McCord, Jr. Artis Stoebener The City Council of the City of Cameron, Missouri met in Regular Session on Monday, the 17 th day of March 2008, at five o clock p.m. at City Hall. Mayor Larry L. McCord, Jr. presided with the following Councilmembers present: Everett W. Ice, Michael G. Johnson, David C. Lee and Artis Stoebener. Absent: none. resent were City Manager hillip R. Lammers, Attorney for the City Mitch Elliott and City Clerk Barbara J. O Connor. Mayor McCord noted the agenda had been amended to include the title of the Resolution requesting a speed limit change from the Missouri Department of Transportation. Minutes of the March 3, 2008, meeting were approved as submitted with a unanimous voice vote on motion made by Councilmember Johnson and seconded by Councilmember Ice. UBLIC ARTICIATIO Linda Blair Re: Storm Water Ditch. Ms. Blair was not in attendance. ublic Works Director Drew Bontrager informed Council he had spoken with Ms. Blair and felt decisions had been made that will work for Ms. Blair. The City will remove the head wall and extend the pipe approximately 20 to 30 feet. The ditch will be re-graded to better accommodate mowing. Jack Barnes, 1229 ark Avenue, asked how high a tower must be before the tower needs a light placed on it. Mr. Barnes said there are three (3) city water towers and none of them have warning lights on them. Director of Utilities Mark Gaugh said there are no requirements for lights unless the tower is near an airport. Staff will research the issue. Steve Gallus, Weatherby, Missouri, was present representing Freedom of Road Riders Local 41. May is motorcycle awareness month and Local 41 plans to kick off age 1

2 their awareness run April 26, 2008 starting at Cameron City Hall. The group will gather about 8:45 a.m. A proclamation from the City of Cameron will be presented to the group that morning. CITY MA AGER S REORT 1. Financial. City Manager Lammers said the February 29, 2008 financial report distributed in Council packets speaks for itself. There were no questions from Council. 2. Utility Report. Incremental increases have been evident for the past 24 months in both purchase of power and water production. 3. Review engagement letter from Dan Vogel (CVR). City Manager Lammers reported the section of the Cameron City Code regarding use of right-ofways, utilities and telecommunication tax matters needs to be updated and corrected. Changes in Federal Statutes and case law necessitate changes in our Code. City Manager Lammers asked permission to sign an engagement letter with Cunningham, Vogel and Rost,.C. to perfect the Code changes and for legal services needed for the issues of right-of-ways, utilities and telecommunication tax matters. Councilmember Johnson moved to allow City Manager Lammers to sign the engagement letter with Cunningham, Vogel and Rost,.C. Councilmember Stoebener seconded the motion which passed with a unanimous voice vote. 4. Vacation policy for transient utility customers. The City has no written policy for customers who go on vacation and have their utility bills suspended while they are gone. There is no current fee for the availability cost for the time the customer is gone. City Manager Lammers asked Council to consider this issue and either approve a written policy or not have a vacation policy. The issue was remanded to the water committee and will be discussed at the upcoming Focus Session. 5. The Focus Session is scheduled for April 25-26, 2008 and will be held at City Hall. 6. Review code enforcement (parking on restricted surfaces). City Manager Lammers reported in customer satisfaction surveys done over the last ten (10) years, code enforcement was rated the poorest on the survey five (5) times. Two (2) years ago Council took action at the Focus Session and worked with the lanning and Zoning Commission. From that effort, a half-time Code Enforcement position went to full time status. Since that time, Code Enforcement is the only service that has not taken a down trend on the survey. City Manager Lammers noted he is proud to work with Staff on the administration of Codes. 7. Clarification on Seitz request for curb and gutter. ublic Works Director Bontrager discussed with Sandra Seitz the procedure for curb and guttering requests. The process is on schedule for this year with bid notices for contractors being published. Once a contractor is chosen, a notice for residents participation will be published. This year s scope of work will then be established. The program is not retroactive. age 2

The Citizen-Observer has asked to use the Council Chamber Thursday, March 27, 2008 for a Council Candidate debate starting at 7:00 p.m. Councilmember Ice asked Staff to look again at one of the photos submitted by Brad Shanks on the Code issues. City Attorney Elliott noted the Code Officer has no authority to go on private property. Once a property owner has contacted the Officer, then the Officer can go and see the issues up close. Inspector Clyde Han said it is sometimes difficult to see when grass has grown up through the gravel whether or not the resident is in compliance with the Code when the Officer can not go on the property. DEVELOME T DIRECTOR S REORT 1. lanning and Zoning. The Commission continued a hearing for beekeeping until their April 14, 2008 meeting. There is also another conditional use permit request for a photography studio in North Cameron. 2. Comprehensive lan. Bucher, Willis and Ratliff, consultants, have conducted eight (8) key person interviews and also held sessions with institutions and major employers. A series of Storefront Charettes will be held April 17 and 18, 2008 at McCorkle s. 3. Leadership Northwest Missouri. Ed Schmidt is a member of the Class of The class will graduate June 26, Development Director Hendee distributed a brochure produced by two (2) Cameron High School DECA students for the Great Northwest Days at the Capitol. The brochure will be used in our New Resident ackets. U FI ISHED BUSI ESS Second Review and Consideration of Bids for Service Truck. Director of Utilities Gaugh reviewed again the bids received for a service truck for the water/sewer department. At the last Council Session, Staff had recommended the purchase of the Sterling truck over the Ford from North Country Ford Mercury. A question was raised regarding the warranty comparison between the trucks. Director of Utilities Gaugh stated following review of the submitted bids, Staff continues to recommend the Sterling truck as the best value for the money and noted it will have the lowest cost of ownership. The warranty information submitted with the bid packets reflected the Sterling truck having the best warranty. Councilmember Lee moved to purchase the Sterling truck. Councilmember Johnson seconded the motion which passed with a unanimous voice vote. EW BUSI ESS Liquor License Application Cameron Regional Medical Center. Cameron Regional Medical Center is sponsoring a fundraiser April 26, CRMC has applied for a Limited icnic ermit liquor license. This is the same license they are granted each year for their annual golf tournament. Councilmember Johnson moved to approve the age 3

4 license. Councilmember Lee seconded the motion which passed with a unanimous voice vote. Cameron Industrial Development Authority Appointment. Development Director Hendee reported with the death of Bill Webb, there is a vacancy on the Authority. The IDA recommends appointment of Sam Hiner to fill the unexpired term of Mr. Webb. Following review of Mr. Hiner s resume, Councilmember Lee moved to appoint Sam Hiner to the Cameron Industrial Development Authority. Councilmember Stoebener seconded the motion which passed with a unanimous voice vote. Resolution , A RESOLUTIO REQUESTI G THE MISSOURI DEARTME T OF TRA SORTATIO REDUCE THE SEED LIMIT O ORTH US HIGHWAY 69 WITHI THE CAMERO CITY LIMITS, was read by title by City Clerk O'Connor. Councilmember Johnson moved to pass Resolution Councilmember Lee seconded the motion. Discussion. Development Director Hendee reviewed the request to have the speed limit lowered by graduated increments from the North City limits to US Highway 36. Mayor McCord noted this is only a recommendation to MoDOT for their consideration. Resolution passed with a unanimous voice vote. MISCELLA EOUS City Clerk O'Connor: Thanked Council for allowing her to attend the Spring Institute for the Missouri City Clerks and Finance Officers Association last week. The Institute was quite informative and a lot of very useful information was presented. Noted some folks are Irish for the day and wished all in attendance a Happy St. atrick s Day from the O Connor s. Councilmember Stoebener: Reminded all of the upcoming Chamber Banquet to be held April 5, 2008 at Countryside Hall. Chief of olice Corey Sloan: Told Council April is 911 Awareness Month. The Department will initiate some programs to raise 911 awareness. Mayor McCord: Mentioned the municipal election is only three (3) weeks away. Also, wished all in attendance a Happy Spring. There being no further business, the meeting was adjourned with a unanimous voice vote at 6:30 p.m. on motion made by Councilmember Johnson and seconded by Councilmember Lee. age 4
