1 Belleville Area District Library Board Meeting Minutes September 11, 2018 Call to Order Chair Sharon Peters called the meeting to order at 7:33pm. Moment of silence for 9/11. Pledge of Allegiance Roll Call LaChelle Reed Caver conducted the roll call. The following were present: LaChelle Reed Caver, Joy Cichewicz, Mary Jane Dawson, Alma Hughes-Grubbs, John Juriga, Sharon Peters, Tanya Stoudemire and Library Director Mary Jo Suchy. Approve Agenda Motion by Juriga to approve the agenda, seconded by Dawson. Motion carried unanimously. Approve August 14, 2018 Regular Meeting Minutes Motion by Dawson to approve the minutes of the August 14, 2018 meeting, seconded by Juriga. Motion carried unanimously. Public Comments Approve Resolutions authorizing millages to the December 2018 tax bill The board considered three resolutions authorizing millages for the December 2018 tax bill: The operating millage of.7, rolled back by the Headlee Amendment to.6930; the operating millage of.75, rolled back by the Headlee Amendment to.7425; and a debt service millage of.64. Motion by Stoudemire to approve Resolution No (Winter Tax Levy #1); seconded by Juriga. A roll call vote was taken. Ayes: LaChelle Reed Caver, Joy Cichewicz, Mary Motion by Stoudemire to approve Resolution No (Winter Tax Levy #2); seconded by Cichewicz. A roll call vote was taken. Ayes: LaChelle Reed Caver, Joy Cichewicz, Mary Motion by Stoudemire to approve Resolution No (Winter Tax Levy #3); seconded by Dawson. A roll call vote was taken. Ayes: LaChelle Reed Caver, Joy Cichewicz, Mary Approval of Auditor Requests for proposals were sent to four auditing firms. Proposals were received from Stevens, Kirinovic, & Tucker and from the library s current auditor, Alan C. Young & Associates, P.C. The lowest bid was from Alan C.Young & Associates, P.C. for each of the three years. Motion by Juriga to hire Alan C. Young & Associates, P.C. for the next three years, seconded by Hughes- Grubbs. Motion carried unanimously.

2 Committee Reports A. Building The committee approved O Neal Construction s bid recommendations for the following categories: Concrete flatwork; masonry brick cladding; waterproofing and joint sealants; fire suppression; electrical and fire alarm; aluminum and glazing; and gypsum board assemblies. Cost reductions are being identified, especially in the lighting and mechanical categories. Reductions may also be made to the amount carried in the owner s contingency. Storm water, sanitary sewer, and water lines have been completed. Building permits should be issued soon. DTE broke up their wire relocation project into two phases, which has impacted the ability of AT&T and Comcast to relocate their cabling over the construction site. Structural steel shop drawings are complete and steel should be on the site around Thanksgiving. The concrete foundations will be poured soon. Proposed work on the Sumpter Branch is being separated into two different projects. In general, the township will be responsible for the exterior and the library for the interior renovations. The fall timetable for opening the branch will be delayed. B. Bylaws No report. C. Finance No report. D. Marketing Dawson reported that Michelle Wloch put together library auction bags for fundraising events for the Chamber of Commerce and VBPS Education Foundation. E. Personnel No report. F. Policy No report. G. Art Committee and Fund Development Committee: The art committee took a break over the Summer, but the Fund Development Committee is planning an event this fall to share information with potential donors regarding library legacy opportunities and naming rights in the new building. Some donors wish to keep their donations private. Approve Accounts Payable Motion by Stoudemire to approve the accounts payable as presented; seconded by Dawson. Motion carried. Director s Report/Comments/Communications Attached. The Library is introducing a new program called Community Connections to bring groups from all walks of life to the Library. An Evening of Storytelling with La Ron Williams will be held on September 25. A Community Sing with Matt Watroba will be held in October. The Library has added the digital media service program Hoopla to its website. Hoopla allows patrons to borrow movies, music, audio books, and more from their tablet or phone. Trustee Comments LaChelle Reed Caver No comment. Joy Cichewicz Thanked Sharon and Mary Jo for the fund development work, an important role that takes special people to do it. Mary Jane Dawson Echoed what Joy said about fund development. She was grateful for the moment of silence, as it is a very emotional day for her as well as for most people. Alma Hughes-Grubbs Gave special thanks to the Building Committee. She was at the Lions game last night where a survivor from 9/11 came forward. It was very emotional for all. John Juriga Thanked Sharon Peters for the moment of silence at the beginning of the meeting. Reminded everyone of the Art event at his home Sept. 15 th. All are welcome. Tanya Stoudemire Thanked the Building Committee. She was asked by the Detroit Mayor to sit on a selection committee for the new City CFO, but she does not think she will need to miss any library meetings.

3 Chair Comments Sharon Peters shared her 9/11 memory. Her daughter was a Congressional intern at the time, and the event has had a lasting impact. She is happy that the library newsletter is out and is happy to see motion going on at the construction site. Adjournment: Motion by Juriga, seconded by Dawson, to adjourn. Motion carried. 5 NEW LIBRARY: The relocation of the water line has resulted in some issues with the library s vintage toilets in the old section of the building. Dean Kokkales, from O Neal Construction, made some adjustments to the valves, but he may need to call in a plumber if the low flush problems persist. He is also in touch with an electrician to install additional lighting on the building near the temporary parking lot, the alley, and the sidewalk by Charles Street. FUND DEVELOPMENT: I have very gratefully accepted a $10,000 donation for naming rights to one of the large group study rooms in the new library. The room will be named in honor of Christine Consales. PERSONNEL: We are in the process of hiring and training two new part-time circulation clerks, Renad Dayem and LaKeisha Murphy. They will fill in the gap for Judy Garascia, who is on a short term leave of absence. More circulation desk staff will allow Michelle and other veteran staff members to better assist with the transition to the new library. We also hired Teresa Johnson to replace outgoing custodian Angie Garrett. PROGRAMS: The library endeavors to be a place that brings people of all walks of life together. To that end, we have launched a series of programs to celebrate that diversity and to encourage our connections with each other. The series, Community Connections, begins with an evening of storytelling with La ron Williams, whose stories focus on folk tales from African and African-American traditions. This program is geared toward adults and children ages 11 and older and will take place on September 25 at 7 pm. The October Community Connections program, Community Sing, will feature folk singer Matt Watroba, a mainstay on WDET for many years. Although the program celebrates the power of song and musical participation, the ability to sing is not a requirement. E-CONTENT: The library began its soft rollout of Hoopla in the middle of August. Even with no advertising, patrons checked out 41 items in a two week period.
