD). Also discussed with the Board the continuation of the current PUD Moratorium. Trustee Freeman motion to extend the current moratorium until April 12, 2017 and seconded by Trustee Pautke. Roll call: All aye. Trustee Pautke updated the Board on how the OSGM is progressing. He stated with the Economic Development Committee much is going on with the State Route 125 corridor, professional development, sustainable finance (UAN), shared services, quality of life, police academy and parks and greenspace. GREENSPACE/PARKS COMMITTEE George Carpenter of the Parks Committee informed the Board of plans for Park Fest They are requesting from the Board funding in the amount of $3, to help with putting on Park Fest Trustee Pautke motion for $4, to be given to the Parks Committee for Park Fest 2017 and seconded by Trustee Freeman. Discussion followed. Trustee Freeman wants to take a look at the budget and see if the Board can do more and what line account the funds would come from. Roll call: All aye. APPROVAL OF MINUTES, MOTIONS & RESOLUTIONS The fiscal office included and provided a cash summary by fund, a bank reconciliation report, receipt account status report and an appropriation status report to the Board of Trustees and requested the following motions. A motion is made, based upon the recommendation of Fiscal Officer Schwey, that the Board approve the January 11, 2017 (Regular Meeting) minutes. Trustee Freeman made the motion to approve, seconded by Trustee Pautke. Roll call: All aye. A motion is made based upon the recommendation of Fiscal Officer Schwey to approve the January 25, 2017(Special Meeting) and January 26, 2017(Special Meeting). Trustee Freeman made the motion to approve, seconded by Chairperson Batchler. Roll call: Trustee Freeman, yea, Chairperson Batchler, yea, Trustee Pautke abstained. A motion is made, based upon the recommendation of Fiscal Officer Schwey, that the Board approve the renewal of the Center for Local Governments membership. Trustee Pautke made the motion to approve, seconded by Trustee Freeman. Roll call: All aye. A motion is made, based upon the recommendation of Fiscal Officer Schwey, that the Board approve payroll for the month of January, 2017 in the amount of $228, Trustee Freeman made the motion to approve, seconded by Trustee Pautke. Roll call: All aye. A motion is made, based upon the recommendation of Fiscal Officer Schwey, that the Board approve the bills for the month of January, 2017 in the amount of $200, Trustee Pautke made the motion to approve, seconded by Trustee Freeman. Roll call: All aye.
18 A motion is made, based upon the recommendation of Service Department Director Koehler, that the Board approve and accept the Grounds Maintenance 2 year contract with Sullivan Services for $35,360.00(mowing) and $10,054.00(spring cleanup) for a total of $45, Trustee Pautke made the motion to approve, seconded by Trustee Freeman. Roll call: All aye. A motion is made, based upon the recommendation of Service Department Director Koehler, the Board approves the purchase of six new tires and rims for dump truck R12 for a total of $3, Trustee Freeman made the motion to approve, seconded by Trustee Pautke. Discussion followed. Roll call: All aye. A motion is made, based upon the recommendation of Service Department Director Koehler, that the Board approve Fertilization Program with Sullivan Services in the amount of $5, per year. Trustee Pautke made the motion to approve, seconded by Trustee Freeman. Discussion followed. Roll call: All aye. A motion is made, based upon the recommendation of Service Department Director Koehler, that the Board accept and approve proposal from National Gunite for concrete pipe rehabilitation on St. Andrews Drive in the amount of $12, Trustee Pautke made the motion to approve, seconded by Trustee Freeman. Roll call: A motion is made, based upon the recommendation of Police Chief Bachman, that the Board accept and approve $3, in vehicle equipment for the 2017 Ford Explorer. Trustee Pautke made the motion to approve, seconded by Trustee Pautke. Roll call: All aye. A motion is made, based upon the recommendation of Fire Chief Wright, that the Board accept the resignation of Fire Lieutenant Zachary Cranfill effective February 4, 2017 at 0600 hours. Trustee Freeman made the motion to approve, seconded by Trustee Pautke. Roll call: All aye. A motion is made, based upon the recommendation of Fire Chief Wright, that the Board accept the proposed memorandum of understanding between Pierce Township I.A.F.F. Local 4979 and Pierce Township as presented. Trustee Pautke made the motion to approve, seconded by Trustee Freeman. Roll call: All aye. A motion is made, based upon the recommendation of Trustee Freeman, that the Board approve the contract with Kleinger Group. Trustee Freeman made the motion to approve, seconded by Trustee Pautke. Discussion followed. Roll call: All aye. OPEN FLOOR DISCUSSION Discussed in open floor the hiring of new township administrator. (Gail Shadwell) Discussed where the township has been and how far we have come and where we are going. (Pete Kay) Assistant Fire Chief Light that Volunteer Eugene Knause passed away. He was one of the original volunteers when the fire department started. Fire Chief Wright thanked Police Chief Bachman and his department for their cooperation and assistance with the fire on Fulton Grove.

CALL TO ORDER Chairperson Bonnie Batchler, Trustee Robert Pautke and Trustee Allen Freeman were present. Attorney Tom Keating, Administrator Candidate Robert Fowler and Fiscal Officer Debbie Schwey were also present. Trustee Pautke made the motion to go into executive session for the purpose of to consider and discuss personnel matters/interview administrator candidate; and to discuss any other matters to come before the Board and seconded by Trustee Freeman. Roll call: All aye. Citizen input questions for the Administrator candidate are welcomed and must be submitted to Chairperson Batchler by Tuesday, February 28, 2017 by 10:00a.m. Trustee Pautke made the motion to come out of executive session at 4:25p.m. with no action being taken by the Board and seconded by Trustee Freeman. Roll call: All aye. Chairperson Batcher reconvened the meeting at 4:42p.m. Chairperson Batcher led everyone in the Pledge of Allegiance. Chairperson Batchler motion to go back into Executive Session at 5:20p.m. for the purpose of to discuss personal matters and pending eminent ligations.
