Receive an update from Caltrain staff regarding the proposed Caltrain Modernization Program (CalMod Program). 2. Provide comments regarding the CalMod Program as the basis for City policymaker and staff input in future CalMod Program discussions. 3. Reconstitute the Council High-Speed Rail Committee as the Council Rail Corridor Committee and expand its scope to include proposed blended high-speed rail/caltrain operations and the CalMod Program. BACKGROUND The proposed CalMod Program will electrify and upgrade the performance, operating efficiency, capacity, safety, and reliability of Caltrain's commuter rail service. The CalMod Program is scheduled to be complete by The CalMod Program will help prepare the Peninsula rail corridor to eventually accommodate California's State-wide high-speed rail service which is planned for Along the Peninsula rail corridor, it is anticipated that Caltrain and high-speed rail will share Caltrain's existing tracks, operating as a blended system. Mayors from cities along the Peninsula rail corridor have been asked by Caltrain to appoint a representative to a new policymaker group being formed to participate in the CalMod Program planning process (Attachment 1). Mayor Kasperzak has appointed Councilmember Ronit Bryant from the Council High-Speed Rail Committee (CHSRC) to serve at the City's representative on the policymaker group. Mayor Kasperzak will serve as the alternate.

2 Caltrain Modernization Program October 23, 2012 Page 2 of 3 At the time the City Council created the CHSRC in 2009 to serve as a forum for Councilmembers and the public to discuss regional high-speed rail issues, the potential for blending Caltrain/high-speed rail operations along the Peninsula rail corridor was not being considered. ANALYSIS Marian Lee, Executive Officer, Caltrain Modernization Program, will provide an overview of Caltrain's plans to electrify its system along the Peninsula rail corridor within the context of blended system operations to the City Council at its October 23, 2012 meeting. Ms. Lee will also be available to respond to Council questions. The City previously raised concerns regarding the proposed blending of electrified Caltrain service with California's State-wide high-speed rail service along the Peninsula rail corridor in a letter dated June 20, 2012 (see Attachment 2). The City Council may wish to use the comments and concerns identified in the letter as a starting point for their discussion regarding the CalMod Program. The community and City Council input received at the October 23, 2012 meeting will be used by City policymakers and staff as the basis for City input in future CalMod Program discussions. Staff does not anticipate the new Council Rail Corridor Committee needing to meet before the end of the calendar year. Councilmember appointments to the Committee can be made in January by the new Mayor after new Councilmembers take office. If any rail-related meetings are required before the end of the year, a CHSRC meeting can be scheduled. FISCAL IMPACT There is no fiscal impact directly associated with the approval of the recommendations as described above. ALTERNATIVES 1. Assign CalMod Program-related matters to the Council Transportation Committee for oversight/review instead of renaming and restructuring the responsibilities of the Council High-Speed Rail Committee. 2. Take no action on the CalMod Program.

PUBLIC NOTICING In addition to distributing copies of this report in accordance with the City's standard agenda posting requirements, notices regarding this agenda item and report were sent to Caltrain, California High-Speed Rail Authority and Santa Clara Valley Transportation Authority representatives, and members of the public who have requested notification of City meetings related to high-speed rail.
