3 OCTOBER 6, MINISTER S ORDERS The Education Act ALTERATION OF BOUNDARIES OF SCHOOL DIVISIONS No. 51/95. Pursuant to the powers vested in me by subsection 27(1) of The Education Act, and in compliance with section 360 of the said Act, I hereby order that the boundaries of the following school divisions be altered, effective October 1, 1995, in the manner set forth herein. Sub-division No. 6 of the Buffalo Plains School Division No. 21 of Saskatchewan adding thereto: in Township 14, in Range 20, west of the Second Meridian: legal subdivisions 1, 8, 9 and 16 of Section 27. Sub-division No. 6 of the Prairie View School Division No. 74 of Saskatchewan taking therefrom: in Township 14, in Range 20, west of the Second Meridian: legal subdivisions 1, 8, 9 and 16 of Section 27. I further order, pursuant to subsection 118(1) of The Education Act, that any tax arrears on the aforementioned land shall be payable to the board of education of the school division from which the land was withdrawn, and further, that all taxes owing or already paid for the current year shall be apportioned between the two school divisions in a manner agreed upon by the respective boards of education. This order is made by the Minister of Health (hereinafter call the minister ) pursuant to subsection 14(5) of The Health Districts Act. Whereas the minister has received a notice of amalgamation, a true copy of which is attached to and forms part of this order, executed on behalf of the Palliser Alcohol and Drug Abuse Council Inc. and the Swift Current District Health Board; Now therefore the minister hereby makes the following order: 1 The Palliser Alcohol and Drug Abuse Council Inc. and the Swift Current District Health Board are amalgamated in accordance with the attached notice of amalgamation. 2 The effective date of the amalgamation is declared to be October 1, 1995, which is the effective date specified in the attached notice of amalgamation. SPECIAL RESOLUTION BE IT RESOLVED THAT pursuant to section 14 of The Health Districts Act, the amalgamation of Palliser Alcohol and Drug Abuse Council Inc. and Swift Current Health District Board is hereby approved, provided that the effective date of amalgamation is on or before October 1, 1995, and FURTHER BE IT RESOLVED THAT Meril Nakonechny, Chairperson, is hereby authorized and directed to transfer all of the assets and obligations to the Swift Current District Health Board and to execute all documents as may be reasonably necessary to effect such purpose. Pursuant to section 17.1 of The Oil and Gas Conservation Act, approval is granted to ELAN Energy Inc. to drill and complete one horizontal well in the Frobisher Beds underlying the south half of Section W2M, in accordance with plans filed with Saskatchewan Energy and Mines as Document No. H.W. 504 and subject to the following: 1 Good production practice is approved. Dated at Regina, Saskatchewan, September 22, WEYBURN MIDALE BEDS POOL HORIZONTAL WELL PROJECT EXPANSION MRO 730/95. Pursuant to section 17.1 of The Oil and Gas Conservation Act, approval is granted to PanCanadian Petroleum Limited to drill and complete six horizontal wells in the Weyburn Unit, in accordance with plans filed with Saskatchewan Energy and Mines as Document No. H.W. 81 and subject to the following: 1 A maximum allowable rate of production shall be assigned to each well within 500 m of a productive drainage unit outside of the Weyburn Unit. 2 Good production practice is approved for the remaining wells. Pursuant to section 27 of The Oil and Gas Conservation Act, approval is granted to Inverness Energy Ltd. to drill two off-target oil wells located at W3M and W3M, subject to the following: 1 The maximum allowable rate of production shall be calculated without penalty. Pursuant to section 17.1 of The Oil and Gas Conservation Act, approval is granted to Sceptre Resources Limited, to drill and complete one horizontal well in the Lost Horse Hill Frobisher-Alida Beds Voluntary Unit No. 1, in accordance with plans filed with Saskatchewan Energy and Mines as Document No. H.W. 149 and subject to the following: 1 Good production practice is approved. 2 MRO 21/90 PO 6, dated February 21, 1990, does not apply. Pursuant to section 17.1 of The Oil and Gas Conservation Act, approval is granted to Cavell Energy Corporation to drill and complete one horizontal well in the Frobisher Beds underlying legal subdivisions 11 and 12 of Section W2M, in accordance with plans filed with Saskatchewan Energy and Mines as Document No. H.W. 265 and subject to the following: 1 A maximum allowable rate of production shall be assigned. 2 MRO 140/65 PO 17, dated December 9, 1965, does not apply. Pursuant to section 27 of The Oil and Gas Conservation Act and subsection 30(2) of The Oil and Gas Conservation Regulations, 1985, approval is granted to Strike Energy Inc. to drill an off-target oil well located in legal subdivision 6 of Section W2M, subject to the following: 1 The maximum allowable rate of production will be calculated without penalty. HANDSWORTH ALIDA BEDS POOL GOOD PRODUCTION PRACTICE MRO 735/95. Pursuant to section 17 of The Oil and Gas Conservation Act, approval is granted to Talisman Energy Inc. to produce horizontal wells in the Alida Beds underlying the west half and legal subdivision 15 of Section 13 and legal subdivisions 9, 10, 11, 14, 15 and 16 of Section W2M, according to good production practice. LOUGHEED MIDALE BEDS POOL GOOD PRODUCTION PRACTICE MRO 736/95. Pursuant to section 17 of The Oil and Gas Conservation Act, approval is granted to Poco Petroleums Ltd. to produce the well Poco et al Lougheed HZ 1D3-7-2D , according to good production practice. OAKLEY FROBISHER BEDS POOL GOOD PRODUCTION PRACTICE MRO 737/95. Pursuant to section 17 of The Oil and Gas Conservation Act, approval is granted to Cavell Energy Corporation to produce the well Cavell Oakley HZ 4C5-36-1C , according to good production practice. TILSTON BEDS-NOTTINGHAM AREA HORIZONTAL WELL PROJECT MRO 738/95. Pursuant to section 17.1 of The Oil and Gas Conservation Act, approval is granted to Wascana Energy Inc. to drill and complete one horizontal well in the Tilston Beds underlying Section W1M, in accordance with plans filed with Saskatchewan Energy and Mines as Document No. H.W. 505 and subject to the following: 1 A maximum allowable rate of production shall be assigned. COURT SOUTH BAKKEN SAND POOL MRO 739/95 PB 43. Pursuant to section 17 of The Oil and Gas Conservation Act, the following area is designated and identified as an oil and gas pool named the Court South Bakken Sand Pool, effective October 1, 1995: Lands west of the Third Meridian: in Township 33, in Range 27: the west half of Section 17; Sections 18 and 19; the west half of Section 20.

5 OCTOBER 6, MRO 740/95 PO 32. Pursuant to section 17 of The Oil and Gas Conservation Act, the following provisions shall apply to the drilling of, and the production of oil and gas from, vertical oil wells in the Court South Bakken Sand Pool, effective October 1, 1995: 1 The drainage unit shall be one legal subdivision. 2 The south-east corner of the rectangular target area shall be the south-east corner of the drainage unit. The north and west sides of the target area shall be parallel to the corresponding sides of the drainage unit. The north side of the target area shall be 200 m from the south side of the drainage unit and the west side of the target area shall be 200 m from the east side of the drainage unit. 3 If a well is not completed within the target area, the minister may reduce the area used as a factor in determining the MARP. 4(a) For the first well drilled in each Section, the operator shall submit samples of the interval from the top of the Second White Specks to total depth. (b) For all subsequent wells drilled in each Section, the operator shall submit samples of the interval from the top of the Paleozoic System to total depth. 5 As a minimum requirement, the operator shall run logs to determine the resistivity, spontaneous potential, porosity and gamma ray spectra from surface casing shoe to total depth for each well drilled. 6 All oil wells licensed prior to October 1, 1995, shall be considered to be on target as prescribed in section 2. COURT SOUTH BAKKEN SAND POOL WATERFLOOD PROJECT MRO 741/95. The application submitted by Norcen International Ltd. to conduct a waterflood project in the Court South Bakken Sand Pool is approved pursuant to section 17.1 of The Oil and Gas Conservation Act. Permission is granted to construct the facilities and to recomplete the wells Calex NCRNI Court and Calex Norcen Court as pressure maintenance water injection wells, in accordance with plans filed with Saskatchewan Energy and Mines as Document No. P.M. 996 and subject to the following conditions: 1 Installations shall be subject to the approval of a field representative of Saskatchewan Energy and Mines prior to commencement of water injection and subsequent to any modification to such installations. 2 The wellhead injection pressure shall be limited to a maximum of kpa. 3 Annual project reports shall be submitted to the Engineering Services Branch of Saskatchewan Energy and Mines. COVINGTON WEST UPPER SHAUNAVON POOL MRO 742/95 PO 33. Pursuant to section 17 of The Oil and Gas Conservation Act, MRO 132/93 PO 14, dated March 11, 1993, is rescinded and the following provisions shall apply to the drilling of, and production of oil and gas from, vertical oil wells in the Covington West Upper Shaunavon Pool, effective on October 1, 1995: 1 The drainage unit shall be comprised of two legal subdivisions in a Section grouped as follows: legal subdivisions 1 and 2; 3 and 4; 5 and 6; 7 and 8; 9 and 10; 11 and 12; 13 and 14; 15 and Within a drainage unit, the sides of the target area shall be 100 m from and parallel to the corresponding sides of the evennumbered legal subdivision. 3 If a well is not completed within the target area, the minister may reduce the area used as a factor in determining the MARP. 4(a) For the first well drilled in each Section, the operator shall submit samples of the interval from the top of the Second White Specks to total depth. (b) For all subsequent wells drilled in each Section, the operator shall submit samples of the interval from the top of the Mississippian System to total depth if such wells are intended to be drilled down to or below the top of the Mississippian System. 5 As a minimum requirement, the operator shall run a resistivity log, and either a sonic log or an approved radioactivity log from total depth to surface casing shoe for each well drilled. Dated at Regina, Saskatchewan, September 26, 1995 NORTH PREMIER UPPER SHAUNAVON POOL OFF-TARGET WELL MRO 743/95 A 255. Wascana Energy Inc. has submitted an application to drill an off-target well due to surface obstruction within the target area. Pursuant to section 27 of The Oil and Gas Conservation Act, permission is granted to drill an off-target well to produce from the Upper Shaunavon located in legal subdivision 10 of Section W3M, subject to the following: 1 The maximum allowable rate of production will be calculated without penalty. Dated at Regina, Saskatchewan, September 21, OTHER AREAS SALT WATER DISPOSAL MRO 744/95. Pursuant to section 17.1 of The Oil and Gas Conservation Act, the application submitted by O.R.I. Energy Inc. for disposing of salt water recovered from oilfield production by injection into the Frobisher Beds through the well O.R.I. Energy Alameda is approved, in accordance with plans and specifications filed with the Department as Document No. S.W.D. 480 and subject to the following conditions: 1 Installations shall be subject to the approval of a field representative of the Department prior to the commencement of salt water injection and subsequent to any modifications to such installations. 2 The wellhead injection pressure shall be limited to a maximum of kilopascals. 3 All injection volumes shall be metered with a Department approved method. 4 An application to plugback must be applied for and approved through the Department field office prior to re-completing the above well for salt water disposal. This approval does not authorize the applicant to dispose of salt water without the consent of all the mineral owners, other than the Crown, that might reasonably be adversely affected by such disposal.
