Meeting was called to order at 10:00 a.m. Sarah Henry is in Richmond attending the VA Association of AAA meeting; Kathy Lee-Meredith is her representative. 2. Citizens Time: No one spoke. 3. Guest Speaker/Presentations: Our Guest Speaker was Rosemari Walker, our Long- Term Care Ombudsman. Rosemari discussed how the Ombudsman Program advocates for persons receiving care in Nursing Homes or Assisted Living Facilities. The greater Prince William Area has 18 facilities and 1,743 beds to be supported by this Program. Additional details and Contact Information: 4. Administrative Items: a. Review of Administrative Items in the folder. Informational Items will be reviewed under our Agenda Item 10. Sandra said her telephone number needed to be changed on the COA Roster. 2 b. Minutes dated December 13, 2016, accepted by uniform agreement with one correction: Paragraph 9b(3) as reads "For Vice Chair: Len Dawson..."; should read "For Vice Chair: Len Postman..." c. Executive Committee Minutes dated January 10, 2017, Paragraph 4c: correction to the Hotel Roanoke room rate. It is $104 a night not $107 as written. Conference Registration is $200. d. Enter for Record: (1) Attendance Report to City of Manassas on Raymond Beverage, for the period July through December 2016 as required by Bylaws & City Code (2) Destruction of COA 2013 Records in accordance with Library of Virginia General Schedule No. 19 (minus Historical Items) to wit: # Agenda & Supporting Documentation Files # Board, Commission, Conference & Committee Minutes # Correspondence/Subject Files - Chairpersons (COA Exec Committee) # Correspondence/Subject Files - Board Members (3) COA Statement to the 2017 General Assembly Public Hearing in Prince William County, January 7, Director's Time: a. Agency Wait Lists: as of January 24, 2017 Personal Care - 18 Meals on Wheels - 19 Adult Day Healthcare - 13 b. Staff Vacancies: the Part-Time Cook and Full-Time Driver positions at Manassas Senior Center are vacant and being advertised. The Full-Time Cook at Manassas Senior Center has an offer pending. c. Program Updates: (1) Chronic Disease Self-Management Education has started in the community with great success. (2) Manassas Senior Center 30 th Anniversary Celebration was January 18 th. The Friends of Woodbridge Senior Center celebrated their 10 th Anniversary on January 19 th. (3) The Alzheimer's Association Fall Training Sessions were a success. Planning underway for Spring Sessions. Page 2 of 6 Pages
3 d. Agency Meetings and Events: Older Americans Month Celebration Picnic is May 12 th. Transitions Expo will be May 16 th at the GMU Freedom Center. e. Agency Needs: Volunteers are needed for Meals-on-Wheels and the Long-Term Care Ombudsman programs. f. Agency Services & Units Summary Report: the report now reflects the current Fiscal Year 2017 and the prior Fiscal Year 2016 as requested by the COA. Observations and comments about the report: (1) Meals-on-Wheels has a Wait List and that is because lack of volunteer drivers, especially in the eastern portion of the County. Sandra said there are billboards on Route 1 (one up on the north end, one near Dumfries) about "Let's Do Lunch". Raymond noted that is the National Campaign slogan and will provide information to the COA via about it. Discussion about MOW procedures and options being explored to expand delivery. Nancy said Dumfries Town Council has Citizens Time and it could be an opportunity to advertise for drivers. (2) Website Hits are 35,324. The number was not available at the time the report was printed. 6. Chairperson's Time: a. Sandra reviewed what occurred at the January 7 th General Assembly Public Hearing. She presented the COA and Housing Board's Legislative Programs. Raymond and Len also attended the session. b. The COA Meeting Calendar has a change for the May meeting. It is scheduled for May 23 rd which is in conflict with the VA Governor's Conference on Aging (May 22 nd & 23 rd ). Meeting will be moved to May 30 th. (1) Will reflected that once the COA met at a variety of locations and the two Senior Centers. The idea was it gave the COA an opportunity to interact with other entities. He asked why we stopped. Discussion included a quick review of the history and why the COA no longer goes to other locations as we had in the past. (2) Charlie asked if there had ever been a meeting at the Manassas Park Community Center. The COA has not met there. Action: referred to the Executive Committee for consideration. c. Next month we will review the draft of our Rules of Procedures (formerly our Bylaws). Raymond will send out an advance copy prior to the meeting. February will be the review and mark-up, and the March meeting will be final review and approval. 7. Old Business: None. Page 3 of 6 Pages
4 8. Standing & Informational Committee Reports (not all have monthly reports): a. Housing Board: Sandra related there is no meeting this month as there are no actions. Next meeting is in February. c. Northern Virginia Aging Network (NVAN): Raymond reviewed the material in the handout. He is awaiting the presentation slides which he will distribute once he gets them. Next meeting is March 21, d. Friends of Senior Manassas: Len related there is a new Audiovisual System being purchased. Seeking a grant from the Thornton Trust for a new piano. Valentine's Day Jewelry Sale will be on February 13 th and 14 th. The Annual Bazaar did very well and the Silent Auction worked. Peanut Auction also a success and consideration being given to making it an annual event. e. Friends of the Senior Woodbridge: Alleen related that Edith Peel, a long time member of the Center and Friends, passed away on January 20 th. The Friends celebrated their 10 th Anniversary of incorporation on January 19 th. They are again offering the $1000 scholarship for Northern Virginia Community College. The new Ping-Pong and Pool tables are in place. March will be their Jewelry Sale. f. Commission Members Announcements: (1) Nancy mentioned the Staff of the Tribute at the Glen would like to have the COA come for lunch. She will check on possibility of having lunch there after our next meeting. (2) Request made the January Talking Points include the list of the Elected Officers. 9. New Business: Next Executive Committee Meeting: 9:30a.m., February 14 th, Room 107, Development Services Building. 10. Items for the February 28 th, 2017, Meeting's Agenda: Review, discussion and mark-up of the COA Rules of Procedures. 11.
