Ballas Road Des Peres, MO BOARD OF PUBLIC SAFETY COMMISSION MEETING OF AUGUST 5, 2013 The Board of Public Safety Commission Meeting, conducted in the Public Safety Building, was called to order by Commission Chairman Beermann at 7:01 p.m. Roll call was conducted with the following in attendance: Commissioner Larry Beermann, Commissioner Joanne Sullivan, Commissioner Robert Ashcraft, Alderman Sean Concagh, Chief Keith Krumm, Captain Sean Quinn; Captain Charles Milano was absent with excuse. Also present were Lieutenant Eric Hall and Mr. Robert Gregory. Commissioner Beermann announced the annual election of Commission Chairman was open for nominations. Commissioner Sullivan, in acknowledging Commissioner Beermann s performance as Chairman, nominated Commissioner Beermann to retain the position. Commissioner Ashcraft seconded the nomination and motioned to close the nominations. Having no other nominations, Commissioners Sullivan, and Ashcraft voted in favor of Commissioner Beermann; Commissioner Beermann and Alderman Concagh abstained from voting. Elected Commissioner Beermann then assumed the duties of Chairman. Chief Krumm requested to amend the order of the agenda (concurred with the Commission members) to introduce three (3) of the recently five (5) hired officers, with a sixth officer to be hired Wednesday, August 7 th. Lt. Eric Hall, who conducts the department s hiring processes, introduced and offered a brief experience/background Page 1 of 5

2 on the three (3) officers: Officer Gregory Van Mierlo served with St. Louis County Police for ten (10) years, with the last seven (7) assigned to the south county business district which included South County Mall. Officer Mierlo has a Bachelor s Degree in Criminal Justice. He is currently assigned to the West County Shopping Center substation and will attend E.M.T. (Emergency Medical Technician) training this semester. He will be scheduled for his basic training at the St. Louis County Fire Academy in January. Officer Robert Evans served seven (7) years with Chesterfield Police Department and had been assigned as a School Resource Officer for Parkway Central High School. Officer Evans also has a Bachelor s Degree in Criminal Justice. He is currently finishing his E.M.T. training and is also assigned to the West County Shopping Center substation. Firefighter/Paramedic David Williiams previously served with the Rock Township Ambulance District for two (2) years and Abbot EMS for five (5) years. He was a Team Leader in Class 89 of the St. Louis County Fire Academy and is a former U.S. Marine. Officer Williams has been assigned to a 24-hour shift. CITIZEN COMMENTS: To Commissioner Beermann s inquiry of any citizen comments, Commissioner Ashcraft highly complimented Officer Edward Fogelbach in his handling of a vandalism incident that occurred in Harwood Hills in June. Through Officer Fogelbach exemplary efforts of investigating, the youths were identified and the parents have made restitution for the damage. Commissioner Ashcraft also reported that Harwood Hills held its annual July 4 th Parade, and, while fewer were in attendance because several families children were involved in make-up games, the parade was enjoyed by all who attended. AGENDA AMENDMENTS/ADDITIONS: To Commissioner Beermann s inquiry of any agenda amendments and/or additions, the following was noted: Chief Krumm requested to remove the Old Business subject matter of Motion Request for Additional Officer (related to Sgt. Milberg s deployment). This topic had been discussed with the Commission at a previous meeting and the members informally were in favor of such a request. However, in that, both June and Page 2 of 5

3 July Public Safety Commission Meetings had to be cancelled, postponing a formal recommendation by the Public Safety Commission, the Board of Aldermen introduced the topic at its last meeting and approved the hiring of an officer during Sgt. Milberg s deployment. APPROVAL OF MINUTES: With regards to the minutes of the May 6, 2013,Public Safety Commission Meeting. Commissioner Ashcraft motioned to approve the minutes as written and Commissioner Sullivan seconded the motion. The motion carried with aye votes from Commissioners Beermann, Sullivan and Ashcraft; Alderman Concagh abstained. ALDERMANIC REPORT: Alderman Concagh offered the following updates: The landscaping project for the front of West County Shopping Center is scheduled to begin in September. Russell Stover and Raising Cain are anticipated to open in November. Culvers is applying to occupy the former Applebee s commercial site. BUDGET: Chief Krumm reported on the following budgetary items: In discussing his mid-year budget analysis memo forwarded to the Public Safety Commission and Jennifer Gray, Assistant City Administrator, Chief Krumm advised that approximately $140,000 surplus existed in salary (due to the number of personnel turnover this year). He has requested that $60,000 be transferred from the full-time salary account into the overtime account to not only compensate for the existing deficit, but to also cover upcoming use for manpower coverage until the end of the year. In addition, while there are a couple other accounts, such as Medical Exams and Medical Supplies, that will reflect a yearend deficit, the total amounts will be minor and will be adjusted during the yearend process. Relative to the 2013 Capital Improvement purchases, Chief Krumm offered the Page 3 of 5

4 following updates: o The exhaust system for the apparatus bay is to be installed at the end of August. o The non-slip floor will be applied in September. In response to Commissioner Ashcraft s inquiry, the emergency apparatus units will have to remain outside for three (3) days, or longer, depending on the weather. o Two (2) vehicles are to be delivered within the week. o The License Plate Reader is expected to be on the next Board of Aldermen Meeting Agenda. Once approved, it is anticipated the unit will be delivered within a month. Following a discussion of the unit s application, the available shared data base, and the department procedure that has been drafted, Commissioner Sullivan inquired about comparative arrest statics (before and after acquiring the unit) from the municipalities that already have been using the device. o The bid opening on the Rescue Struts is scheduled for August 14 th. o Specifications for the Message Board/Radar Trailer have been drafted and the bid advertisement will soon follow. The Commission members were given a copy of the 2014 Summary of the Capital Improvement Requests for Chief Krumm advised the 2014 Capital Improvement Requests and the 2014 Line-Item Budget Request sections will be forwarded to the Commission for its review when completed. To Commissioner Ashcraft s inquiry, Chief Krumm advised a new fire pumper has been listed as a requested purchase in QUESTIONS/DISCUSSION ON WEEKLY ACTIVITY REPORT TOPICS: To Commissioner Ashcraft s inquiry of the reported D.W.I.s and Leaving the Scene of an Auto Accidents, Chief Krumm advised there has been an increase in Driving While Under the Influence arrests. Relative to an increase in reported Leaving the Scene of an Auto Accident, a comparative study can be conducted. OLD BUSINESS: (With regard to the topic of Motion Request for Additional Officer (related to Sgt. Milberg s deployment, please see Agenda Amendments/Additions on page 2.) Page 4 of 5

5 NEW BUSINESS: Chief Krumm advised the Commission he recently attended the F.B.I.N.A.A. (Federal Bureau of Investigation National Academy Associates) Conference, held in Orlando, Florida. He related on a particular training session he attended, concerning Identity Theft and the high-risk presented by having/using debit cards. Having no other topics or announcements, Commissioner Ashcraft motioned to adjourn the meeting and Commissioner Sullivan seconded the motion. The motion unanimously carried with aye votes from Commissioners Beermann, Sullivan and Ashcraft, and Alderman Concagh. The meeting was adjourned at 7:34 p.m. APPROVED BY: dt Page 5 of 5
