Presentations: Hmong Festival (Yee Leng Xiong - Hmong American Center) Yee Leng Xiong recapped the Hmong Wausau Festival held on July 29, 2017 July 30, 2017, at the Eastbay Sports Complex. He indicated throughout the event they had over 8,000 attendees to the festival and over 1,000 that participated in the variety of sports competitions; 688 hotel rooms booked per night; and a total economic impact of $1,037,899. Dick Barrett, of the Wausau Central Wisconsin CVB, confirmed the economic impact. Xiong provided a short video of the festival. Public Comment for Pre-registered citizens for matters appearing on the agenda and other public comment. 1) Jameson Diedrich, 1616 Geisler St, addressed to Council to appeal his denial recommendation for an Operator s License. He reviewed what was on his record and noted the OWI charge was dismissed. He indicated he was granted an Operator s License in Rib Mountain and would like to have it in Wausau to continue working at Day s Bowl-a-Dome. Committee Reports Peckham commented on the McCleary's Solar Energy Report and noted a consultant will be coming from Chippewa Falls on Thursday to give bench mark energy consumption information. Rasmussen explained this option removes the insurance requirement and instead inserts a waiver of liability and a hold harmless agreement, whereby in signing the application the parent accepts liability for the acts of their minor child. Vanderboom indicated there was actually very little fiscal impact. She explained we are reducing the amount of years of service an employee needs in order to accrue certain vacation amounts, which is a budget neutral action. Last year we asked the county to consider sharing that resource and learned that legally one taxing entity cannot tax on behalf of another, which means they can t tax wheel tax and just turn it over to us. We are requesting that Marathon County begin to establish a process by which urban municipalities, not just us, can submit projects for scoring and ranking through a matrix and then look for a mechanism where they can cost share on those projects. She noted the projects are specifically geared toward county highways that run through urban incorporated areas. The City of Wausau maintains approximately 10 miles of county highway within its borders and does not get assistance from the county. She commented Wausau represents 30% of the county s total revenue stream, yet the wheel tax collected from residents cannot be used within Wausau s borders. Neal commented he had conversations with countless residents who did not understand that the tax was not applicable to streets and bridges within their own city limits. He stated on October 7, 2017 the Wisconsin Apartment Association is having one of their annual training events here in Wausau. He indicated he was teaching some of the classes and passed out some information. He commented a positive thing that came out of the task force was our rent abatement ordinance. A class he is teaching is how landlords can cooperate with municipal government, looking at our task force and that ordinance as models. He invited city leaders and staff to attend. 2) Jason Haunschild, 6604 Serisa Dr, spoke in opposition to rezoning of N nd Avenue and 107 S. 68 th Avenue. He opposed it due to the traffic and the wetlands in that area for the Morgan Creek Subdivision. He opposed the proposed low to medium apartment complex for the subdivision and how it would affect the neighborhood. 3) Seth Luedtke, 6716 Serisa Dr, spoke in opposition to the apartment complex proposed for the Morgan Creek Subdivision. He was concerned how this complex will affect their very quiet and safe neighborhood and that it would decrease their property values. He noted they are not opposed to expansion, just the expansion in this particular place. 9 CAPITAL IMPROVEMENTS AND STREET MAINTENANCE COMMITTEE Date of Meeting: Members Present: Also Present: September 14, 2017, at 5:30 p.m. in the Council Chambers of City Hall. Gisselman, Abitz, Kellbach, McElhaney, Rasmussen Mayor Mielke, Lindman, Wesolowski, Buckner, Nutting In compliance with Chapter 19, Wisconsin Statutes, notice of this meeting was posted and received by the Wausau Daily Herald in the proper manner. Noting the presence of a quorum, at approximately 5:30 p.m. Chairman Gisselman called the meeting to order. Establish assessment rates for 2018 construction projects Wesolowski explained the assessment rate for 2017 projects was $42 per foot for street improvements and $500 for sewer lateral replacement. Staff is recommending maintaining these rates for 2018 projects. Rasmussen moved to approve setting the special assessment rate at $42 per foot and the sewer lateral replacement rate at $500. Kellbach seconded and the motion carried unanimously 5-0.

10 Agenda Item No. 6 STAFF REPORT TO CISM COMMITTEE September 14, 2017 AGENDA ITEM Establish assessment rates for 2018 construction projects BACKGROUND Each year the City sets the assessment rates for streets reconstructed within the City. The assessment rate set is per foot of assessable frontage. The assessable frontage is based upon the location and shape of the lot. The 2017 assessment rate was set at $42 per assessable foot. The assessment rate has typically been set to account for 60% of the roadway construction. Sewer lateral replacement during street projects was set at $500 in FISCAL IMPACT The money collected from special assessments goes to the general fund. The amount collected each year is dependent on the streets which are included in the final budget and are approved for construction after public hearings. Assessments over $300 but less than $20,000 can be paid over a five-year period. Assessment over $20,000 can be paid over a ten-year period. STAFF RECOMMENDATION Staff recommends maintaining the $42 per assessable rate and the $500 sewer lateral replacement rate for 2018 street construction projects. Staff contact: Allen Wesolowski

11 CITY OF WAUSAU, 407 Grant Street, Wausau, WI FINAL RESOLUTION OF THE CAPITAL IMPROVEMENTS & STREET MAINTENANCE COMMITTEE Levying Special Assessments for the 2017 Alley Paving Project Committee Action: Approved 5-0 Fiscal Impact: Estimated construction cost $40,000; estimated special assessments $15,450 File Number: Date Introduced: September 26, 2017 COSTS FISCAL IMPACT SUMMARY Budget Neutral Yes No Included in Budget: Yes No Budget Source: One-time Costs: Yes No Amount: $40,000 Recurring Costs: Yes No Amount: SOURCE Fee Financed: Yes No Amount: Grant Financed: Yes No Amount: Debt Financed: Yes No Amount:$40,000 Annual Retirement TID Financed: Yes No Amount: TID Source: Increment Revenue Debt Funds on Hand Interfund Loan RESOLUTION WHEREAS, on January 10, 2017 a preliminary resolution was adopted for the proposed public construction project which included the installation of asphalt pavement on the alley bounded by Lincoln Avenue, Humboldt Avenue, 8 th Street and 9 th Street; and the alley bounded by Callon Street, Clark Street, 2 nd Avenue and 3 rd Avenue during 2017; and WHEREAS, the Engineer's report was filed with the City Clerk; a public hearing was held January 31, 2017; and the Board of Public Works reported upon the hearing to the Capital Improvements and Street Maintenance Committee regarding the comments of those who appeared at said hearing; and WHEREAS, the Capital Improvements and Street Maintenance Committee did recommend to the Common Council that the project be constructed during 2017, and the Common Council accepted the Committee's reports at its meeting of February 28, 2017 and authorized that the project be accomplished; and

12 WHEREAS, bids were received by the Board of Public Works and the low bidder was awarded the alley paving project; and WHEREAS, upon receipt of the low bid, the Engineer recalculated the estimates of construction costs as set forth in the Engineer's report aforesaid, and applied the bid figures to the City assessment formula to each property affected, and the resulting assessments are attached hereto and made a part hereof; NOW THEREFORE, BE IT RESOLVED, 1. That payment for said public improvements shall be made through an assessment against the real estate property described above. 2. That the assessments be and are hereby levied in the amount set forth above. 3. That such levy is made by the exercise of the City's police powers. 4. That the assessments are hereby determined to be fair and equitable, allocated amongst the property on a reasonable basis, and are in the public interest. 5. That any interested property owner may contest all or any part of such assessment in the manner provided in Section of the Wausau Municipal Code. 6. That the special assessments shall be paid as follows: Assessments under $300: If payment is not made prior to November 1, 2017, the special assessment will be placed on the 2017 real estate tax bill and be due in full on or before January 31, There is no interest charged when paid in full. Assessments totaling less than $300 must be paid in full and do not qualify for a payment schedule. Assessments totaling $300 but less than $20,000: If full payment is not made prior to November 1, 2017, assessments totaling $300 but less than $20,000 will automatically be placed on the five-year payment schedule on the 2017 real estate tax bill. Property owners may then pay their special assessment under either of two options: A. Payment in full without interest with the 2017 real estate taxes OR B. Payment of the first one-fifth of the assessment with the 2017 real estate taxes without interest. The remaining balance is paid in equal installments on the next four real estate tax bills and carries an interest charge of the borrowed fund rate plus 1% (the 2016 rate was 2.55%) beginning February 1, 2018, on the unpaid balance. The remaining balance may be paid at any time with interest calculated through the month of payment. Assessments over $20,000: If payment is not made prior to November 1, 2017, assessments totaling $20,000 or more will automatically be placed on the ten-year

13 payment schedule on the 2017 real estate tax bill. Property owners may then pay their special assessment under either of two options: A. Payment in full without interest with the 2017 real estate taxes OR B. Payment of the first one-tenth of the assessment with the 2017 real estate taxes without interest. The remaining balance is paid in equal installments on the next nine real estate tax bills and carries an interest charge of the borrowed fund rate plus 1% (the 2016 rate was 2.55%) beginning February 1, 2018, on the unpaid balance. The remaining balance may be paid at any time with interest calculated through the month of payment. Real estate taxes may be paid in full or in three installments (January 31, April 30, July 31). Regardless of how real estate taxes are paid, special assessments must be paid on or before January 31, No payments can be applied to real estate taxes if special assessments are not paid. Section 74.12(11)(a), Wisconsin Statutes, specifically states that if a treasurer receives a payment from a taxpayer which is not sufficient to pay all general property taxes, special assessments and special taxes due, the treasurer shall apply the payment to the amounts due, including interest and penalties, in the following order: (1) personal property taxes; (2) delinquent utility charges; (3) special charges; (4) special assessments; (5) special taxes; (6) general property taxes. Special assessments for 2017 alley paving projects to be levied this year include the following: Alley bounded by Lincoln Avenue, Humboldt Avenue, 8 th Street and 9 th Street Alley bounded by Callon Street, Clark Street, 2 nd Avenue and 3 rd Avenue FISCAL IMPACT Estimated special assessments: Lincoln Ave, Humboldt Ave, 8 th St and 9 th St: $10,300 Callon St, Clark St, 2 nd Ave and 3 rd Ave: $5,150 STAFF RECOMMENDATION Staff recommends the resolutions be forwarded to the Common Council to levy the special assessments for the alley paving project. The motion carried unanimously 7-0.

The subcommittee reviewed the plan of operation and recommended approval for Daly s who plans to open in October. It was noted that these two applications would need to be taken to the September 26, 2017 Council meeting. Motion by Wagner, second by McElhaney to approve or deny license applications as recommended by staff. Motion carried 5-0.

26 HUMAN RESOURCES COMMITTEE Discussion and Possible Action on City of Wausau s Compensation Plan for Elected Officials. Wagner stated that survey results of elected officials compensation was included in the packet and that Wausau has not had a salary increase for elected officials in probably ten years. Wagner said that this has been discussed a few times in the past but no action was taken to increase salaries. Wagner asked for comments. Mielke said that he felt this item should be brought up and doesn t believe that anyone is in their elected position for the money, but rather to contribute. Neal agreed with the mayor s assessment and said that he doesn t feel this is an area where they need to worry about being competitive in the marketplace. Wagner asked Kellbach was a county supervisor receives; she indicated that the amount is about $27 more per pay period. Wagner said he agrees with Neal, that he wants to do the job. Gisselman said that this item would have to be passed now if they are going to make any changes because of elections. Discussion took place on how to get this item to Council for discussion amongst all eleven members; Gisselman said a resolution could be created indicating no change to elected officials salaries. Wagner said that he would vote against the resolution so that the item does not go on the consent agenda and can be discussed at the council meeting. Motion by Gisselman to send this item to City Council with no change. Second by Neal. 4 votes in favor-1 vote against (Wagner was the dissenting vote). Motion passes 4-1.
