3 WINNETKA-NORTHFIELD PUBLIC LIBRARY DISTRICT Minutes of a Study Session of the Board of Trustees August 14, 213 LOCATION: The Winnetka Public Library, 768 Oak Street, Winnetka, Illinois I. CALL TO ORDER Vice President Canfield called the meeting to order at 7:2 p.m. II. ROLL CALL Present: Trustees Joe McGowan, Raheela Anwar, John Canfield, Lois Neustadt and Keta McCarthy and Library Director Rebecca Wolf. Trustees Laurie Petersen and Bill Frazier were absent. Also present were staff member Alex Marktsman and Recording Secretary Kari Turco from Karick & Associates. III. IV. PUBLIC COMMENTS - None DISCUSSION ON LIBRARY INSURANCE PROGRAM RENEWAL* Each year our insurance broker Karen Vacko of Associated Agencies, Inc. researches the best options for the renewal of Library s insurance coverage. For this year she recommended that we switch providers from Cincinnati to Hanover. The reason for her recommendation is that our current provider would require us to participate in the National Flood Insurance Program which would have an additional cost of $8,75, and that Hanover s lower bid provided higher coverage in key areas in addition to offering equal coverage in others. Our current policy is in effect until the end of August. We hope to get the final documentation and information by the end of next week. V. DISCUSSION ON DIRECT DEBIT PAYMENT* Trustee McGowan spoke at length with the auditor regarding the direct debit proposal. The auditor has no objections to the proposed procedure, as he feels the precautions proposed are sufficient. Trustee McGowan answered questions. This will be placed on the Board Meeting s agenda and voted on then. The Business Manager Alex Makstman will contact the proposed list of vendors to confirm their participation. VI. DISCUSSION ON LIBRARY SIGNAGE The Library will update the green sign at the parking lot entrance by the bike rack. Director Wolf will contact the sign company to find out if the sign has been fabricated and confirm 3

This sign will not require Village approval because it will be a simple replacement. VII. REVIEW DRAFT OF BUDGET & APPROPRIATION ORDINANCE FOR FISCAL YEAR * The final draft will be published 3 days prior to the September 18 th Board meeting, at which it will be adopted. VIII. IX. REVIEW DRAFT OF ANNUAL DISCLOSURE OF RECEIPTS AND DISBURSEMENTS* All of the accountant s adjustments have been made on the final draft. There will be a vote to adopt the annual disclosure at the August 19 Regular Board meeting. PUBLIC COMMENTS - None X. Call to Order President Petersen called the meeting to order at 7:1 PM. II. Roll Call Present: President Laurie Petersen; Trustees Bill Frazier, Keta McCarthy, Joe McGowan, Raheela Anwar, and Library Director Rebecca Wolf. Absent: Trustees John Canfield and Lois Neustadt. Also present were staff members Alex Makstman, Mary Hastings and Recording Secretary Kari Turco from Karick & Associates. There were no members of the public who signed the guest list. III. IV. Public Comments - None Approval of the Consent Agenda A MOTION was made by Trustee Anwar to approve the consent agenda with the following items included: Approval of Minutes of July 15, 213 Regular Meeting Approval of Annual Disclosure of Receipts and Disbursements Approval of Certified Estimate of Revenue by Source Seconded by Trustee McCarthy. ROLL CALL VOTE AYES: Trustees McGowan, Petersen, McCarthy, Frazier, Anwar NAYS: None ABSTAIN: None MOTION CARRIED. V. Library Report Board President s Comments (President Petersen) President Petersen commented on the arrival of the mezzanine furniture, saying that the furniture looks good and that she was happy to see patrons making use of the space. President Petersen also added that seeing the Virtual Branch circulation numbers in the Circulation Report separated from the other statistics was great. She also commented on the positive growth in the usage of our e-materials. Director s Report (Director Wolf)* 5

6 Winnetka-Northfield Public Library District August 19, 213 Minutes of Regular Meeting The audit is currently in process. Completion and delivery to the board is expected in October. The insurance coverage for the Library has been renewed and our provider has been changed to Hanover. The new furniture has been installed on the Mezzanine level at the Winnetka Library. There are a few staff changes. The new Head of Adult Services, Shauna Porteus, has been hired and will begin work on September 9 th. She had been with the Bloomingdale Public Library. Monica Lyden will be retiring on August 3 and Librarian Megan Fry s last day will be August 16. October 4 is the full staff day training, for which the Library will be closed. Construction of the new website is underway. The timeline will be reviewed later in the meeting. The new ebook platform, 3M Cloud Library, will launch the 1 st week in September. It is exclusively for Winnetka-Northfield Library District card holders and is geared toward tablet users. Trustee McGowan asked whether the auditor will give the report to the board in person and Director Wolf said yes. He then asked whether the auditor ever gives the library suggestions for improvement and was told that it hadn t happened in the past few years. Trustee Anwar offered to look into best practices regarding retaining the same auditor over time. VI. Financial Report Approval of July 213 Financial Statements (Treasurer McGowan)* A MOTION was made by Trustee McCarthy to approve the July 213 Financial Statements. Seconded by Trustee Frazier. ROLL CALL VOTE AYES: Trustees McGowan, Petersen, McCarthy, Frazier, Anwar NAYS: None ABSTAIN: None MOTION CARRIED. VII. Liaisons to Other Organizations Reports Reaching Across Illinois Library System (RAILS) (Director Wolf) Nothing to report. Northfield Village (Trustee Neustadt) In the absence of Trustee Neustadt, Trustee Frazier reported that the Churchill sewer/water drainage project is ongoing. Construction on Willow Rd.is already two months behind schedule. Hibbard Gardens residential development has broken ground. These may be potential new patrons. 2 6

Winnetka Plan Commission (Trustee McCarthy) Trustee McCarthy reported that at the July meeting, the new chair, Bill Kruecks, was appointed. The Village Attorney spoke about Plan Commission and Zoning duties. No Action was taken at this meeting. VIII. Unfinished Business Public notice will be published August 22 for the Public Hearing on September 23, 213 on the Proposed Budget and Appropriation Ordinance for Fiscal year President Petersen suggested changing the date of the September Regular Board Meeting from September 16 to September 23 so that it would be the same night as the Public Hearing. After a brief discussion the trustees agreed. A MOTION was made by Trustee McGowan to change the regularly scheduled September Board Meeting from September 16 to September 23, 213. Seconded by Trustee Anwar. ROLL CALL VOTE AYES: Trustees McGowan, Petersen, McCarthy, Frazier, Anwar NAYS: None ABSTAIN: None MOTION CARRIED. Approve Direct Debit Payments A MOTION was made by Trustee Anwar to approve the presented list of vendors for Direct Debit Payments. Seconded by Trustee McCarthy. ROLL CALL VOTE AYES: Trustees McGowan, Petersen, McCarthy, Frazier, Anwar NAYS: None ABSTAIN: None MOTION CARRIED. IX. New Business Review of Website Design Project Timeline A presentation to the Board will be either at the September or October study session. The Discovery Phase is done. The Design Phase is happening now. The Beta Launch is planned for the 3 rd week in September. Deployment is planned for mid- October. X. Communications - None XI. XII. CALL TO ORDER President Petersen called the meeting to order at 7:1 p.m. She reminded trustees the September Board of Trustees Meeting is being pushed back a week to September 23 to correspond with the Budget and Appropriations Ordinance Meeting. II. ROLL CALL Present: President Laurie Petersen; Trustees Bill Frazier, Lois Neustadt and Keta McCarthy and Library Director Rebecca Wolf. Trustees Joe McGowan and Raheela Gill Anwar were absent. Also present was Michael Cianfrani Virtual Services Coordinator for the Library District and Recording Secretary Kari Turco from Karick & Associates. Audience members who signed in included: John Brady. III. IV. PUBLIC COMMENTS - None REMINDER REGARDING TRUSTEE DAY AT ILA Trustee Day at the ILA (Illinois Library Association) Conference is an all-day event being held on October 16. Trustees who are interested in attending should let Director Wolf know; the cost is $2 per Trustee and includes breakfast and lunch. V. DISCUSSION OF BUDGET AND APPROPRIATION ORDINANCE FOR FISCAL YEAR Director Wolf will meet with the Foundation to hear their plans for dissolution. If the Foundation dissolves, their $232, account balance will be donated to the District. In order for the District to accept the funds, the Gifts Limit will need to be increased to $25, in the Budget for Fiscal Year VI. VII. WEBSITE REDESIGN PRESENTATION Virtual Services Coordinator, Michael Cianfrani, presented a page-by-page overview of the proposed redesigned website and answered questions from the Trustees. 10 Winnetka-Northfield Public Library District September 11, 213 Minutes of Study Session TRUSTEE VACANCY Trustee Canfield has sold his home and has relocated out of state, which leaves a vacancy on the Board. The board will go into closed session to discuss potential candidates to fill the vacancy. Also at the September 23 rd regular board meeting, a new Vice President will have to be elected, as is required in the board s bylaws. VIII. IX. PUBLIC COMMENTS None CLOSED SESSION: A motion was made by Trustee McCarthy to adjourn to Closed Session at 8:4 p.m. per 5 ILCS 12/2(c)(3): To consider the selection of a person to fill public office (the announced vacancy on the Library District Board of Trustees) when the public body is given power to appoint under law or ordinance (75 ILCS 16/3-25(b)). Seconded by Trustee Neustadt. A voice vote was taken and the motion carried anonymously. X. RETURN TO OPEN SESSION The Board returned to open session at 8:28 p.m. XI. 11 Library Director s Report and Staff Activities For October 21, 213 Board Meeting Finance The first draft of the audit is currently being reviewed. Completion and delivery to the board is expected at the November study session. Facilities I am currently working on the RFP for the roofing project. The preparations have begun for carpet installation at Northfield Branch Library. The project will take place during the last two weeks of December (our slow period) and will happen in stages. The timing also allows us to make sure that patrons are well informed before and during installation. Personnel Scott Siegel has been given the position of full-time circulation clerk. Scott, who was part-time, has taken on the additional hours left open by retired circulation clerk Monica Leyden. The search for an administrative assistant is still underway. The library will be moving to an automated system of time keeping. We are working with our current vendor, Paylocity, and plan to rollout the new system to staff in late December. This represents a decrease in total circulation of.77%. Winnetka Library circulation for the month of August (FY 213/214) is 21,483 vs. 21,69 LY. This represents a decrease in Winnetka circulation of.95%. 11

12 Library Director s Report and Staff Activities For October 21, 213 Board Meeting Northfield Branch circulation for the month of August (FY 213/214) was 1,182 vs. 11,155 LY. This represents a decrease in Northfield Branch circulation of 8.72 %. Virtual Branch circulation for the month of July (FY 213/214) is 1,448 vs. 524 LY. This represents an increase in Virtual Branch circulation of %. Total cumulative circulation for the month of August FY 213/214 is 11,589 compared to 113,641 for the previous fiscal year to date. This represents a decrease in total circulation of 2.69 %. Technical Services Technical Services added 858 books, 17 DVDs, and 78 sound recordings to the collection and withdrew 1,822 items. Technology Mark Swenson, Head of Information Technology researched, interviewed, and evaluated several companies for the replacement of our current LAN management company. Mark has written a recommendation for the change in support provider for the board s review. Mark has also been working with Virtual Services Coordinator Michael Cianfrani on the website implementation. The project is moving forward on schedule and the launch is planned for October Michael has worked with over 4 patrons representing various age groups and in different settings regarding site usability and design intent. Collections Adult Services The Adult Services staff has begun weeding the adult reference collection at Winnetka. They are focusing on materials in the computer lab and will work our way out into the reading room. Books are being donated to Better World Books and/or being put into the circulating collection. Reader s Advisory Staff will be working closely with the Virtual Services Coordinator to produce booklists on a monthly basis. These lists will cover a variety of genres and be available online and in a print out, take away format. We will also be offering services to create personalized reading lists for patrons in The Source newsletter. Programs and Activities Programming and Events We began our new partnership with the Autism Family Center by preparing a sensoryfriendly storytime at their location and will offer a sensory-friendly storytime at the 12

13 Library Director s Report and Staff Activities For October 21, 213 Board Meeting Winnetka Library on Wednesday, October 23rd. We are also looking for ways to partner with other local libraries who offer services for special needs patrons. Head of Youth Services Bronwyn Parhad is working with Toby Ross, the Recreation Supervisor at the Winnetka Park District, finalizing plans for a collaboration with the Cub Scouts and other groups. Highlights Storyteller/mime Chris Fascione presented a juggling/storytelling program on September 21st for over 5 attendees 2 Adults attended a program put on by the Alzheimer s Association dealing with legal and financial planning for family and friends of those with Alzheimer s disease. A new program held at Winnetka and Northfield, Maker Club, was attended by seven middle schoolers at each location who built a miniature robot. Author Jeanne Nolan drew 27 people to the Winnetka Library for a lecture and discussion about her book From the Ground Up For the month of September, over 1,451 patrons attended Library events in the District. Public Relations and Marketing In the Library New strategic, streamlined, and flexible signage is being investigated for the district. The new slat wall is being cut and is slated to be installed by early November at both libraries. We look forward to the unified and clean look our entry ways will have. Marketing Response In September we had a fantastic response to our library card sign up month promotion. We issued over 9 new cards and had over 4 people show us there cards to enter to win a $25 Starbucks gift card. We also had a 41 more people like us on Facebook, extending our reach every day to over 45 people with fun and shareable content. Mary Hastings, our Public Relations and Marketing Coordinator, connected with several community partners by visiting local businesses and meeting with members of the Chamber of Commerce, the Hadley School, and the Bookstall. 13
