Motion passed - 6 ayes, no nays. INTRODUCTION OF PROPOSiED ORDINANCE NO. UI-6I REPEALING ORDINANCE NO. 290, AHD RESOLUTION NUMBERS 2^7 AHD.259, -AND RE-ESTABLISHING SPECIAL BENEFIT SUBDISTRICT NO. 7^ (WHEATOH LATERAL). ; -_ Proposed Ordinance Ho. i»-l-6l was presented and read, repealing Ordinance No..290 as adopted June 11, 1959, Resolution No. 2U7 as adopted July 22, 1959, and Resolution No. 259 as adopted August 27, il959 and enacting a new ordinance in lieu of Ordinance No. 290 on the same subject, re-establishing Special Benefit Subdistrict No. 7^ (Wheaton Lateral) and prescribing new boundaries for such subdistrict. WHEREAS, Special Benefit Subdistrict Ho. ik (Wheaton Lateral) was established by Ordinance No. 290 and the Board of Trustees is now informed that part of the area within the boundaries of such subdistrict can not be efficiently served by sanitary sewers proposed to be constructed in such subdistrict because such part is already served by lateral sani'tary sewers having a separate outlet, NOW, THEREFORE, BE IT ORDAINED BT THE BOARD OF TRUSTEES,GF THE METROPOLITAN ST. LOUIS SEWER DISTRICT: Section One. Ordinance No.-290 as adopted June 11, 1959, Resolution No. 247 as adopted July 22, 1959, and Resolution No. 259 as adopted I

2 August 27, 1959, are hereby repealed and this ordinance is adopted in lieu of said Ordineuace Ho Section Two. Pursuant to a petition of residents of the District, there is hereby established a subdistrict of The Metropolitan St. Louis Sewer District within which sewer or drainage facilities may be constructed, reconstructed, or improved at the expense of the subdistrict. Such subdistrict shall be known as Special Benefit Subdistrict No. 7^ (Wheaton Lateral), (Description of boundaries shown in proposed Ordinance.) Mr. Sears as usual explained the area with map stating that same is just west of Hanley Road and-south of St. Charles Rock Road. He advised this Subdistrict is being re-formed because of a large tract in the northwest comer of the area-which does not have ilaterals, and a portion in the northeast section which also has sewers served by a separate outlet'. Therefore, he s'tated he considered it necessary to re-form this Subdistrict to exclude the unsewered portion and also the small sewered area. Motion made by Mr. Martin, seconded by Mr. Hallett for unanimous consent of all members present for the introduction of proposed Ordinance Ho. lh-61 at this meeting.- No discussion. Proposed Ordinance No was presented suad read, es-tablishing a subdistrict in St, Louis County, Missouri, to be known as Subdistrict No. 120 (Chaminade Park) of The Metropolitan St. Louis Sewer District. BE IT ORDAIHED BY THE BOARD OF TRUSTEES OF THE METROPOLITAH ST. LOUIS SEWER DISTRICT: Section One. Pursuant to a petition of residents of the District, there is hereby es-tablished a subdistrict of The Metropolitan St. Louis Sewer District within which sewer or drainage facilities may be constructed, reconstructed, or improved at the expense of the subdistrict. Such "subdistrict shall be known as Subdistrict No. 120 (Chaminade Park). (Boundaries shown in proposed Ordinance.) Mrw Sears in explednlng the area ad-vised that same consists of six lots which will drain into a recently constructed trunk sewer in the Creve Coeur-Frontenac Subdistrict. He further advised this is the only unsewered portion left in this area.. Therefore, it.is necessary to create a subdistrict to-serve this area which is just east of Spoede Road in Chaminade Park.

Introduced July 28, I96O. - Proposed Ordinance Ho, 7-61 was again presented and read, es'tablishing a subdistrict in St. Louis County, Missouri, to be known as Subdistrict Ho, 104 (Beacon HiiLl North) of The Metropoli'tan St. Louis Sewer District. WHiEREAS, Proposed Ordinance No to es'tablish Subdistrict Ho. 104 (Beacon Hill) of The Metropoli'tan St. Louis Sewer.District was introduced by the Board as a whole March 3, i960 and a public hearing thereon was duly called and held, and «WHERiEAS, the Board, having been informed thereon, finds that a *" re'vision, of the boundaries of said proposed subdistrict is advisable, and the Board as a whole has accordingly.withdrawn said Proposed Ordinance Ho from further consideration,.and desires that the revised boundaries be determined only after a public hearing. The above proposed Ordinance was introduced by-the.following members present on July 28, I96O: Messrs. Gragg, Hallett, Ramacciotti, ffartin and Stiers.. 4 COHSIDERATIOH QF PROPOSED ORDIHAHCE HO, 40-6l.LEVYING SPECIAL BENEFIT ASSESSMENTS IH SPECIAL BEHEFIT SUBDISTRICT HO. 51 (DEANE COURT), Proposed Ordineuace Ho. 40-6l was presented and read, le'vylng special benefit assessments eigainst all of the iland benefited by the construction of sewers within the boundaries of Special Benefit Subdistrict Ho. 51 (Deane Court) of The Metropoli'tan St. Louis Sewer District; directing-issuance of Special Tax Bills evidencing said levy; setting out the form, terms, and provisions of said Special Teix Bills; with an emergency clause. Acting Director of Finance explained that this work is completed and that there will be One Hundred and Three (103) tax bills issued against property owners of this area. The to'tal. amount of tax bills to be issued amounts to Forty-Two Thousand, Hine Hundred Three DoiLlars and Seventy-Six Cents ($42,903 76) which.includes construction costs and miscelleuaeous District costs. COHSIDERATION QF PROPOSED ORDINAHCE HO. 43-6l COHFIRMIHG COHTRACT C-67 WITH VICTORY COHSTRUCTIOH COMPAHY, IHC. FOR CONSTRUCTIGH OF RELIEF STORM SEWER IH HARTNETT PLACE, ;_. Proposed Ordinance No, 43-6l was.presented and read, confirming a contract with Victory Construction Co., Inc., for the construction of Relief Sewers in Hartnett Place, wi'th.an emergency clause. Copy of contract covered in this proposed Ordinance was forwarded to the Board prior to this meeting.

5 Executive Director recalled to the Board that it had appropriated approximately Ten Thousand idollars ($10,000.00) to construct this sewer due to the fact that the Sewer District had promised to build same if the City of Ferguson would escrow with us. Three Thousand idoillars. ($3,000.00) towards said construction. These funds from Ferguson have been on deposit with us for several yeeirs. He also ad-vlsed that the bid of Eleven Thousand, One Hundred Thirty- Four Dbllars and Twenty-Two Cents ($11,134.22) submitted by Victory Construction Co., is below our estimate. Ihere was a to-tal of six bids submitted. Construction of this sewer is to be con5)leted in ninety (90) days. ftotion made by Mr. HaiLlett, seconded by Mr. Martin for unanimous consent of all members present for introduction and final voting on proposed Ordinance No. 43-6l at this meeting. J, Stiers - -aye CONSIDERATIOH OF PROPOSAL FROM IHSURAHCE CONSULTANT FOR SiERVICES TO BE RENDERED TO THE DISTRICT, ' Executive Director had forwarded to the Board prior to this meeting, proposal from Mr, ieugene Dougherty, President of Insurance Management, Clayton, Missouri, submitting a proposed at monthly fee of Two Hundred and Fifty Dollars ($250,00) per month to act as our insurance consul'tant. General Counsel gave a short resume of this subject and our past acti-vities with Mr, Dougherty. (Full s-tatement of Mr, Kaiser recorded on tape.) After considerable discussion, it was the unemimous opinion of the Board that final action on this proposition be postponed until the members could study the subject further. We will then have a meeting to decide on how we'shall proceed with this importemt matter.

6 APPROVAL OF PLANS - ieast ANISTASIA SUBDISTRICT Final engineering plans for sanitary sewers in East Anistasia Subdistrict which is located in Burke City and Calverton Park were presented for approval. Chairmem of the iboard ad-vlsed he has examined these plems and had found them satisfactory. Motion made by Mr, Gragg, seconded by Mr, Martin that final engineering plems for sani-tary sewers for Eeist Anis-tasia Subdistrict be approved. No discussion. Motion peissed - 6 ayes, no nays. Poll teiken: J, Edward Gragg F, L. iramacciotti J, T, Sheehan W, W, Martin -.aye APPROVAL QF PLANS -..GREEN VALLEY DRIVE SUBDISTRICT Final engineering plems for sani-tary lateral sewers in Green Valley Drive, which is north of Chambers Road in an unincorporated area, were presented for approval. These pleuas cover construction of approximately One Thousand Three Hundred feet (1,300) of lateral sewers. Chairman of the Board eid-vised he had examined the plans and finds them satisfactory. Motion made by,mr, Martin, seconded by Mr, Hallett that final engineering pilans for Green VaiLley Drive be approved. No discussion. W, Martin APPROVAL GF PLANS - CITY OF DELD^OOD SUBDISTOICT These final engineering plans cover sanitary sewers in the City of DeiLlwood, In the original call for bids for this sewer, the lowest of the bids was too high, therefore, some suggested chemges have now been meide that will materially reduce the cost.
