Guests included representatives from Lockton Companies, Safety National, Genesis, and TransEleven Claims Managers. Item #2: Election of Directors to serve on the Board of Directors was brought before the General Membership. The Chairman of the Board stated that those members whose terms were expiring are Russell Rost of Union, Greg Hodge of Moberly, Phillip Shatzer of Paris and J.J. Wiseman of Jackson. The Chairman stated that there are five nominees for the four positions available. He then introduced each nominee and stated that short biographies of each of the candidates were included in the binder handed 4
5 out to all attendees when they registered. Those nominees are: Greg Hodge of Moberly, Debbie Hopke of Vandalia, Jill Rickman of Kennett, Russell Rost of Union, and J.J. Wiseman of Jackson. He stated that Mr. Rost was unable to be here today, but did express his wish to run for reelection to the Board. There was a call for nominations from the floor, and there were none. Ballots were handed out to member representatives by roll-call. Representatives were instructed to vote for four nominees. Ballots were then collected by the MIRMA staff to be tallied with announcement of the results to take place later in the Business Meeting. Item #3: Member recognition for Loss Prevention and Loss Experience Accomplishments was brought before the General Membership, as well as Police Department 100% Training Awards. Patrick Bonnot, Loss Control and Member Services Director announced the presentations. Jeff Arp, Loss Control Specialist and Kelly Beets, Senior Loss Control Consultant presented plaques to the members. Mr. Bonnot stated that MIRMA would like to recognize those members whose police departments have a 100% participation in the online training provided through membership in MIRMA. He stated that this requires training of all full time officers each month, and that, with the new online training offered this past year, 2/3 of all departments were able to accomplish this. Those Cities are: Arnold, Bellefontaine Neighbors, Bel-Nor, Cabool, Chillicothe, Clarence, Country Club, Gallatin, Hannibal, Hermann, Holts Summit, Kennett, Jackson, Lamar, Malden, Maryville, Mound City, Mountain Grove, New Haven, New London, New Madrid, Pacific, Platte City, Richland, Rock Port, Rolla, Savannah, Seymour, Shelbina, St. Clair, St. James, Tarkio, Tipton, Trenton, Union, Vandalia, and West Plains. Plaques were presented to a representative from each of these Cities. Four plaques were presented to members with the most improved score on their Loss Prevention Evaluations. Those went to the Cities of St. James and Kennett with an increase of eight points in score; the City of New London with an increase of 11 points in score; and the Village of Hanley Hills, with a 12 point increase in score. Plaques were then presented to the members with the best Loss Prevention Evaluation Scores, each of them scoring 100%. Those members were the Cities of Bellefontaine Neighbors, De Soto, Fredericktown, Hannibal and Hannibal Utilities, Hermann, Higginsville, Kennett Utilities, Malden, Rolla Utilities, St. Clair, Vandalia and Woodson Terrace. With regard to Best Loss Experience, plaques were presented in this category to the top five member Cities of Mansfield, Hanley Hills, Linn Creek and a tie for number one, Madison and Winchester. Item #4: A Report on the State of the Association was presented by Matthew Brodersen, Executive Director. Mr. Brodersen began by saying that the Association is celebrating its 35 th Anniversary this year and showing comparisons between 1981 and now. These comparisons included number of members, amount of assessments, the rate, yearend surplus amounts, attachment points for excess coverage, number of employees, logos, and coverages provided. The Executive Director then reviewed coverage enhancements for the upcoming year. These include property coverage for stop lights and pedestrian signals; modification of property coverage to meet the Lenders Loss Payee requirement requested by some financial institutions; liability coverage for police officers administering emergency heroin overdose treatment; and liability limit increases for sovereign immunity claims. Two new coverage restrictions were reviewed. The Executive Director stated that newly acquired 5
6 property with a value of $10 million or greater, must now be approved by MIRMA before coverage is effective; and any scheduled building that has been approved by a member s governing body for demolition is no longer eligible for property coverage. The Executive Director then discussed an additional coverage purchase that resulted from a complicated claim that he reviewed during last year s presentation. He stated that this claim brought about the discovery that 46 members have a reduced general liability limit of $1 million from He stated that Genesis, who has been a long time partner with MIRMA, was able to place this coverage for those members during that time. At this time, Kevin Williams with Genesis made a presentation in honor of that long standing partnership. He explained that Genesis holds a client forum each year, which the Executive Director attends, and that Genesis would like to provide a scholarship for a member to attend this forum, as well. The Executive Director stated the membership would be contacted in this regard. With regard to legislation, the Executive Director stated that two matters went before the legislature this year that MIRMA had interest in, but that neither one passed. He explained that that the Missouri law regarding burden of proof on employment practices claims does not mirror the federal law, with a lower standard of contributing factor vs. motivating factor. The Executive Director stated that MIRMA was hoping this might be a time for compromise, whereby there would be more protected classes, such as sexual orientation (LGBT), in exchange for the higher standard of motivating factor being passed into law and signed by the Governor, but that did not occur. He stated that MIRMA will continue to work toward passage of this legislation. He stated that the second matter regards an amendment to the statute regarding Consent Judgement that MIRMA has developed in hopes of excluding public entity pools. This legislation also did not pass. A graph of the history of the rate per $100 was presented for the last ten years. The Executive Director stated that even with the increase in rate for FY17, there is still a decrease from ten years ago. He also presented a graph of the fund balance history from 2007 through 2016 showing it to be healthy and within the range established by MIRMA s actuary. The Executive Director stated that there has been a period of growth in membership, with the Cities of Neosho, Fair Grove and LaGrange joining during the past year. He stated that guests from the potential member Cities of Desloge and Strafford are in attendance today. He then presented statistics regarding member satisfaction and financial stewardship reviewing that the average length of membership in MIRMA is currently 21 years; that 41 of the 78 members have been with MIRMA over 30 years; and that 7 of the 8 original founding members are still with the Association. He reviewed that MIRMA has an annual actuarial review, evaluates excess markets annually, and is not subject to competitive bidding, but does provide sample bid specifications. Mr. Brodersen then reviewed new services that are being provided by MIRMA. He stated that the new online training has completed its first year with 2,776 general and 15,210 police courses completed; the First Nurse program has completed its first full year, with an estimated net savings of $251,946; and a new Thermal Imaging Camera has been purchased to provide that service to the membership. He stated that perhaps the biggest change to take place in all of MIRMA years is the development of a health coverage program. He stated that 13 cities have joined the program and presented statistics about number of employees covered, number and cost of claims paid, annual premiums and expected savings. He stated that this program does not encumber traditional MIRMA funds. Mr. Brodersen stated that a full presentation of the program would take place later today. At this time the Executive Director took a moment to recognize Phillip Shatzer of Paris for ten years of service to the Board of Directors. He stated that Mr. Shatzer is planning his retirement within the next year or two and chose not to seek reelection to the Board this year. The Executive Director then presented plaques/gifts to four MIRMA employees for their years of service. These were: Patrick Bonnot, Loss Control and Member Services Director for five years; Jenne 6
7 Auck, Finance Director for ten years; Kelly Beets, Senior Loss Control Consultant for 20 years; and Terri Crane, Finance Assistant for 35 years. Item #5: Announcement of election results was brought before the membership. The Executive Director presented the results. He stated that the following persons have been elected to serve three year terms on the Board of Directors: Greg Hodge of Moberly, Debbie Hopke of Vandalia, Russell Rost of Union and J.J.
