2 Akbar Jazayeri Vice President, Revenue and Tariffs May 16, 2006 ADVICE 2002-E (U 338-E) PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA ENERGY DIVISION SUBJECT: Electronic Fund Transfers and Revision of Form Southern California Edison Company (SCE) hereby submits for filing the following changes to its tariff schedules. The revised tariff sheets are listed on Attachment A and are attached hereto. PURPOSE This advice filing communicates SCE s plan to enhance its existing remittance process with an automated electronic collection system in order to enhance operational and cost efficiencies. As a direct result, SCE s Form , All-Purpose Form Backer, is revised to include information regarding this enhancement or Electronic Fund Transfer process. BACKGROUND SCE s Accounts Receivable Department is changing the manner in which it processes customers payments. The existing remittance process, commonly referred to as the paper check deposit process, will now be replaced with an Electronic Funds Transfer (EFT) process 1 utilizing Account Receivable Conversion (ARC) check conversion. In addition, SCE will be installing a solution to meet the requirements for check truncation as set forth in The Check Clearing for the 21 st Century Act (Check 21) signed into law on October 28, 2003, and effective October 28, SCE s Accounts Receivable Department deposits approximately 2.5 million checks from mail-in payments per month, and while fees have been steadily increasing for paper check deposits, fees for electronic deposits have been steadily decreasing. This new electronic processing of checks differs from SCE s standard paper check processing in 1 SCE understands Southern California Gas Company also utilizes this process. P.O. 3 ADVICE 2002-E (U 338-E) May 16, 2006 that through the EFT process, funds can be withdrawn from a customer s bank account the same day SCE receives the customer s check. In addition, the customers will not receive their cancelled check back from their financial institution, yet the transaction will appear on the customer s statement. Customer participation in SCE s EFT is automatic; however, customers can elect not to participate by simply calling the number on the front of their electric statement. To create customer awareness of this new process, bill messages will appear on customers bills prior to the month of implementation and then during the month of implementation beginning mid-june In addition, text which appears on the reverse side of an SCE electric statement (electric bill), SCE s Form s All- Purpose Form Backer, has been revised to include information regarding the Electronic Fund Transfer process. 2 The text reads as follows: When you provide a check for payment, you authorize us either to use information from your check to make a one-time electronic fund transfer from your account or to process the payment as a check transaction. When we use information from your check to make an electronic fund transfer, funds may be withdrawn from your account as soon as the same day we receive your payment. You will not receive your check back from your financial institution, but the transaction will appear on your financial institution statement. If you do not wish to authorize an electronic fund transfer, please call the 800 number on the front of your bill. In addition to this change on SCE s Form , information regarding SCE s Late Payment Charge and the percentage that will be applied to the total unpaid balance of a customer s account if full payment is not received by the due date on the bill (except CARE and State accounts), will now appear within the Past-Due Bills and Late Payment Charge paragraph rather than appearing on the front side of the electric statement. No cost information is required for this advice filing. This advice filing will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule. EFFECTIVE DATE This advice filing will become effective June 15, 2006, which is the 30 th calendar day after the date filed. 2 The Federal Reserve System Regulation E requires merchants and other payees that initiate electronic check conversion transactions must obtain a consumer s authorization for each transaction. A consumer authorizes an EFT if the consumer receives notice that the transaction will be processed as an EFT and the consumer completes the transaction. 12 CFR Part 205 [Regulation E; Docket Nos.
