Absent Anchia. The speaker recognized Representative Larson who introduced Reverend Trey H. Little, senior pastor, First Presbyterian Church, San Antonio, who offered the invocation as follows: Gracious and loving God, in this moment of quietness, we pause not to escape the realities of our day, but instead to acknowledge that being "one nation under God" is part of the fabric of our society. Therefore, we humbly invite you to guide and instruct us as we navigate our way through the waters of life. Faithful Lord, on this Memorial Day, we would be remiss if we did not lift up to you the many men and women who have served and are serving in our military. Lord, we give you thanks for their zeal for service as well as their incredible sacrifice. Undoubtedly, their sacrifice is costly families have been separated, childhoods shortened, and countless lives have been lost. And yet, their costly sacrifice has resulted in a priceless gift of freedom that stirs our hearts

2 rd LEGISLATURE REGULAR SESSION to joyfully proclaim, "My country, tis of the, sweet land of liberty." Therefore, loving God, we ask that you will continue to pour out your peace that surpasses all human understanding on all those who serve our state and our country, and also comfort those who continue to grieve the loss of loved ones. Dear God, as these servants gather here today as the Texas House of Representatives, we pray that they may live securely in your grace; that they may be guided by your providence; that they will be filled with your wisdom and strength; and most of all, that they, even in the midst of differing opinions, will embody the humility of the one who did not cling to his position of power, but humbled himself to serve the poor, the oppressed, and the hopeless. May they use their authority to promote the general welfare of all of us who call the great State of Texas home. Lord, we humbly call upon your name to heal where there is brokenness; to comfort where there is pain; to bring reconciliation where there is separation; to provide peace where there is anxiety; to stir up courage where there is fear; and most of all, to rain your grace down upon all who are gathered here this day, that they may be filled with your joy to be the people you have called them to be. Now, Lord God, may you relentlessly bother us and challenge us; may you set an impossible task before us and dare us to meet it; may you give us strength and courage to do our best; open our eyes that we may see; give us ears to listen for your will and discipline to do it; and remind us that it is not how many breaths we take, but the moments that take our breath away. Indeed, we are "one nation under God." In the name of the one who is "the way, the truth, and the life," we pray. Amen. The speaker recognized Representative Hunter who led the house in the pledges of allegiance to the United States and Texas flags. CAPITOL PHYSICIAN The speaker recognized Representative Dale who presented Dr. Lamia Kadir of Austin as the "Doctor for the Day." The house welcomed Dr. Kadir and thanked her for her participation in the Physician of the Day Program sponsored by the Texas Academy of Family Physicians. (Strama in the chair) HR ADOPTED (by T. The following resolution was laid before the house: HR 3028, Honoring Barbara Dillahunty on the occasion of her retirement as organist at the First United Methodist Church of Uvalde. HR 3028 was adopted.

HR ADOPTED (by Muñoz) Representative Muñoz moved to suspend all necessary rules to take up and consider at this time HRi3022. The motion prevailed. The following resolution was laid before the house: HR 3022, Congratulating Brenda Ochoa of John F. Kennedy Elementary School for being named the La Joya ISD 2013 Elementary Teacher of the Year. HR 3022 was adopted. HR ADOPTED (by Muñoz) Representative Muñoz moved to suspend all necessary rules to take up and consider at this time HRi3023. The motion prevailed. The following resolution was laid before the house: HR 3023, Honoring the members of the Valley View ISD School Board of Trustees. HR 3023 was adopted. The following resolution was laid before the house: HR 3024, Congratulating Dalia Aleman of Memorial Middle School on being named the Secondary Teacher of the Year by La Joya ISD. HR 3024 was adopted. (Dale in the chair) COMMITTEE GRANTED PERMISSION TO MEET Representative Geren requested permission for the Committee on House Administration to meet while the house is in session, at 11:30ia.m. today, in 3W.9, to consider committee budgets. Permission to meet was granted. COMMITTEE MEETING ANNOUNCEMENT The following committee meeting was announced: House Administration, 11:30 a.m. today, 3W.9, for a formal meeting, to consider committee budgets.

The following resolution was laid before the house: HR 3136, Commending the City of Pharr, South Texas College, the Pharr Police Department, and the Pharr-San Juan-Alamo Independent School District for collaborative efforts to develop the Regional Center for Public Safety Excellence. HR 3136 was adopted. On motion of Representative Muñoz, the names of all the members of the house were added to HRi3136 as signers thereof. SCR 46 - ADOPTED (Muñoz - House Sponsor) Representative Muñoz moved to suspend all necessary rules to take up and consider at this time SCRi46. The motion prevailed. HCR ADOPTED (by Naishtat) The following privileged resolution was laid before the house: HCR 215 WHEREAS, HBi1741 has been adopted by the house of representatives and the senate and is being prepared for enrollment; and WHEREAS, The bill contains technical errors that should be corrected; now, therefore, be it RESOLVED by the 83rd Legislature of the State of Texas, That the enrolling clerk of the house of representatives be instructed to correct HBi1741 by striking SECTION 2 of the bill and renumbering subsequent SECTIONS of the bill as appropriate. King HCR ADOPTED (by Hilderbran) The following privileged resolution was laid before the house: HCR 221 WHEREAS, HBi500 has been adopted by the house of representatives and the senate and is being prepared for enrollment; and WHEREAS, The bill contains a technical error that should be corrected; now, therefore, be it RESOLVED by the 83rd Legislature of the State of Texas, That the enrolling clerk of the house of representatives be instructed to correct HBi500, in SECTION 2 of the bill, by striking added Section (d), Tax Code, and substituting the following: (d)iia taxable entity may elect to compute the tax at the rate provided by Subsection (a) or (b), as applicable, on a report specified by Subsection (c) only if the comptroller certifies, on or after September 1, 2014, that probable revenue for the state fiscal biennium ending August 31, 2015, is estimated to exceed probable revenue as stated in the comptroller s Biennial Revenue Estimate for the fiscal biennium, as adjusted for estimates of revenue and disbursements associated with legislation enacted by the 83rd Legislature, including any contingent appropriations certified before September 1, 2014, by an amount sufficient to offset the loss in probable revenue that will result if taxable entities elect to compute the tax at the rates provided by Subsections (a) and (b).
