2 President s Corner Paula Lasky, RP Many of you know me as the CAP Secretary for the past two years, and before that, as the Membership Committee Chair. I joined the Beta Gaveliers unit in 2009 as a Provisional member, then NAP in 2010, and last December became a Registered Parliamentarian. I started my professional life in human resources, then as an assistant hospital planner, at Lutheran Medical Center in Wheat Ridge, CO, then added a couple of master s degrees, and worked for the State as a management analyst. For the past eighteen years I ve enjoyed being a nearly fulltime volunteer first for the Dumb Friends League, then for the Arapahoe Library District, and now for the Daughters of the American Revolution (DAR) and other lineage societies. My passion is genealogy, and I love helping other people connect with their family history. So what brought me to CAP? At the time I was a member of a Friends of the Library Board of Directors, and anticipated moving up the leadership ladder in DAR. I admire even enjoy! an efficiently run meeting. Parliamentary procedure brought the structure and discipline that I hoped to apply in my various board experiences. We ve all attended those meetings where we think, Just get down to business! The president gets sidetracked or loses control of the meeting. Not only does CAP (and NAP) offer instruction and workshops where we can learn parliamentary procedure, but opportunities abound where we can step outside our comfort zone and assume new roles on a board of directors. I look at every meeting as a learning opportunity. I ll make mistakes, but I m counting on my fellow board members to show me a better path to get down to business. 3 Summer Institute History The Summer Institute was established in The purpose for each institute was to provide quality instructions on parliamentary procedure to our members and other interested parties. To achieve this purpose we invited qualified experts and educators in parliamentary procedure from around the country. It is my opinion that each instructor has provided a quality program and learning experience for our CAP members. We have encouraged non-cap members to attend. I might add that we have recruited CAP members from the non-cap attendees. As the chairman of the CAP Education Committee I encourage your attendance at the July 12-13, 2013 Summer Institute. The brochure can be found in this publication and on the CAP website. 5 Historian Report June 1, 2013 By Cheryl Espinoza Outreach: 2012 Summer Institute was held on Friday and Saturday, July at the Junior League of Denver in Denver. The keynote speaker was James. H. Stewart, PRP. The title of his presentation was General Henry M. Robert vs. The Real World. Mr. Stewart discussed how to be a parliamentarian and what parliamentarians face when serving clients; reviewed the Colorado Corporate Codes for parliamentarians; and presented a case study on how to write and correct bylaws. The Public Education Workshop was held on Saturday, March 2, 2013, at the Colorado Springs Senior Center in Colorado Springs. The program was on Basic Parliamentary Procedure and Duties of Elected Officers. Membership Meetings: Colorado Association of Parliamentarians convened two membership meetings, both held at the American Legion Post #1, Denver: Saturday, Nov. 3, 2012 (Fall) Glo Hess, PRP, and Donna Thompson, PRP, gave the program on Discharge a Committee and Rescind, Amend Something Previously Adopted, and Rescind and Expunge from the Minutes. Saturday, April 6, 2013 (Annual) Weldon Merritt, PRP, gave the program on Incidental Motions. Mary Mills, RP, gave a presentation titled Rules, So Many Rules. We were honored by the attendance of NAP Vice President Ann Guiberson and District 7 Director Weldon Merritt. Board of Directors Meetings: Colorado Association of Parliamentarians held three board of directors meetings: July 13, 2012; Nov. 3, 2012; April 6, from Cheryl Oleyar The Colorado Springs Unit celebrated its 50 th Anniversary at its Annual Meeting on May 28 th at the historic El Paso Club in downtown Colorado Springs. We were honored to have with us charter member Eva Monnett, who was Unit president from and then again in Other previous Unit presidents who were present were: Rhea Woltman, RP (president ); Ruth Christian, RPR, (president and ); Norma DellaCroce (president ) and Mary Mills, RP, (president ). 6 Highlights from CSU s History: On May 28 th, 1963, an organizational meeting was held to form the Colorado Springs Unit and apply for a charter from NAP. At that meeting Mrs. Iva Miller was elected president and bylaws were written. The walnut gavel we are still using today was presented to the Unit by Mrs. Goldie Day, President of the Colorado Association of Parliamentarians. And in July the charter was received from NAP. Iva Miller served as Unit president for two years then went on to be elected President of the Colorado Association of Parliamentarians in She was active in the State and Unit groups for at least the next twenty years. She passed away in January of That same year the Unit observed the 30 th Anniversary of its chartering. In 1971 the Unit hosted the CAP Fall Meeting at the Broadmoor Hotel. Approximately 100 members and guests attended. The first meeting of the 1974 term was a Model Meeting, open to the public. It was attended by 50 members and visitors. President Loretta Simonson, described as hard-working and forward-looking, spoke to 16 groups on parliamentary law during that year. 200 people attended one of her public programs! Loretta expanded into the public schools, teaching a class of sixth graders. Claire Kratz was hired as parliamentarian to the City Council. The Unit registered with the Chamber of Commerce to make itself available wherever needed. Programs were presented at Colorado College and Junior League. In 1980 Joan Kirkham became president. A hotline to receive phone calls from the public on parliamentary questions was manned by Unit members on the third Monday of the month. Over the years Joan was very active in our Unit and in CAP, becoming the president of CAP in Joan was also involved with NAP, serving as an associate editor of the National Parliamentarian in 1994 when Loretta was NAP President. She is an affiliate member of our Unit to this day. In 1985 several members became TV stars, including Claire LaRue, Joan Kirkham, Rhea Woltman and Loretta Simonson, when they taped seven programs on parliamentary procedure at a Littleton TV station. These programs were shown on Littleton Community TV and several programs were shown on Channel IV in Colorado Springs. The Colorado Springs Unit hosted NAP s District Eight Conference in May of The theme was Nuggets of Knowledge. From 1983 through 1995 Loretta worked her way up through the offices of NAP and was elected NAP President at the 1993 Biennial Convention held at the Denver Tech Center Sheraton Inn. The theme of Loretta s administration was Exploring New Heights. After serving in all the elected NAP offices, Loretta didn t retire but chose to be involved in the Unit again, serving as president in She was a beloved friend and mentor to many in the local, state and national parliamentarian organizations. Loretta passed away in Her eulogy was delivered by NAP President, Ron Stinson. In January of 2002 our Unit merged with the Henry Martyn Robert Unit, which had been established in 1963 and had held its meetings in the evenings. These Units had sponsored together at least one public workshop a year from 1989 through Additional workshops were held thereafter as needed. One of the most successful was held in April of After serving as State Representative and Senator, MaryAnne Tebedo became very involved with our Unit, serving as president from 2001 to 2003 and as CAP President from 2005 to Because of her ties with the Colorado legislature, MaryAnne secured tributes from the House of Representatives celebrating April as Parliamentary Law Month for the years 2010 and She also initiated the archiving of our Unit records with the Pikes Peak Library District, which now owns these records. The Unit is allowed access for additions or amendments to these archives forever. The bylaws were amended to include a standing Archive Committee and instructions concerning permanent records were added to the Standing Rules. For many years our Unit has prepared a display at Penrose Public Library to commemorate Parliamentary Law Month. We have also made a practice of donating copies of RONR Newly Revised to local schools in memory of members who have passed away. The Unit continues to provide a partial sponsorship to a delegate to Columbine Girls State each year. The Colorado Springs Unit meets the 4 th Tuesday at 9:30 a.m. at the Falcon Police Station.
