2 Akbar Jazayeri Director of Revenue and Tariffs September 8, 2004 ADVICE 1825-E (U 338-E) PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA ENERGY DIVISION SUBJECT: Format for Customer Generation Quarterly Report PURPOSE This advice filing establishes the format for a Customer Generation Quarterly Report pursuant to Ordering Paragraph 11 of Resolution E-3811 and Ordering Paragraph 18 of Decision (D.) BACKGROUND In response to Rulemaking (R.) , the California Energy Commission (CEC) initiated a workshop process to consider revisions to the current interconnection rules. The CEC filed two documents on June 27, 2000, and October 25, 2000, setting forth the CEC s recommendations for changes to existing interconnection rules, as defined in all three investor owned utilities (IOUs) Rule 21. On November 2, 2000, the Commission issued D ordering all three IOUs to file compliance advice letters to replace their then existing Rule 21 with the Model Tariff. On November 17, 2000, SCE filed the Model Tariff in Advice 1498-E. On December 21, 2000, the Commission issued D which directed all three IOUs to file a compliance advice letter to replace each IOU s then existing Rule 21. On January 9, 2001, SCE complied with D by filing Advice 1498-E-A. In 2003, SCE filed Advice letters 1684-E, 1732-E, and 1761-E. These advice filings were necessary to reflect amendments in Public Utilities (PU) Code Sections 2827 and , as well as the newly added PU Code Section , and to modify Rule 21 in compliance with Assembly Bill (AB) 58, signed into law on September 24, On August 9, 2004, SCE filed Advice letter 1820-E, Revisions to Rule 21, Generating Facility Interconnection. This Advice was necessary to create a universal Rule 21 for all three IOUs. On April 3, 2003, the Commission issued D , adopting policies and mechanisms related to a cost responsibility surcharge (CRS) applicable to the Departing Load (DL) served by Customer Generation (CG). Ordering Paragraph 18 of D requires SCE to report to the Energy Division and to the CEC, on a quarterly basis, the amount of CG installed under the provisions of D Resolution E-3831, Ordering Paragraph 11, requires SCE and the other two IOUs to work through the Rule 21 Working Group, the Energy Division, and the CEC, to develop an agreed upon format for this quarterly reporting requirement. At the Rule 21 meeting on August 31, 2004, the attached quarterly report format was agreed upon by all of the required parties. Only the format of this quarterly report, that is, without any actual data contained in it, is to be filed by September 8, 2004, while the first quarterly report with actual data is to be filed by October 8, However, this agreed upon quarterly report format is being filed with the understanding that the need for the report, as well as the format itself, will be reviewed in the ongoing Distributed Generation OII Workshops, pursuant to Rulemaking New regulations which may come out of the Workshops may require changes in, or the total elimination of, the quarterly report for all three IOUs. No cost information is required for this advice filing. This advice filing will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule. EFFECTIVE DATE This advice filing is being made pursuant to D and Resolution E As such, it will be effective the date filed, which is September 8, 2004 subject to Commission Approval.
