Also Present: Brien Heckman, Rick Boze, Don Hanson, Jeff Moses, Jennifer Carver, Dan Faulkner and Lance Goodrode. Motion made by Reynnells, and 2 nd by Campagna to approve the December 14, 2017 Regular Board Meeting Minutes as amended. Roll call vote. All ayes. Motion carried. The new Superintendent is Greg Brooks and the new Permit Officer is Andy Abbott. Mr. Lance Goodrode addressed the Board regarding the extension of the purchase agreement to April 1 st with the stipulation that he pay the Township $1,000 a month until then. (Approved at the December 14 th meeting.) Mr. Goodrode told the Board all that he has done thus far to secure his financing for the building, but is still waiting on certain things to be completed before the purchase could be completed. The Board does not feel they are being good stewards of tax payer money to continue to pay the expenses on the building while the purchase is being secured. To alleviate this issue, it was discussed that Mr. Goodrode assume all monthly expenses of the building beginning Jan 1, 2018 until closing. If the purchase falls through, Mr. Goodrode will still be billed for the abovementioned expenses. The attorney will draft an agreement for review. Commissioner Hanson reported that due to the loss of key employees in the equalization department, those services will now be contracted out. Two firms have been contacted thus far. The County will also be interviewing for IT management due to turnover in that department.

4 Page 4 of 16 Lawrence Village Manager, Dan Faulkner stated that they are working on the budget for the upcoming year. The recent snow has added some overtime expenses but the below freezing temperatures have not caused any water line breaks yet. Dan complimented and thanked Chief Anchor and the Fire Department for their active role in community events like the Ox Roast and the recent Winter Festival. There is a joint meeting scheduled for January 30 th at 7:00 p.m. Chief Anchor told the Board that the department responded to several accident calls in December due to the weather. The water rescue trailer is now complete and loaded. Mr. Craig McDonald owner of McDonald Towing will be hosting a heavy vehicle extraction training on April 7 th and 8 th. The training will be utilizing his equipment which is exclusive to heavy vehicles and available for fire department use. Treasurer Stroud stated that the T&A Account has 2 outstanding items. Kelly at AGS is checking into the status of these items. Kim will have copies of the new reconciliation reports. Clerk Thompson pointed out the Road Fund has an expense overage due to additional seal coating. A motion was made by Thompson and second by Reynnells to increase the Road Fund budget by $ Roll call vote. All aye. Motion carried. The ZBA had no report. The Planning Commission will be meeting on January 23, 2018 and will review proposed zoning changes. Clerk Thompson brought up the issue of the Amish and home businesses/echo housing. Attorney Heckman will research ordinances regarding Amish issues as they pertain to the general population. OLD BUSINESS Jennifer Carver of Senior Services presented the proposed resolution for millage renewal to be placed on the upcoming ballot as well as additional millage. Motion by Reynnells and second by Thompson to appoint Sal Campagna as the Senior Services representative from Lawrence Township. All aye. Motion carried. Motion by Thompson and second by Campagna to approve the Resolution to place the millage renewal on the ballot for the August primary. Roll call vote. All aye. Motion carried. (Attachment 1) There was a brief discussion about what benefit Lawrence Township citizens were receiving for the existing millage. Motion by Spenner, second by Campagna to approve Resolution to place an additional.25 mill for Senior Services on the ballot for the August primary. Roll call vote. Aye Spenner, Thompson, Campagna. Nay Reynnells, Stroud. Majority aye. Motion carried. (Attachment 2) Arlington Township has offered to pay $16,000 per year for LTES services under a new contract instead of the current $32,000. After some discussion, and since there has been no increase to their cost since 2005, Reynnells made the motion that was second by Campagna that the amount should remain at $32,000 for the same services currently provided for the proposed agreement renewal. Roll call vote. All aye. Motion carried.

5 Page 5 of 16 NEW BUSINESS A motion was made by Spenner and second by Campagna to send all Board of Review members as well as Supervisor Spenner and Assessor Brousseau to the MTA Board of Review Training in February. Roll call vote. All aye. Motion carried. Motion by Thompson, second by Campagna to approve the new salary matrix revision for LTES which includes the minimum wage increase. Roll call vote. All aye. Motion carried. (Attachment 3) Board member salaries were discussed. Motion by Spenner and second by Stroud to approve Resolution set Trustees salary at $2,000 per year with no per meeting rate. Effective April 1, Roll call vote. Aye Spenner, Thompson, Campagna and Stroud. Nay Reynnells. Motion carried. (Attachment 4) Motion by Reynnells and second by Thompson to approve Resolution the Supervisor s salary to remain at $13,200 per year. Effective April 1, Roll call vote. All aye. Motion carried. (Attachment 5). Motion by Reynnells and second by Campagna to approve Resolutions and to set the Clerk and Treasurer salaries at $16,000 per year. Effective April 1, Roll call vote. All aye. Motion carried. (Attachments 6 and 7) The Annual Meeting and Budget Hearing is scheduled for March 24, 2018 at 1:00p.m. by a motion made by Thompson and second by Campagna to approve Resolution Roll call vote. All aye. Motion carried. (Attachment 8) Motion by Reynnells and second by Spenner to approve the Property Tax Resolution as presented. Roll call vote. All aye. Motion carried. (Attachment 9) Motion by Thompson and second by Campagna to approve the adoption of the new Boundary Adjustment and Parcel Combination forms. Roll call vote. All aye. Motion carried. Motion by Thompson and second by Reynnells to accept the 2018 Poverty Guidelines as presented. All aye. Motion carried. A special meeting to review the AGS contract is scheduled for January 25, 2018 at 6:00 p.m. Supervisor Spenner went around the room to encourage public comment. There was none. With no further business to attend to, a motion to adjourn was made by Reynnells and second by Campagna. All ayes. Motion carried.
