FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR PRO-TEM CITY ATTORNEY CITY MANAGER CITY SECRETARY JIM HILL STEVE ROCKEY BILLY ENOCHS PAT MCGINNIS JOHN SCOTT CARL GUSTAFSON ARNOLD POLANCO ROGER ROECKER MELINDA WELSH Mayor Holland was absent from the meeting. REGULAR SESSION Mayor Pro-Tem Hill called the meeting to order. The invocation was given by Pastor Moe Mays with First Baptist Church. Mayor Holland led the Pledge of Allegiance to the United States and to the State of Texas. COMMUNICATIONS FROM THE PUBLIC Shannon Kimmel, Friendswood resident, addressed Council and stated he had spoken previously to City Manager, Staff, and a few Councilmembers regarding Lake Friendswood. Friendswood Police Department (PD) does an excellent job, PD is getting taxed by responses to the Rancho Viejo subdivision, believes it is an abuse of power by one of the neighbors, would like Council to carry over policies and procedures at Stevenson Park to the Lake Friendswood park, pushing for soft opening, kids will be out of school soon, would be good for them to use this summer. David Allen, Friendswood resident, addressed Council and stated is he speaking against Agenda Item 19B, against adopting International Codes, not constitutional, Agenda 21 is a real thing, is not a border town and do not need to change the way inspections are done. Chris Alston, Pastor of Clear Creek Community Church (Friendswood), addressed Council and stated he is at the meeting tonight to discuss the land they own on FM 528, believes there has been some misunderstandings on their intentions to work with the City to develop portions of the land for commercial use, the church will continue to use the entire piece of property until the commercial portion is sold, had property surveyed to determine drainage impact to begin to prepare a market price on the land, interviewing brokers, intentions have never changed from the beginning, will work with the City on developing the piece of property. SPECIAL RECOGNITION AND ACKNOWLEDGEMENTS City Manager Roger Roecker stated the City of Friendswood has the equivalent of 222 full-time employees, hard to single out one or two, but it is important to take time to pause and do so. Mr. Roecker introduced Captain Josh Rogers and Friendswood Police Chief Bob Wieners, and stated Captain Rogers

2 05/02/ led an investigation, and coordinated assets to help resolve three long-standing cases. Captain Rogers is well deserving of tonight s recognition, performed duties no person should have to but has completed them with a spirit of perseverance, public service, and professionalism to the eternal benefit of some specific families and our society as a whole. The City of Friendswood continues to be recognized as one of the safest cities in America, thanked the Police Department for what they do to make that possible. The City Manager presented Captain Josh Rogers with the City s Exceptional Service Award in appreciation for his actions taken between February 01, 2016, and April 07, Friendswood Police Chief Bob Wieners stated that at the last Council meeting he had stated that he hoped to have a favorable report in the future to provide Council, recovery phase is complete at all sites, solemn acknowledgment, folks stepped up, job was a big job, two aerial photographs which depict sites in Houston and Brazoria County were shown, honor the work done by volunteers, municipal and county employees working beyond the scope of their job, is not a victory lap, two families have resolutions to the location of their loved ones, these girls were doing nothing wrong but were in the wrong place at the wrong time, and they were preyed upon. Volunteers stepped up, when the recovery effort started on February 15, 2016, the police officers started in the dark with flashlights and shovels, progressed next day with small excavators and backhoes provided by City of Friendswood and Brazoria County, there were lessons learned on the Orem Drive site, Texas Equusearch came out, magnitude of work was more than they could bring to the table, Director of lab at University of North Texas said work was stunning and huge and unprecedented, business owners stepped up and delivered larger equipment and some stayed and helped, neighbors helped as well, could not have done the recovery without them. It was endurance, perseverance and some called it a miracle, it was hard work, long work directed by Captain Rogers and other folks present at this meeting. When it was all said and done he said he reflected back on 1997, Kenny Comchaba and a couple of thousand volunteers, this time was a couple of dozen, had a different job to do, but the community spirit and willingness was the same. Captain Josh Rogers stated he appreciates the words of City Manager Roger Roecker and Police Chief Bob Wieners, important to acknowledge the work done, tonight is about accepting the good that was accomplished and appreciates the volunteers that helped and the opportunity to acknowledge them. Captain Rodgers presented a Certificate of Appreciation to land owner Jerry Garza, City of La Marque Public Works employees Joe Moses and Roy Robinson, David Brister and Isidro Garza with S&V Surveying, Inc., Jason and Scott Sheridan with FMS Surveying, Inc., J.R. Benitez with BBA All Texas Plumbing, Keith Howard, Erich Devoy, and Chris Hunt with Sunstate Equipment Company, Mike Joseph with Oil States Industries, Inc., James Bubba and Deanna Bethea, Lieutenant Chad Waggoner, Lieutenant Shawn Spruill, Chief Kirk Jackson with the La Marque Police Department, Tim Miller with Texas Equusearch, Mustang Cat Rental, Mainland Rental Tools, SunCoast Resources, Mark Boyer with Boyer, Inc., Chris Benson and Setro Howard with DapCo Services, Grady and Grant Owens with Terra Flight Aerial Imaging, Inc., Scott Gordon with Lighthouse Charity Team, Chris Wolmack and Norman Desormeaux with InTents Party Supply, LLC., City of Friendswood Public Works employees Steve Bowen and Lupe Aguilera, Mark Sandoval with Brazoria County Road and Bridge, Trey Hill with Hill Sand Company, Adam Hill, and Kenny Konchaba. Captain Rogers thanked Galveston County District Attorney Jack Roady who helped get done what was needed, was a true player in the process. Friendswood Police Chief Bob Wieners stated the La Marque Police Department was present with the City of Friendswood Police Department the whole time, were there in the early days, stayed in the Orem dig and a La Marque officer is who found the bones of Jessica Cain, they stayed until done. The Federal Bureau of Investigations (FBI) and the Texas Rangers were also there. Mayor Pro-Tem Hill thanked the volunteers on behalf of City Council and citizens of Friendswood, is heart lifting, the country is in great hands with men like this, when there is a problem everybody digs in, did an amazing job, many thought it was an impossible job, have a Police Chief that will not let go, appreciates all they do and did. With concurrence of Council, Mayor Pro-Tem Hill moved to Agenda Item 7, Closed Executive Session.

3 05/02/ CLOSED EXECUTIVE SESSION Mayor Pro-Tem Hill asked if anyone would like to speak regarding the Executive Sessions. No one spoke. Council convened into Executive Session in accordance with the Texas Government Code, pursuant to Section Consultation with Attorney regarding pending claims against Olson & Olson, LLP arising from settlement of legal action, Section Consultation with Attorney regarding contemplated litigation associated with Tax Exemption application for Whitcomb property, Section Deliberation regarding real property (Parkland development; legal advice only regarding potential development of real property located within the City of Friendswood) and Section Personnel Matters; to discuss City Attorney work schedule for month of June, The Executive Session pursuant to Section Deliberation regarding economic development negotiations; to deliberate the offer of a financial or other incentive to a business prospect did not convene. RECONVENE INTO OPEN SESSION Council reconvened into Open Session with actions taken later in the meeting regarding Section (Olson & Olson). With concurrence of Council, Mayor Pro-Tem Hill moved to Agenda Item 12, Communications from the Public. COMMUNICATIONS FROM THE PUBLIC Audrey Flowers with Bay Area Turning Point addressed Council and stated she is a committee member of the Violence Prevention Committee, is a month late for Sexual Assault Awareness Month but six months early for the Domestic Violence Awareness month, presented a wreath to Council, utilized two colors in the wreath for sexual abuse prevention and Domestic Violence Awareness Month, appreciates Council s support for Bay Area Turning Point. David Allen, Friendswood resident, addressed Council and discussed the invest in Friendswood movement, increased code requirements, if the City would refrain from passing regulations, businesses would come to the City, instead of micromanaging the City would develop itself. With concurrence of Council, Mayor Pro-Tem Hill moved to Agenda Item 6, Work Session. WORK SESSION Mayor Pro-Tem Hill stated the discussion regarding the Multi- Year Financial Plan would be moved to the June Council meeting. Mayor Pro-Tem Hill opened the discussion regarding an update on Capital Projects. Director of Public Works/City Engineer Patrick Donart addressed Council and stated Council was provided information in their backup documents, due to time constraints will provide an update on the Friendswood Link/Whispering Pines project, Councilmember Rockey voiced concern, a picture was shown of an intersection on Hibiscus Lane near the school, in the future the lanes will be continuous lanes, scope was limited as a budget constraint, until the lanes are continuous there will be a curve where the chevrons are located. Staff needs direction from Council on how to proceed. Discussion took place between Mayor Pro-Tem Hill, Council, and Staff regarding the roadway seems unsafe, is confusing, there are no stop signs or light, and suggestion was made for Staff to bring options to Council at the June Council meeting.

4 05/02/ With concurrence of Council, Mayor Pro-Tem Hill moved to Agenda Item 9, Discussion and possible action regarding consultation with City Attorney regarding pending claims against Olson & Olson, LLP, arising from settlement of legal action. ACTION ITEMS **Councilmember Gustafson moved to discuss consultation with City Attorney regarding pending claims against Olson & Olson, LLP, arising from settlement of legal action. Seconded by Councilmember McGinnis. Discussion took place between Mayor Pro-Tem Hill and Council regarding hiring an outside counsel to pursue legal action on the City s behalf regarding Olson & Olson, LLP. ***Councilmember Gustafson moved to approve Ross Sears to pursue on the City s behalf on a contingency basis. Seconded by Councilmember McGinnis. The motion was approved 5-1 with Councilmember Rockey opposed. **Discussion and possible action regarding contemplated litigation associated with Tax Exemption application for Whitcomb property died for lack of a motion. SPECIAL RECOGNITION AND ACKNOWLEDGEMENTS (continued) City Manager Roger Roecker presented the Five Star Spirit Award for the first quarter of 2016 to Arturo Rodriguez, Equipment Operator in the Public Works Department, who has been with the City since August Mr. Rodriguez was nominated by a co-worker, who was choking at lunchtime, and Mr. Rodriguez performed the Heimlich maneuver and saved his life. This was not the first time Mr. Rodriguez helped a fellow co-worker from choking, also helped another co-worker that cut his leg with a chainsaw. Mr. Rodriguez is a man who is willing to take action, and willing to step forward when needed. The Five Star Spirit Award is awarded each quarter to an employee who has exhibited the five characteristics on which the award is based Courteous, Competent, Reliable, Professional and Enthusiastic. Paula Lowe, CPA with Pattillo Brown & Hill, LLP, presented the 2015 Comprehensive Annual Financial Report (CAFR). Ms. Lowe stated the City does not have any type of material weaknesses or significant deficiencies to bring to Council s attention, a brief question and answer session ensued between Council, Ms. Lowe and Administrative Services Director Cindy Edge. City Manager Roger Roecker thanked Administrative Services Director Cindy Edge, Deputy Director of Fiscal Operations Katina Hampton, and Staff for their good work to get clean audits. With concurrence of Council, Mayor Pro-Tem Hill moved to Agenda Item 13, Communications from Committees and Special Reports. COMMUNICATIONS FROM COMMITTEES AND SPECIAL REPORTS Fourth of July Steering Committee Vice Chair Barbara Blanchard presented the annual report and stated this year s parade is the 121 st annual with entertainment, food, and fun for the entire family. The theme is Honoring Your Local Heroes. The parade will begin at 10:00 AM. Long-time Friendswood resident Dick Daugird will be honored for his many years of service to the community as the Grand Marshall. There will be rides, games, food, live entertainment, and fun for the entire family, and daytime activities will conclude at approximately 3:30 PM. The evening program will take place at 7:30 PM at Centennial Park, the band Decades will headline the evening entertainment, fireworks will begin at approximately 9:20 PM, and there will be a shuttle service for the evening program from Friendswood United Methodist Church and Friendswood High School. Vice Chair Blanchard listed all the members of the Fourth of July Steering Committee, and thanked the Parks and Recreation Department for all the help they provide.

5 05/02/ CITY MANAGER'S REPORT City Manager Roger Roecker reported that this year s Spring Sparkle was a huge success. There was record attendance with 784 cars and trucks coming through the gates. Progressive Waste Solutions is reported to have hauled away almost tons of compacted waste, tons of roll off waste, and 40 yards of metal box waste. Tri-Star Shredding destroyed 7,500 pounds of paper. The garage sale was also a success bringing in $ All proceeds from the garage sale benefit the beautification of City facilities and parks. Bay Area Wildlife Rehab picked up animal habitat items that were donated to benefit the injured wild animals that make their home in Friendswood s green space. Sponsors for the event included Progressive Waste Solutions, Clear the Air, Copy Dr., and Sonic. The City Manager reported that on May 30, 2016, at 10:00 AM a Memorial Day ceremony will be held at the Veteran s Memorial adjacent to Friendswood City Hall. The ceremony will feature patriotic songs and music, a tribute to the flags, and a special guest speaker, Colonel Todd Desgrossieller, with the United States Marine Corps. All local veterans are invited to attend and come together for a group photo at the close of the ceremony. For additional information, call the City of Friendswood Parks and Recreations Department. The City Manager reported that in the afternoon on May 29, 2016, a dedication will take place at the Friendswood Sportspark, located at 2910 West Parkwood Avenue, to name the Sportspark after Marine Corporal Steven Schulz and to name the Baker Road Fields after Marine Lance Corporal Wesley Joel Canning. A short ceremony will take place followed by special guest speaker, Colonel Todd Desgrossieller, with the United States Marine Corps. The City Manager reported that this year s Mitch and Artha Wright Concerts in the Park Series will begin on May 6, 2016, and will continue every Friday night during the months of May and June. Concerts will take place at Stevenson Park in the gazebo. All concerts will begin at 7:00PM and end at approximately 9:00 PM. The first concert of 2016 will feature the Friendswood High School Jazz Band as well as 8 Trax, a rock and roll band. On subsequent evenings, attendees can look forward to Pop, Rock, Funk, and Bluegrass music. Bring your blankets, lawn chairs, refreshments, dinner or snacks and be ready to sit back and enjoy an evening of fun and family entertainment brought to you by the City of Friendswood s Parks and Recreation Department. Everyone is eligible for give-a-ways and door prizes, vendors will be selling kettle corn, hot dogs, and snow cones as well. If anyone is interested in being a sponsor or providing a door prize, please contact the Parks and Recreation Department. The City Manager reported that each year the Texas Division of Emergency Management, the National Weather Service, and officials from local jurisdictions join together to recognize Hurricane Preparedness Week. This year, May 15, 2016, through May 21, 2016, has been designated as Hurricane Preparedness Week in Texas. This is an excellent time to remind our residents to be prepared for hurricane season which begins June 1, It is also important to encourage the general public to make plans for what they will do before and after a storm, double-check emergency supply kits for themselves, register functional needs in the State s 211 State of Texas Emergency Assistance Registry (STEAR) database, and plan for their pets. The Friendswood Office of Emergency Management (OEM) scheduled a water bill mailer to be sent out to all residents of the City. The mailer contains helpful information for the public regarding evacuation zones, functional needs registry, Code Red registration and post storm electrical safety information. Additional hurricane preparedness materials will be made available at City Hall, the Friendswood Library, the Chamber of Commerce, and the Senior Activity building. Fire Marshal/Emergency Management Coordinator, Terry Byrd, and the OEM Staff have been busy with their hurricane preparedness efforts for the 2016 hurricane season. The Emergency Management Coordinator attended the 2016 National Hurricane Conference in Orlando, Florida in March, and attended the 2016 Texas Emergency Management Conference in San Antonio April 5, 2016, through April 8, 2016, to receive training in several specialized areas of disaster preparedness. The OEM will host the Annual City-Wide Hurricane Preparedness meeting on May 3, 2016, at the Public Safety Building with contractors, school districts, service providers, utilities, and other cities, along with Mayor Holland, Councilmembers, and City Staff to discuss their particular hurricane preparedness plans for the coming

In addition, the OEM Staff will be scheduling meetings with functional needs facilities (nursing homes, senior living facilities, etc.), local businesses, and with the faith-based organizations to discuss their preparedness plans and this year s changes with the National Hurricane Center s forecast products. The OEM Staff continuously reviews and updates the City s Emergency Management Plan as required by the State, along with other plans that assist the City in the recovery process following disasters. Contracts are in place for post-hurricane response including debris hauling, debris monitoring services, generator procurement, and other materials and services that the City may need. The City Manager commended Staff for being proactive in leading the City s efforts in training, coordinating meetings with the public, hardening facilities, and continually helping the City to be ready to deal with the next catastrophic event that comes our way. ACTION ITEMS (continued) Assistant City Manager Morad Kabiri reported that Ernest and Katherine Speed requested that Council not take action on the license agreement for 2401 Sierra Madre Drive. **Discussion and possible action regarding approval of a license agreement for 2401 Sierra Madre Drive by and between the City of Friendswood and Ernest and Katherine Speed died for lack of a motion. **Mayor Pro-Tem Hill moved to discuss the Hazard Mitigation Grant Projects. Assistant City Manager Morad Kabiri stated Staff received notice from Texas Department of Emergency Management of disaster recovery funds that are about to be made available from the state of Texas for the natural disasters that occurred in May 2015 and October There will be approximately $24 Million made available in counties and municipalities where disasters took place, potential projects that qualify are Sunmeadow drainage improvements and Annalea drainage project. In order to qualify, the City must have a cost benefit ratio of 1.2 or better, meaning the benefits to the property identified have to be at least 1.2 times greater than the cost of the project. Staff has done a rough assessment and the Annalea project is probably a better fit but a cost/benefit analysis is needed. Staff needs direction for Council to pursue a more in-depth cost/benefit analysis utilizing operating funds within the engineering budget. Discussion took place between Mayor Pro-Tem Hill, Council, and Staff regarding new development would mitigate some of those concerns in the Sunmeadow subdivision, infrastructure needs to be to be updated such as outfall into Chigger Creek, grant project would be similar to Whispering Pines/Friendswood Link road project, and is a 75/25 match. Consensus of Council was for Staff to pursue a more in-depth cost/benefit analysis. **Councilmember Scott moved to approve the appointment of Jeff Smith and Tamara Zurawski to the Keep Friendswood Beautiful Committee to fill vacancies with terms to expire November Seconded by Councilmember Enochs. The motion was approved 6-0. RESOLUTIONS Councilmember McGinnis recused himself for a conflict of interest. **Councilmember Rockey moved to approve Resolution R A resolution of the City of Friendswood, Texas, Galveston/Harris counties, endorsing the reappointment of four (4) members and appointment of one (1) new member to the Galveston County United Board of Health. Seconded by Councilmember Scott. The motion was approved 5-0 with Councilmember McGinnis recusing himself. **Councilmember Enochs moved to approve Resolution R A resolution of the City Council of the City of Friendswood, Texas, designating the Mayor as the City s representative in seeking eligible grant funds under the Justice Assistance (JAG) Grant Program for ; and authorizing the submission of such grant application to the Criminal Justice Division of the Office of the Governor.

The motion was approved 6-0. **Councilmember Rockey moved to approve Resolution R A resolution of the City of Friendswood, Texas, opposing Central Region Alternative No. 2 (CR No. 2) of the Gulf Coast Community Protection and Recovery District (GCCPRD) Storm Suppression Study, and supporting Central Region Alternative No. 1 (CR No. 1); providing for the delivery of such resolution to the GCCPRD, as well as Regional Economic Development agencies and State Legislators that represent Harris County and other gulf coast communities. Seconded by Councilmember McGinnis. The motion was approved 6-0. **Councilmember Rockey moved to approve Resolution R A resolution of the City of Friendswood, Texas, finding that CenterPoint Energy Houston Electric, LLC s, application for approval to amend its Distribution Cost Recovery Factor pursuant to 16 Tex. Admin. Code and to reconcile Docket No revenues to increase distribution rates within the City should be denied; finding that the City s reasonable rate case expenses shall be reimbursed by the company; finding that the meeting at which this resolution is passed is open to the public as required by law; requiring notice of this resolution to the company and legal counsel. Seconded by Councilmember McGinnis. The motion was approved 6-0. **Councilmember Scott moved to approve Resolution R A resolution of the City Council of the City of Friendswood, Texas, suspending the May 30, 2016, effective date of the proposal by CenterPoint Gas Texas Coast Division to implement interim grip rate adjustments for gas utility investment in Texas and requiring delivery of this resolution to the company and legal counsel. Seconded by Councilmember Rockey. The motion was approved 6-0. ORDINANCES Councilmember Hill recused himself for conflict of interest. **Councilmember McGinnis moved to approve the Second and Final reading of Ordinance No An ordinance approving a vacation of a portion of a public right-of-way situated on property located at 906 Murphy Lane, Friendswood, Texas; authorizing the Mayor to execute and the City Secretary to attest a quitclaim deed by and between the City and Christi Saban. Seconded by Councilmember Scott. The motion was approved 5-0 with Councilmember Hill recusing himself. **Councilmember Rockey moved to approve the Second and Final reading of Ordinance No An ordinance amending the Code of Ordinances of the City of Friendswood, Texas, Chapter 14 Buildings and Building Regulations by adopting the 2012 International Building Code, 2012 International Plumbing Code, 2012 International Mechanical Code, 2012 International Fuel Gas Code, 2012 International Energy Conservation Code and International Residential Code for one- and two-family dwellings; adopting the 2011 National Electrical Code; adopting local amendments thereto; providing other matters relating to the subject; providing for a penalty of an amount not to exceed $2,000 for each day of violation of any provision hereof; and providing for severability. Seconded by Councilmember Enochs. The motion was approved 4-2 with Councilmembers McGinnis and Scott opposed. **Councilmember Rockey moved to approve the Second and Final reading of Ordinance No An ordinance amending the Code of Ordinances of the City of Friendswood, Texas, Chapter 30 Fire Protection and Prevention, Article III. Fire Codes by adopting the 2012 International Fire Code and the 2012 Life Safety Code; adopting local amendments thereto; providing other matters relating to the subject; providing a penalty of an amount not to exceed $2,000 for each day of violation of any provision hereof; and providing for severability. Seconded by Councilmember Gustafson. The motion was approved 4-2 with Councilmembers McGinnis and Scott opposed.

8 05/02/ **Councilmember Scott moved to approve the Second and Final reading of Ordinance No An ordinance amending Appendix C Zoning, of the Code of Ordinances of the City of Friendswood, Texas, by amending the zoning classification for a acre tract of land located at 311 South Friendswood Drive, Friendswood, Texas, being out of a called acre tract conveyed from J.R. May and wife, Louise May, to Charles C. Lary, III, and recorded under Galveston County Clerk s file number , being part of Lot 9, Block 2, of Friendswood Subdivision, as recorded in Volume 238, Page 14, in the office of the County Clerk of Galveston County, Texas, located in the Sarah McKissick or J.R. Williams League, Galveston County, Texas; amending the zone classification from Light Industrial (LI) to Downtown District (DD), all as more specifically provided herein; providing for the amendment of the Official Zoning Map; providing a penalty in an amount not to exceed $2,000 for each day of violation of any provision hereof; and providing for severability. Seconded by Councilmember McGinnis. The motion was approved 6-0. **Councilmember McGinnis moved to approve the Second and Final reading of Ordinance No An ordinance amending Ordinance No in order to approve an annual rate adjustment as provided for in the City of Friendswood IESI Solid Waste franchise. (Now known as Progressive Waste Solutions) Seconded by Councilmember Gustafson. The motion was approved 6-0. **Councilmember Enochs moved to approve the First and Final reading of Ordinance No An ordinance amending City of Friendswood, Texas, Ordinance No , passed and approved October 5, 2015, same being an ordinance approving and adopting the City s General Budget for Fiscal Year by approving Budget Amendment VII to the Original General Budget of the City of Friendswood, Texas, for the Fiscal Year ; providing for supplemental appropriation and/or transfer of certain funds; providing for severability; and providing other matters related to the subject. Seconded by Councilmember Rockey. The motion was approved 6-0. COMMUNICATIONS FROM THE MAYOR AND S Councilmember Scott thanked Councilmember McGinnis for his time and service to the community, has been a pleasure serving with him. Councilmember McGinnis stated he was a citizen participant of Spring Sparkle and was an easy process, thanked City Manager Roger Roecker, City Staff and Council for putting the event together, had a pickup truck full and he was in and out fast. Four members of Scout Troop No. 442 toured City Hall before the Council meeting and it was a real pleasure to host them. Councilmember Enochs stated as the library construction is going in full swing, will have some interruption in service times, appreciates patience of citizens, and in a few weeks it will be well worth it. Councilmember Rockey encouraged citizens to go to the Memorial Day celebration, is nice to see veterans all come together at the end for a photo, and is making his acting debut next week at the Purple Box Theater. Congratulated Councilmember McGinnis on his last Council meeting, has been a pleasure working together and hopes Councilmember McGinnis will stay involved. Councilmember Hill stated the library services will be reduced from May 16, 2016, through May 27, 2016, due to construction. With Mayor Holland being sick he has been filling in, was honored to give 20 students certificates, amazed at what young people can do these days, some are in medical field, high schools do a tremendous job. Thanked Councilmember McGinnis, has been an asset to the community, considers him a friend, and asks everyone to keep Mayor Holland in their prayers. Councilmember Gustafson stated he had nothing to report. CONSENT AGENDA **Councilmember Scott moved to approve all items on the Consent Agenda as presented: A. Approving a

9 05/02/ Memorandum of Understanding (MOU) with Friendswood Independent School District (FISD) for use of their facilities for an ongoing City program. B. Approving an agreement with YMCA for the use of the Sesquicentennial Swimming Pool. C. Approving an Encroachment agreement with Chevron Phillips Chemical Company, LP, for improvements at Renwick Park. D. Accepting the March 2016 Property Tax Report. Seconded by Councilmember Enochs.
