My job responsibilities in the Communications Department of Southern California Edison Company (SCE include managing SCE s compliance with the public notice requirements contained in the Commission s Rules of Practice and Procedure. 2 On February 13, 2009, in compliance with Commission Rule 13.1(b, a copy of the notice included in Attachment A to this declaration was posted at the SCE business offices at the addresses listed in the notice. The proposed application seeks authority to collect base rate (non-fuel revenues for gas service on Santa Catalina Island of $1.654 million, effective January 1, Base rate revenues pay for the costs of owning and operating gas distribution facilities on Catalina Island. The commodity of propane is not included in this application filing. WHAT THIS MEANS TO YOU If the proposed GRC Application is approved by the CPUC, SCE s request would result in a $751,000 increase, or 27 percent increase over currently authorized total revenues (or an 83 percent increase in base rate revenues. If you are a residential customer, the average gas bill on Santa Catalina Island is $82 per month in the winter, and $62 per month in the summer. If you are a commercial customer, the average bill is $1,211 per month year-round. If the proposed Application is approved by the CPUC, the average residential customer s monthly bill will increase by approximately $22 or 26 percent in the winter and $17 or 27 percent in the summer. The average commercial customer s monthly bill will increase by approximately $332 or 27 percent. The actual impact on your bill may vary depending on your energy use. PUBLIC PARTICIPATION HEARINGS The CPUC will hold Public Participation Hearings (PPH s relating to the application at the times and places listed below. The PPH s will be conducted by a CPUC Administrative Law Judge (ALJ assigned to this proceeding. A CPUC Commissioner may be present. The ALJ will

8 facilitate the PPH s and customers on Santa Catalina Island affected by the rate increase may provide public comments. All public comments are considered as part of the formal comment record and are taken into consideration. A CPUC court reporter will be present to take and transcribe all public comments. The CPUC s policy is to schedule hearings in locations that are accessible to everyone. The Division of Ratepayer Advocates (DRA consists of engineers, accountants, economists and attorneys who independently evaluate the proposals of utilities for rate changes and present their analyses and recommendations for the CPUC EH s. Once hearings are completed the ALJ will consider all of the evidence presented and release the draft decision. After considering all proposals and evidence presented during the formal hearing process, the assigned ALJ will issue a proposed decision. When the CPUC issues a final decision in Application , it may adopt, amend or modify all or part of the ALJ s proposed decision as written. The CPUC s final decision may be different from SCE s proposed application filing. In its final decision, the Commission can accept, reject, or modify the recommendations of any party.
