1 Town of Glenrock Town Council Meeting County of Converse Town Council Room State of Wyoming March 10, 2008 Mayor Cielinski called the town council meeting to order at 7:00 P.M. were in attendance with the exception of Councilman Steinbach. All elected officials APPROVAL OF MINUTES being no additions or corrections to the minutes of February 25, 2008 regular meeting and workshop they stand as presented. Carl Lembke asked for clarification of a water tap item discussed. SPECIAL MEETING - Wednesday evening at 5:00 P.M. to approve the grant for approval pending the public hearing. COUNCIL REPORT - Councilman Vinnola reminded the council of the upcoming WAM Spring boards in Sheridan, April 10-12, He then gave a brief description of the boards and their purpose. PLANNING REPORT Town Planner reminded the council of the meeting Wednesday morning for discussion on the Industrial Siting possibilities for the Power Plant remodel. WYDOT reported the third phase of the downtown project will be going out to bid. There should be sufficient funds available for the planters and benches. Project should be starting in May or June. Final schedule for the Tree City Grant has not yet be determined. PUBLIC WORKS REPOT Public Works Director Dave Andrews informed the council the speed limit signs are in. Locations have been decided and they will be installed once the frost is out of the ground. New section in the town park has been partitioned using large rocks and the snow fence has been removed. ORDINANCE NO. 625 WATER RATES Councilwoman Goff moved to approve the ordinance on second reading. Second by Councilwoman Care. All members voting, AYE motion carries. ORDINANCE NO 625 AN ORDINANCE AMENDING CHAPTER 26, ARTICLE VII, OF THE GLENROCK TOWN CODE INCREASING WATER UTILITY RATES AND ADDING CONDITIONS FOR ANNUAL REVIEW. ORDINANCE NO SEWER RATES Councilman Vinnola moved to approve. Second by Councilwoman Goff. All members voting, AYE motion carries. ORDINANCE NO 626 AN ORDINANCE AMENDING CHAPTER 20, ARTICLE V, OF THE GLENROCK TOWN CODE INCREASING SEWER UTILITY RATES AND ADDING CONDITIONS FOR ANNUAL REVIEW.

2 RESOLUTION COUNTY TAP MORATORIUM Councilman Vinnola moved to approve the resolution placing a moratorium on county utility taps pending changes to the Glenrock Town Code addressing decrees and agreements by the State of Wyoming and the United States Fish and Wildlife Service. Second by Councilwoman Goff. Public Works Director Dave Andrews then gave a brief summary of the circumstances initiating this action. All members voting, AYE motion carries. This is intended as a temporary measure to allow the town to mitigate existing code issues and will be removed once an ordinance is presented and approved correcting these problems. RESOLUTION A RESOLUTION PLACING A MORATORIUM ON NEW WATER AND SEWER TAPS OUTSIDE MUNICIPAL BOUNDARIES. RESOLUTION SURPLUS PROPERTY Councilwoman Care moved to approve the ordinance. Second by Councilwoman Goff. Individuals authorized for purchase are: Dave Andrews, Craig Dills, Mike Colling, Owen Frank III, Hershel Wickett, Jeff Nelson, and Todd Young. All members voting, AYE motion carries. RESOLUTION A RESOLUTION AUTHORIZING FOR PURCHASE THROUGH THE WYOMING SURPLUS PROPERTY. RENEWING THE ELIGIBILITY OF THE TOWN TO PARTICIPATE IN THE FEDERAL SURPLUS PERSONAL PROPERTY PROGRAM. RESOLUTION NOMINATION OF PUBLIC LANDS Mayor Cielinski read the resolution authorizing the submission of a petition and application for the sale of state land. Several parties have contacted the town asking for assistance in having these lands at the I-25 Interchange put up for public sale. Councilwoman Goff moved to approve the resolution. Second by Councilman Vinnola. The lands in question are both inside and outside the Gateway Addition, annexed by the town in Councilwoman Care commented that she hates to see this happen, but development was inevitable. Mayor Cielinski tried to explain the benefits of the proposed development area and what benefit it would provide the town, including: interstate exposure. The developer(s) will be responsible for the installation of infrastructure (water, sewer, etc.) to this area, with upgrade assistance from the town to prepare for future expansion. The area description is: Section 7: NE1/4SE1/4, NW1/4SE1/4, SW1/4SE1/4, SE1/4SW1/4; Section 8: NE1/4NW1/4, NW1/4NW1/4, SW1/4NW1/4, SE1/4NW1/4, NE1/4SW1/4, NW1/4SW1/4; Section 18: NE1/4NW1/4, SE1/4NW1/4, NE1/4NE1/4, SE1/4NE1/4, th SW1/4NE1/4; All in Township 33 North, Range 75 West of the 6 P.M., Converse County, Wyoming. RESOLUTION A RESOLUTION NOMINATING STATE OF WYOMING LAND TO BE PLACED FOR SALE TO THE PUBLIC. All members voting, AYE motion carries. WYOMING RURAL WATER VOTING DELEGATE Councilman Vinnola moved to

3 approve Dave Andrews as the voting delegate for the town, with Craig Dills, Public Works Foreman as alternate. Second by Councilwoman Care. All members voting, AYE motion carries. RESOLUTION A-SQUARE DEVELOPMENT AGREEMENT Mayor Cielinski read the resolution approving a development agreement between the Town of Glenrock and A- Square for the old paint plant property. Councilwoman Care moved to approve the resolution contingent upon final attorney approval. Second by Councilman Vinnola. All members voting, AYE motion carries. RESOLUTION A RESOLUTION APPROVING A DEVELOPMENT AGREEMENT BETWEEN THE TOWN OF GLENROCK AND A-SQUARE OF WYOMING, L.L.C.. BILLS & CLAIMS Councilwoman Goff moved to approve all claims.
