Friday, July 9, :00 p.m. to 9:00 p.m. Saturday, July 10, :00 a.m. to 3:00 p.m. Junior League of Denver 6300 East Yale Avenue Denver, Colorado Scott Michael Burns, PRP, is a Sacramento- parliamentary based attorney and consultant. He first developed his practical parliamentary skills as a labor union activist and as a member and officer of a variety of non-profit organizations. In 1990, Scott met Hugh Cannon at a labor convention. Hugh introduced him to NAP and AIP and the rest, as they say, is history. Scott became a Registered Parliamentarian in 2002 and a Professional Registered Parliamentarian in He is also a member of the American College of Parliamentary Lawyers. Scott s clients range from small arts organizations to large labor unions and professional associations; his activities range from small board training to serving as parliamentarian for conventions of a thousand delegates or more. As an attorney, Scott specializes in public entity tort liability, public sector labor law, open meeting laws, and freedom of information/privacy. Robert s Rules of Order Newly Revised (RONR) includes a variety of seldomused motions that help expedite the flow of business or respond to unusual circumstances or contingencies. Because these motions are infrequently encountered, a chairman or parliamentarian who knows when and how to use them gains added confidence and the respect of their members. Members who know how and when to use these motions help make their meetings as efficient and productive as possible, but also have the ability to ensure that their rights are not sacrificed for the sake of expediency. During the Institute, we will learn how to use motions: Amend (by substitution) Informal consideration of a motion Consider Seriatim Discharge a Committee Fix the time to which to Adjourn Go into executive session Incidental main motions Object to the Consideration of a Question. Lay on the Table Points of Order and Appeals Points of Information Ratify Rescind Definitions A main motion introduces new business to the assembly. A subsidiary motion assists the assembly in treating or disposing of a main motion. Subsidiary motions include Postpone Indefinitely, Amend, Commit or Refer to a Committee, Postpone Definitely, Limit or Extend Limits of Debate, Previous Question, and Lay on the Table. A privileged motion does not relate to the pending business, but has to do with special matters of immediate and overriding importance which, without debate, interrupt the consideration of anything else. Privileged motions include Call for the Orders of the Day, Raise a Question of Privilege, Recess, Adjourn, and Fix the Time to Which to Adjourn. An incidental motion is said to be incidental to the other motion or matter out incidental motions are related to the main motion in such a way that they must be decided immediately, before business can proceed. Most incidental motions are undebatable. Incidental motions include Point of Order, Appeal, Suspend the Rules, Objection to the Consideration of the Question, Division of a Question, Consideration by Paragraph or Seriatim, Division of the Assembly, Motions relating to Methods of Voting and the Polls, Motions Relating to Nominations, Request to be Excused from a Duty, and Requests and Inquiries. A bring back motion is a motion to bring a question or motion again before the assembly. Bring back motions include Take from the Table, Rescind or Amend Something Previously Adopted, Discharge a Committee, and Reconsider. If there were no rules or established customs to guide an assembly of persons, and if each could talk on any subject as long and as many times as he please, and if all could talk at the same time, it would be impossible in most cases to ascertain their deliberate judgment on any particular matter. Experience has shown the necessity for rules, for a presiding officer to enforce them and preserve order, and for a recording secretary to keep a record of the business transacted by the assembly. - General Henry M. 2 Colorado Parliamentarian Summer 2010 Page - 2 NAP CELEBRATING PRESIDENT S CORNER YEARS of excitement helping organizations of all sizes conduct business efficiently through education, advocacy of effective meeting procedures and the accreditation of meeting professionals. Tools that have stood the test of time as well as been improved helping to guide meetings is the National Association of Parliamentarians. We celebrate the many victories and accomplishments of the faithful who have blazed the trail such as Loretta Simonson - For 14 years, Loretta served on the board of the National Association of Parliamentarians including her term as President from 1993 to She was on the Parliamentary Research Committee as well as authoring articles for National Parliamentarian. As a nationally known Professional Registered Parliamentarian, she was a frequent instructor on parliamentary procedure. Loretta served as the President of the Colorado Springs Unit of the National Association of Parliamentarians twice from 1974 to 1975 and from 1998 to She was President of the Colorado Association of Parliamentarians from 1980 to 1982, where she was on the Honor Roll of Instructors. On October 11, 2009, Loretta passed away and we deeply miss her. I envision a strand of Christmas lights, each adding to the collective brightness reflecting the light, winding its way around the globe. We are a part of that strand. I see the Colorado Association of Parliamentarians as a chandelier of light, individual yet united to shine the light of parliamentary procedures to our world. Think for moment what light does. It drives out darkness. Even the smallest birthday candle in a darkened coliseum will push the darkness aside. I encourage you not to hide your light, but put it on a stand seen by all. We are a light and lights come in all styles and wattages watts; some are long lasting for years; and some are frosted or clear. What light would you like to be, a 20 watt needing to apologize for a remark that caused the loss of a member or a 3-way watt faithful, committed, adding to the chandelier. Robert Louis Stevenson said, When a happy man comes into a room, it is as if another candle has been lighted. It has been my experience that the local Units of NAP provide great lights through learning opportunities. The many qualified members are more than willing to share a few minutes with you. The meetings are always informative and I usually learn something that will benefit me in a meeting situation. In closing, I am honored to serve as your President. I commit to you my best. I am available to service you in any area of your need. Let us all work for a better Association. If each one brings one, we will double our group this year.
