This advice letter is submitted as a Tier 1 filing consistent with the Water Division s Letter regarding Changes in Federal Tax Rates for 2018 (December 22, 2017), with an effective date of January 1, Background On December 22, 2017, the Water Division sent a letter to All Class A and B Water and Sewer Utilities on the subject of Changes in Federal Tax Rates for ( WD s Letter ). WD s Letter requires Cal Water to file a Tier 1 advice letter to establish a memo account to track the impact of the 2018 Tax Cuts and Jobs Act ( TJCA ) on the revenue requirements of Cal Water s regulated ratemaking areas. See Attachment A.

3 CALIFORNIA WATER SERVICE COMPANY Advice Letter Tax Accounting Memo Account Page 3 Discussion As required by the WD Letter, Cal Water requests approval to add the attached Preliminary Statement AU, entitled 2018 Tax Accounting Memorandum Account or TAMA, in order to track the impacts of the TJCA. Requested Effective Date This advice letter is submitted as a Tier 1 submission consistent with Water Industry Rule 7.3.1(3). Cal Water requests an effective date of January 1, Notice Customer Notice: This is a Tier 1 compliance filing as ordered by the December 22, 2017 Letter of the Water Division. Water Industry Rule 3.2 of General Order 96-B indicates that this kind of Tier 1 filing does not require customer notice. Service List: In accordance with General Order 96-B, General Rules 4.3 and 7.2, and Water Industry Rule 4.1, a copy of this advice letter will be mailed or electronically transmitted on December 29, 2017 to competing and adjacent utilities and other utilities or interested parties having requested such notification. Response or Protest Anyone may respond to or protest this advice letter. A response supports the filing and may contain information that proves useful to the Commission in evaluating the advice letter. A protest objects to the advice letter in whole or in part and must set forth the specific grounds on which it is based. These grounds are: (1) The utility did not properly serve or give notice of the advice letter; (2) The relief requested in the advice letter would violate statute or Commission order, or is not authorized by statute or Commission order on which the utility relies; (3) The analysis, calculations, or data in the advice letter contain material error or omissions; (4) The relief requested in the advice letter is pending before the Commission in a formal proceeding; or (5) The relief requested in the advice letter requires consideration in a formal hearing, or is otherwise inappropriate for the advice letter process; or (6) The relief requested in the advice letter is unjust, unreasonable, or discriminatory (provided such a protest may not be made where it would require relitigating a prior order of the Commission.) A protest shall provide citations or proofs where available to allow staff to properly consider the protest. A response or protest must be made in writing or by electronic mail and must be received by the Water Division within 20 days of the date this advice letter is filed. Replies: The utility shall reply to each protest and may reply to any response. Purpose: The purpose of the 2018 Tax Accounting Memorandum Account (TAMA) is to track on a CPUC-jurisdictional revenue requirement basis the impacts of the "2018 Tax Cuts and Jobs Act" (TJCA) not otherwise reflected in rates from January 1, 2018 until the effective date of revenue requirement changes adopted in Cal Water's next general rate case (Memo Account Period). 2. General Information: Cal Water shall record in the TAMA realized increases or decreases in its CPUC-jurisdictional revenue requirement resulting from the TJCA. The Memo Account shall be used in determining whether any rate adjustment is necessary to reflect impacts of the TJCA during the Memo Account Period. 3. Territory: All tariffed service areas of California Water Service Company. Memo Account Entries: The entries in the Memo Account may include the following: a. Realized decreases in revenue requirement resulting from the TCJA during the Memo Account Period. b. Realized increases in revenue requirement resulting from the TCJA during the Memo Account Period. c. Balances in the Memo Account will accrue interest at the 90-day commercial paper rate. 4. Disposition of Memo Account Balance: In Cal Water's next general rate case, or at such other time as ordered by the Commission, the balance in the Memo Account shall be addressed and rates shall be adjusted accordingly, as appropriate.
