Sirtipson'of Havens & Emerson to the Trustees. He displd'a pictlire'of the Bissell Point Treatment'P1 ant, mentioning that it will house the laboratories'for the operation of the plant and also for clean water operation. He said the District has a good

3 bid for its construction. Mr. Kaiser said that the Mill Creek Building in Cincinnati was generally comparable to this building for which we had taken bids. This construction is 10% higher than our original estimate and it has been District policy not to award a contract if it is that much over the estimate. But, this was in regard to figures quoted at public hearings and does not apply here. Mr. Simpson said that there was. a number of points to d.i scuss. The estimate was prepared in June of 1964"and contruction costs have increased since that date; also, the Bui dling Department of the City of St. Louis ordered certain changes which increased the cost, even though these were minor items. Mr. Mattei mentioned that originally only a'small basement had been planned, but it was thought that the opportunity to put in a full basement should be realized..-,. T. '.... Mr. S'impsOri contiriued that we had received 13 bids - all from responsible bidders and^that the first three were within 1/2% of each other, indicating that these were very realistic bids. The total "over-a'1 1 cost came to $33-33 s siquare 'foot,' compari ng very favorably with the similar building in Cincinnati, which - when projected to today's price index - would be $45 a square foot. Our analysis, and the analysis of Sverdrup & Parcel indicate that although the bids were higher than the-estimate) they and we recommend that the District award the contract. n response to a question from Mr.' Stiers, Admiral Peltier said that the total of the bids taken and the projected estimates of costs of items not yet under contract totaled $88,000,000 as against $95,000,000 in the original budget for the Mississippi River Subdistrict. Mi ssour i, tobe'known as Subdistrict No. 259 (Meacham Park Lateral) of The Metropolitan St. Louis Sewer Di stri ct. Mr. Sears indicated the Meacham Park Lateral sewer on the wall map, in unincorporated St. Louis County, near Big Bend Boulevard and nterstate Highway 44. He said it would provide lateral sewers and would drain to a proposed trunk previously indicated (Subdistrict No. 257, Rayburn Avenue Subtrunk). He added that the Highway is taking some of the now-existing lots.

NO. 260 (NEW YORK AND SHELBY) ESTABLSHNG SUBDSTRCT Proposed Ordinance No was presented and read, establishing a subdistrict in St. Louis County, Missouri, to be known as Subdistrict No. 260 (New York and Shelby) of The Metropolitan St. Louis Sewer District. Mr. Sears said that this New York and Shelby Subdistrict is in the northwest corner of Meacham Park area, and consists of individual septic tanks. t was split by the existing sewer which serves Howard-Johnson, but there are some areas which carinot be accomodated by this sewer. CHARLES) Proposed Ordinance No was presented and read, establishing a subdistrict in St. Louis County,,Missouri, to be known as Subdistrict No (Orchard and Old St. Charles) of The Metropolitan St. Louis Sewer District. Mr. Sears said this Orchard and Old St. Charles subdistrict is a small area containing 10 lots in the Pattonville Subdistrict. Motion made by Mr. Ramacciotti, seconded by Mr. Dohack, that

NO. 262 (BROWN ROAD LATERAL) ESTABLSHNG SUBDSTRCT Proposed Ordinance No was presented and read, establishing a subdistrict in St. Louis County, Missouri, to be known as Subdistrict No. 262 (Brown Road Lateral) of The Metropolitan St.. Louis Sewer District. Mr. Sears said this Brown Road Lateral subdistrict is north of the Airport on the north side of Brown Road, and east of Lindbergh. t was part of the Brown Road Trunk Subdistrict area. He added that if we split the area (indicated on the map) and build this sewer, it would reduce the cost to both areas. NO. 264 (ROBERTSON) ESTABLSHNG SUBDSTRCT Proposed Ordinance No was presented and read, establishing a subdistrict in St. Louis County, Missouri, to be known as Subdistrict No. 264 (Robertson) of The Metropolitan St. Louis Sewer District, Mr. Sears said this Robertson Subdistrict is east of Fee Fee Road, north of Hazelwood. t will provide lateral sanitary sewers which will connect to the Coldwater Creek Trunk. The area consists of 863 lots with 128 homes, al V with individual septic tanks.

Dohack Meyer - - Ramacciotti - Antoine Stiers v CONSDERATON OF REPORT ON BOUNDARY HEARNG N SUBDSTRCT NO. 233 (BROWN AND LNDBERGH TRUNK) Report on Boundary Public Hearing, addressed to the Board of Trustees, dated February 15, 1965, (Subdistrict Report Book, Vol. V, Page 18) signed by Don W. Tesson, Assoc. Engineer, Subdistrict Development, was presented and read. Mr. Sears said the public hearing was held January 13, 1965, conducted by Don W. Tesson, with 60 persons in attendance, of whom 4 lived within the area. There were apparently no discrepancies in the boundaries. The area consists of 38 lots with 25 homes. Motion made by Mr. Ramacciotti, seconded-by Mr. Dohack, that the above Report be received and filed. Motion passed 5 s - no nays. 8 CONSDERATON OF PROPOSED ORDNANCE NO ESTABLSHNG SUBDSTRCT NO. 233"(BROWN AND LNDBERGH TRUNK) ntroduced 12/10/64 Proposed Ordinance No as amended was presented and read, establishing a subdistrict in St. Louis County, Missouri, to be known as Subdistrict No. 233 (Brown and Lindbergh Trunk) of The Metropolitan St. Louis Sewer District. This proposed Ordinance No was introduced December 10, 1964, by the following Trustees present: Messrs. Dohack, Meyer, Parker, Ramacciotti, Antoine and Stiers. Motion made by Mr. Antoine, seconded by Mr. Meyer, that proposed Ordinance No , as amended. Ordinance No. 12/0, be adopted. Motion passed - 5 s, no nays. Poll taken: E. W. Dohack - R. A. Meyer - F. Stiers -..Mr. Antoine said he wished to go back to the previous item on the agenda - Proposed Ordinance No. O establishing the Meacham Park Lateral Subdistrict and asked if there would be any action within the next sixty days. Both Mr. Kaiser.and Mr. Sears agreed that the legal requirements consumed six weeks. Mr. Antoine asked if there was any way of speeding up the process and was answered that there was.not anything that would save more than a very few days. He then said that the procedure the Trustees had foljowed was the proper one. CONSDERATON OF REPORT ON BOUNDARY HEARNG N SUBDSTRCT NO. 250 (FORD LANE TRUNK) Report on Boundary Public Hearing in Subdistrict No. 250 (Ford Lane Trunk) addressed to the Board of Trustees, dated February 15, 1965, (Subdistrict Report Book, Vol. V, Page 19) signed by Don W. Tesson, Assoc, Engineer, Subdistrict Development, was presented and read. Mr. Sears said that four closely related hearings were held concurrently on January 13, 1965, at the Village Square Community Hall - this one, the Brown & Lindbergh Lateral, Brown and Lindbergh Trunk, and Utz Lane Lateral. Of the 60 persons present, 50 were from the Ford Lane Trunk area, which is residential, and consists of 216 lots with 87 homes. No discrepancies were discovered in the boundaries.

Stiers - CONSDERATON OF REPORT ON PUBLC NTEREST HEARNG N SUBDSTRCT NO. 198 (TVLL COURT) Report on Public nterest Hearing on Subdistrict No. 198 (Twill Court) dated February 17, 1965, addressed to the Board of Trustees (Subdistrict Report Book, Vol V, Page 23) signed by Don W. Tesson, Assoc. Engineer, Subdistrict Development, was presented and

12 read. Mr. Sears said this hearing was held February 16,- 1965, with 37 persons in attendance. The area is north of Maiine.Creek on both sides of Highway 6/- The cost was estimated at $55,000 or 4.8 cents a square foot. Thirty persons thought it was in the public interest, with five disagreeing. There are 45 lots with 41 homes. i Motion made bylmr. CONSDERATON OF RESOLUTON NO. 766 DECLARNG MPROVEMENTS TO BE N THE PUBLC NTEREST N SUBDSTRCT NO. 198 (TVLL COURT) Resolution No. 766 was presented and read, declaring improvements to be in the public interest in Subdistrict No. 198 (Twill Court) Motion made by Mr. Meyer, seconded by Mr. Antoine, that Resolution No. 766 be adopted. Stiers - CONSDERATON OF REPORT ON PUBLC NTEREST HEARNG N SUBDSTRCT NO. 222 (GRANTWOOD TERRACE) Report on Public nterest Hearing in Subdistrict No. 222 (Grantwood Terrace), dated February 11, 965, addressed to the Board of Trustees (Subdistrict Report Book, Vol. V, Page 24) signed by Jack B. Enger, Engineer, Subdistrict Development, was presented and read. Mr. Sears said this will develop an area of individual septic tanks which drain to an effluent drainage line. The hearing was held Feb. 10, 1965, with 27 property owners in attendance, of whom 10 felt that proceeding was in the public interest, while 14 felt it was not. Their objection was based on the fact that there were.eff tuent lines they felt we could service and use. Our Maintenance Department said they were not usable because of (1) open joints and broken pipe which would be sources of infiltration; (2) faulty house.connections; (3) lack of manholes; (4) the sewers are out of alignment.and grade; (5) downspouts and yard drains are connected, overcharging the lines and (6) lines 'are not deep enough. The cost was estimated at $105,000 or 5-9 cents a square foot.

13 / Q also said that in its investigation, our Ma intenance' Department did some digging and rodding to determine the value of the present sewers. After Mr. Sears explained the problem'with the existing effluent lines, there was a second vote held, the result being 23 to 0 in favor of the subdistrict, but with the understanding that Mr. Sears would bring these matters of the existing effluent lines to the attention of the Board. The cost was estimated at $50,000 or 0.9^ cents -a square foot and averages about $70 a lot. Mr. Sears explained that the pumping station floods -during and after heavy rains, making it impossible to operate. This causes a back-up of sewage in homes. We must wait.for the water to drain before we can reactivate the pumps. These people feel we should do something so that there will be no flooding.,. Mr. Mattei said that the flooding causes the pumps to cut off. ' The original purpose of the pumping was to lift the sewage over the ridge before the construction of the Coldwater Creek.Trunk. We are clearing up this whole area so that it will drain by gravity. Mr. Kaiser said it can be summed,up in this way - that these people say we have a. sewer (the old lift.station) but it is not up to our standards. t causes a problem during rains. Even without the

16 problem of flooding, we would do away with the lift station in the next ten years. The lines in the old section were not designed for this flow.
