CALL TO ORDER / ROLL CALL The meeting was called to order by the Chair William Gallo, at 6:10 PM. Roll call was conducted by Christopher Flynn. II. III. IV. PLEDGE OF ALLEGIANCE The pledge of allegiance was initiated by the Chair. APPROVAL OF MINUTES A motion to approve November 17, 2016, minutes was made by Sheldon McCartney and seconded by Cynthia Strachan Saunders; motion passed unanimously. PUBLIC COMMENTS No public in attendance. No comments to record. V. PUBLIC HEARING A. Swearing In of Public. Ben Crego, a Florida Notary, swore in Matt DeFelice, to directly speak about the Goodman Site application and the recommendation to designate; and Rick Ferrer, to directly speak about the Link Trainer Building application and the recommendation to designate. B. Historic Resources Designation Goodman Site / Florida Master Site File No. 8BD188 1 P a g e
2 Matt DeFelice, Broward County Archaeological Consultant, spoke about the Goodman Site recommendation for Historic Resources Designation. Matt DeFelice played a video for the committee to watch; the video showed the direct and surrounding area listed in the application. This is aerial video taken from a small radio controlled drone. The location is in the city of Sunrise, directly on Broward County property, next to the BB&T Center, along one of the perimeter roads leading into the Center. This is a prehistoric archeological site, believed to be 500 B.C. to about 1200 A.D., possibly earlier, the time it was occupied by the Tequesta Indians and their ancestors. Animal and human remains were identified at the site during excavations done in the 70s and the 80s. The first excavations done by the Broward County Archaeology Siting in 1974, then again 1975, 1979, and The property came up for development in the mid 80s, the DRI (Developments of Regional Impact) from the State Division of Historic Resources mandated an archaeological survey should be done on the property. An in-depth surveyors report was done. The report generated at that time indicated that the site was likely eligible for the National Register of Historic Places, eligible for local historical designation, and based upon the discoveries of that report the State Historic Preservation Office required the archaeological part of the site be preserved during development of the rest of the property. The site was set aside in a wetlands mitigation area, to be protected and preserved for the future. Based upon County ordinance, this site meets criteria of the Section 5-533, a, c & d. The site is attributed to a unique culture that does not exist outside of this part of the country. Sheldon McCartney moved to provide recommendation to the Board of County Commissioners for County designation, based upon the findings contained within the application. Cynthia Strachan Saunders seconded the motion. The motion passed unanimously. C. Historic Resource Designation Link Trainer Building / Fort Lauderdale United States Naval Air Building No. 8 Rick Ferrer, Broward County Historic Preservation Officer, spoke about the Link Trainer Building recommendation for Historic Resources Designation. Rick Ferrer played a video for the committee to watch; the video showed the outside and inside building and surrounding area listed in the application. This is a compilation video of various handheld pictures, showing historical pictures at the time the building first opened through present day photos. The proper address for the building lies on the airport property, Broward County property, in an unincorporated area. The previous site of the airport, from 1942 to 1945, was a Naval Air Station Fort Lauderdale that saw three years of active service. The building dates to the beginning, It is the one remaining remnant and vestige of the extensive naval air station that existed on the property. The naval air station was created specifically with the intent of training and strategies of attack in the Avenger bomber aircraft. During the development of the commercial airport in the 90 s, this was the one remaining building from the original station. The original location of this building was approximately one quarter of a mile east. In P a g e
3 while the airport was planning for extensive growth, it looked at several buildings for preservation and restoration, and this building was designated. It was relocated once from its original location to where it now lies. Its preservation was specific to house those naval air station artifacts from the original base. At the time of its original construction, it was the simulator training building, housing the training and simulator equipment for flyers. This building currently holds a historical designation in the national register. Both the national register and this designation recommendation are for the building proper and the immediate exterior to include displayed historical equipment, but not the land itself. Sheldon McCartney moved to provide recommendation to the Board of County Commissioners for County designation, based upon the findings contained within the application. Cynthia Strachan Saunders seconded the motion. The motion passed unanimously. VI. OLD BUSINESS A. Amendments to the Historic Preservation Ordinance Update. Ben Crego, Assistant County Attorney, discussed the process to date. The memo went to the Board of County Commissioners suggesting an amendment to the ordinance. It is with the Board and County Administration, reviewing whether the amendment can happen or when it will happen. When the Board decides to approve, it will notify the legal office, Ben, to draft the motion to approve. B. Heritage Celebration/Pioneer Day Update Rick Ferrer discusses updates that he is aware of, but follow-up will be conducted by the Cultural Affairs Division at the next committee meeting. Rick notes the date and time of the Heritage Celebration, May 20, Saturday, tentatively 1pm to 4pm, and will be hosted by the City of Parkland at Parkland City Hall. They will be providing music, beverages, and snacks. Rick discusses the Pioneer Day updates, carried over from the last committee meeting. Confirmed that only one pioneer selection per community. This office should be able to send out letters to each Historical Society, or appropriate entity, in the cities to solicit pioneers. VII. REPORT OF THE HISTORIC PRESERVATION OFFICER No report from the Historic Preservation Officer. The Judge Shippey House was relocated and restored, and is now running a local tours. The new owner would like the Historic Preservation Board to visit. New Commissioners in office and term expirations of Board members are closing. The following Board members need to reach out to their appropriate Commissioners for reinstatement: Cynthia Strachan Saunders, the first week in February; and Sheldon McCartney in March. 3 P a g e
4 VIII. REMARKS BY THE CHAIRPERSON William Gallo noted, from previous conversations with Rick Ferrer, that several local communities have opted out of jurisdiction by the Broward County Historic Preservation Board. They have used benign language to enact local historic preservation boards, giving local authority to their own planning and zoning areas. The jurisdiction of the Historic Preservation Board has thus become limited. The local planning boards do not hold the same formal requirements to strictly fill members as this board does, and interpreting applications will not hold the same weight without the knowledgeable backgrounds. Ben Crego discusses some of the recommended changes to the Broward County ordinance, which includes this issue. One of the amendments would require city historic board to be CLG (Certified Local Government) certified. This distinctly creates a clear line of meeting state requirements to dictate, preserve, and protect historical sites under strict guidelines. IX. ANNOUNCEMENTS BY BOARD MEMBERS Cynthia Strachan Saunders suggests publicity on finalizing these two historic designations, to show the public the work being accomplished, create more visibility on the Historic Preservation Board. Press release suggested, with celebration, following second public hearing and the final Board of County Commissioners approval. Sheldon McCartney noted the Old Davie School are in the process of finishing replica orange packing house. They were able to save the orange packing equipment before the original building was torn down several years ago. They were then able to raise funds to put up a replica packing house on the property. Cynthia Strachan Saunders announces February 25, at the African American Research Library and Cultural Center, the Bowles-Strachan House will be holding a birthday benefit concert. The house is 75 years old and this will be a fundraiser event for repairs and restoration. X. ADJOURNMENT William Gallo asked for a motion for adjournment. Motion for adjournment was offered by Sheldon McCartney and seconded by Daniel Stallone. Motion to adjourn was passed at 7:33 PM. William Gallo asked for a motion to immediately reopen the meeting to discuss conflicts with the next planned meeting date. Cynthia Strachan Saunders moved to change the next meeting date from March 16 to March 23, same time, due to conflicting schedules with various local projects and the Historical Preservation Board members. Daniel Stallone seconded the motion. The motion passed unanimously. Sheldon McCartney motioned to re-adjourn the meeting, seconded by Cynthia Strachan Saunders.
