Pontiac Trail Commerce Township, Michigan CALL TO ORDER: Barbara Garbutt, Chairperson, called the meeting to order at 7:00 p.m. at the Commerce Township Library. ROLL CALL: Present: Absent: Barbara Garbutt, Chairperson Jason Pernick, Vice-Chairperson Carol Keeler, Secretary Betsy LaFond Judy Sternberg Shane Lakner Rick Sovel Also Present: Connie Jo Ozinga, Library Director APPROVAL OF AGENDA MOTION by LaFond, supported by Sternberg, to approve the Library Board Agenda, with the addition of Tabling the Policy Review under Old Business. APPROVAL OF MINUTES MOTION by LaFond, supported by Sternberg, to approve the August 22, 2012 Library Advisory Board Meeting Minutes, as submitted. PUBLIC COMMENTS CORRESPONDENCE

2 Page 2 FINANCIAL REPORT Director Ozinga reviewed the Revenue & Expenditure Report. DIRECTOR S REPORT Director Ozinga announced that she would attend the State Library Advanced Director s workshop. EBook Pricing EBook pricing and EBook management continues to be a serious topic of discussion at the national level. Several libraries, led by the Douglas County Colorado Library, have moved to ownership and self-management of EBook collections. Harper Collins has restricted overdrive copies of their books to 26 downloads. Other major publishers have more than doubled prices for purchase (licensing) of EBook copies for overdrive. Two major publishers, Simon and Schuster and Macmillan, refuse to sell EBooks to libraries at all. I have attached for your information a handy chart showing availability and various pricing for EBooks. Lord of the Rings sleepover Youth Services has planned a Lord of the Rings sleepover for the weekend of the release of the Hobbit movie. I have attached a copy that includes information, rules and permission slip. I wanted you to be aware of this. Renaissance Zone funding - The Renaissance Zone Act was passed in 1996 to create and expand certain renaissance zones to facilitate economic development. The state committed to granting tax credits to businesses in renaissance zones. They also made a statutory commitment to reimburse public libraries, community colleges, K-12, intermediate school districts and the school aid fund for local revenue loss. However, in 2010, the statue was amended to absolve the state of its responsibility to reimburse these entities while maintaining the tax credit. The tax credits are gradually being phased out to businesses because MEDC acknowledges that they are not effective. The State s 2013 budget includes some reimbursement to public libraries. According to MLA CTCL will receive $1, in State fiscal year Policy Review In our recent policy review, I noted that neither the Library Bill of Rights nor the Freedom to Read Statement were referred to in our collection development policy or adopted at CTCL policies. Do you wish to do so? Unique Management, library collections The Township Board has agreed to the use of Unique Management for library collections. We expect to begin in mid October. Unique will contact patrons who owe at least $25.00 in overdue materials and fines. Note that the final step in their process is credit reporting.

3 Page 3 DIRECTOR S REPORT (continued) The Board also approved a two-week food for fines amnesty promotion to begin October 1. The promotion will focus on returning overdues before collections kick in but will also apply to all fines owed. New Unique contracts apply to transactions initiated in the last six months. There is a separate agreement for older items and the returns and fines covering costs guarantee does not apply. Do you want to do this? Several Unique related documents are attached; I think you have seen most of these already. OLD BUSINESS a. Policy review This was Tabled under Approval of Agenda. b. Unique Management, library collections Director Ozinga The food drive will be October 1, 2012 to October 15, The Township Board of Trustees approved waiving the fines owed in exchange for food donations. Reviewed Unique Management s Material Recovery Agreement and Executive Summary. c. Friends of the Library Garbutt Friends of the Library will meet on September 26, 2012 at 7:00 p.m. At this time, if you wish, you can sign up to help with the next book sale. d. Long range plan Tabled This shall remain on the Table. Bike Rack - Garbutt mentioned that patrons are making use of the bike rack now that it is located closer to the front of the building. Director Ozinga 1. The flooding problems around the library are repaired. 2. They are in the process of repairing cracks in the walkway at the front of the library.

4 Page 4 OLD BUSINESS (continued) Keeler - Do we have programming posted for October and November? Director Ozinga answered there are two programs scheduled for October and she will check on November programming. Keeler Made the following suggestions for the Rules and Regulations/Code of Conduct for the Lord of the Rings sleepover: 1. Clarify whether one parent or both parents must be present for drop-off and pick up. 2. There may be legal ramifications concerning turning in medication. The chaperones should not administer medication. 3. Specify the age requirements and maximum amount of teens that may attend. 4. Specify whether they can bring in their own food and beverage. NEW BUSINESS Keeler inquired if there are additional plans for restructuring the computer/lab area. Director Ozinga discussed scanning slides into software, specialty scanners, editing software, Photoshop and purchase of furniture. Sternberg asked how the classes are coming along. Garbutt mentioned that she attended a class tonight. TOWNSHIP BOARD REMARKS RECOMMENDATIONS TO THE TOWNSHIP BOARD OF TRUSTEES OTHER MATTERS
