2 Akbar Jazayeri Vice President of Regulatory Operations February 24, 2012 ADVICE 2703-E (U 338-E) PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA ENERGY DIVISION SUBJECT: Areawide Public Utility Contract for Electric Services, Regulated Energy Management Services and Services Under CPUC- Approved Contracts, Contract No. GS-00P-09-BSD-0666, Modified 2/6/12, Between the United States of America and Southern California Edison Company Southern California Edison Company (SCE) hereby submits for filing the following changes to its tariff schedules. The revised tariff sheets are listed on Attachment A and are attached hereto. PURPOSE As permitted under General Order (GO) 96-B, General Rule 8.2.3, SCE has made changes to its Areawide Agreement with the United States Government General Services Administration (GSA) in order to facilitate federal agencies obtaining interconnection services from SCE under this Areawide Agreement. These changes are included as part of an amended 10-year Areawide Public Utility Contract for Electric and Regulated Energy Management Services (Areawide Agreement) between SCE and the GSA, which is intended to replace the previous GSA Areawide Agreement filed with the California Public Utilities Commission (Commission or CPUC) in Advice Letters 2381-E and 2381-E-A, as amended in Advice Letter 2490-E. SCE s List of Contracts and Deviations is revised to show the Amended Areawide Agreement. The Amended Areawide Agreement contains language to allow federal agencies to interconnect renewable energy facilities to the SCE electrical system in compliance with federal law. The Amended Areawide Agreement has a new Exhibit D that allows federal agencies to agree to take services under interconnection agreements that have been approved by the CPUC, pursuant to provision in this Amended Areawide Agreement. 3 ADVICE 2703-E (U 338-E) February 24, 2012 BACKGROUND On December 8, 2009, the Commission approved Advice Letters 2381-E and 2381-E-A, which submitted a new 10-year Areawide Agreement between the GSA and SCE. The 2009 Areawide Agreement facilitates the provision of electricity and related services by SCE to various federal government agencies. Advice Letter 2381-E-A changed the tier designation of Advice Letter 2381-E from Tier 3 to Tier 2 and included an explanation of the scope of services to potentially be provided under the Contract. On September 9, 2010, the Commission approved Advice Letter 2490-E, which added Exhibits A and B to the Areawide Agreement. The scope of the 2009 Areawide Agreement and Exhibits, however, did not encompass interconnection services between a federal agency and SCE using CPUC-approved interconnection agreements. To accommodate a desire by certain federal agencies (specifically, the National Park Service, United States Forest Service and Veteran s Administration) to contract under the Areawide Agreement for interconnection services, SCE, working with GSA and those agencies, has modified the existing Areawide Agreement, including the addition of a new Exhibit D, Southern California Edison Company Authorization for Services Under CPUC-Approved Contracts. These modifications will allow these federal agencies to contract for state-regulated utility services under the Amended Areawide Agreement, consistent with federal laws. SCE also agreed to make some changes to certain standardized interconnection agreements in response to requests by these federal agencies. These changes will be separately submitted for CPUC approval by an advice letter filing. SCE will request that the CPUC approve the modified interconnection agreement for use by federal agencies that wish to contract under the GSA Areawide Agreement and claim certain restrictions on contracting under federal laws. CHANGES MADE AS PART OF THE AMENDED AREAWIDE AGREEMENT The Areawide Public Utility Contract for Electric and Regulated Energy Management Services has been amended as described below: A new Section 2.5 has been added. The new Section 2.5 includes reference to the authority identified by the GSA that allows federal agencies to sign contracts for electric services where the contracts have been approved by a state regulatory agency. The new Section 2.5 also explains the inclusion of a new Exhibit D as part of the Amended Areawide Agreement, which was created to allow federal agencies to use the Areawide Agreement for interconnection services and other CPUC-approved standard contracts. Section 10.1 in the original Areawide Agreement is replaced in its entirety with new language that aligns with restrictions on obligating federal funds in advance of appropriations. PROPOSED TARIFF CHANGES This advice filing updates SCE s List of Contracts and Deviations to reflect the amended Areawide Agreement. No cost information is required for this advice filing. This advice filing will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule. TIER DESIGNATION Pursuant to GO 96-B, Energy Industry Rule 5.2, this advice letter is submitted with a Tier 2 designation. EFFECTIVE DATE Pursuant to GO 96-B, General Rule 8.2.3, the tariff changes requested in this advice letter filing are effective pending disposition.
