2 CALL TO ORDER ROLL CALL PUBLIC COMMENTS MINUTES LICENSES MINUTES OF THE HEALTH AND SAFETY COMMITTEE City of Tomahawk City Council Chambers June 06, 2017 Pat Haskin called the meeting of the Health and Safety Committee to order at 6:01PM. Members present were Pat Haskin, Alan Hanson, Dale Ernst, Jim Graeber, and Steve Bartz. Also present were Director of Public Works John Cole, Police Chief Al Elvins, Fire Chief John Peeters, Clerk-Treasurer Amanda L. Bartz and Office Assistant Brenda Crass. Carlyss Beier, 1352 Kings Road, stated she just returned from Florida and her neighbors house is in worse condition than ever. She stated they are not living in the home as they reside at Milestone Senior Living. She stated there are at least two cats present and they cannot take care of the property. Beier stated the grass is a foot high. Wilbert Nelson, 1340 Kings Road, has been in contact with Officer Susa regarding the property and stated he was going to re-roof the home. Beier stated nothing has been trimmed and a clothes line has rusted and fell while the post is still standing. She stated the windows have never been painted and there is a sliding glass door that has never been opened and is rotting. She reiterated that she has never been on the property and the pictures provided were taken from the outside of the surrounding fence. Beier stated the City has two propositions: 1) go in and have the City mow and clean up the property and to put the cost back on their taxes or 2) have the City contact their son in Southern California. BARTZ asked Clerk BARTZ to add it to the agenda for next month. GRAEBER questioned the property on South Tomahawk Avenue regarding the animal issue. Clerk BARTZ clarified it will be on the July agenda. GRAEBER MOVED to approve the minutes from May 02, 2017 and HASKIN seconded. The VOTE was unanimous. 1.) Operator Licenses GRAEBER MOVED to approve the licenses as presented and HASKIN seconded. The VOTE was unanimous. Health and Safety Committee June 06, 2017 Page 1 of 3
3 SPECIAL EVENTS 2.) Liquor Licenses GRAEBER MOVED to approve liquor licenses as presented and HASKIN seconded. The VOTE was unanimous. 3.) Premise Revisions Mary s Hangout June 10, July 22 and August 26, 2017 Mohawksin Musky Masters Tournament Awards Presentations and September 14-17, 2017 Tomahawk Fall Ride HASKIN MOVED to approve the premise revisions as presented and ERNST seconded. The VOTE was unanimous. 4.) Tobacco Licenses HASKIN MOVED to approve the tobacco licenses as presented and ERNST seconded. The VOTE was unanimous. 1.) Year to Date Budget Vs. Actual for Celebrations The Year to Date Budget is for informational purposes only. 2.) Tomahawk Main Street, Inc. Farmers Market Tuesdays June October Clerk BARTZ stated Tomahawk Main Street apologized for the late notice and reiterated it is the same as previous years. HASKIN MOVED to approve the special event application as presented and GRAEBER seconded. The VOTE was unanimous. 3.) Tomahawk Lions Club Pow Wow days July GRAEBER MOVED to approve the special event application as presented and ERNST seconded. Discussion followed regarding open intoxicants. The VOTE was unanimous. 4.) Tomahawk Fall Ride Veterans of Foreign Wars, Wurl-Feind-Ingman Post 2687 Clerk BARTZ clarified this is for informational purposes and stated that MDA has also put their application for Health and Safety Committee June 06, 2017 Page 2 of 3
4 OTHER 1.) Review Special Event Fees BUSINESS Clerk BARTZ stated at the last meeting it was discussed to relook at the event fees and adding a port-a-potty charge. She stated Oh Jay Services charges $60 a unit for pumping the City s units. COLE explained the cost for delivery and pickup would be approximately $15 - $20 to recoup the cost of the unit. GRAEBER MOVED to set the fee for the rental of the port-a-potties at $75 per unit per day. ERNST seconded. HASKIN clarified that when there are events in the City there is a certain obligation to the citizens. The VOTE was unanimous. Discussion followed regarding the price for dumpsters and the cost to dump. GRAEBER MOVED to approve a cost of $16.00/yard for garbage and a cost of $10.00/yard for recycling. HASKIN seconded. The VOTE was unanimous. REPORTS 1.) Police Department Report May 2017 The Health and Safety Committee reviewed the Police Department report as presented. 2.) Fire Department Report May 2017 The Health and Safety Committee reviewed the Fire Department report as presented. NEXT The Health and Safety Committee will meet on July 18, 2017 at 6:00PM at City MEETING Hall in the Council Chambers. ADJOURN ERNST MOVED to adjourn the meeting of the Health and Safety Committee and GRAEBER seconded. The VOTE was unanimous. The meeting was adjourned at 6:44PM. 8 City of Tomahawk Health and Safety Committee Brat Fry & Bon Fire September 14, 2017 EVENT INFORMATION This event is sponsored by the Tomahawk Regional Chamber of Commerce at SARA Park Boat Landing. The event takes place during the Fall Ride. The estimated attendance will be 400. Event times are from 6:00pm to 10:00pm. There will be food concession and alcohol sales. All paperwork has been included with the application including a Certificate of Insurance listing the City of Tomahawk as an additional insured for $1,000,000. The application fee of $25.00 has been paid along with $10.00 for a Temporary Class B Picnic License and $12.00 for 6 solid waste containers. ($47.00 total) 1. CITY RESOURCES Fire Department Fire Department will be on site. Public Works o $1, in personnel cost (24 man hours) o $1, in equipment usage (loader, dump truck, clam truck) o $97.92 for gravel (24 Police Department Area will be monitored by on duty officer. TOTAL ESTIMATED COSTS: $2, SITE LAYOUT This event is located at SARA Park Boat Landing. 3. RESERVATIONS No reservations required. 4. GARAGE COLLECTIONS Event organizers are paying for the delivery and pick-up of 6 solid waste containers. o The Public Works Department is asking for 6 additional container based on the previous year. 5. RESTROOMS Use of the bathrooms at the park will be available. 6. PARKING Traffic is controlled by MDA and Harley volunteers that are on premise during the event.
9 7. EMERGENCY PLAN The Chambers with provide a first aid kit and lost child area. It will be posted indicating both the first aid kit and the lost child area. Weather will be monitored by the event organizers and emergency situations will relayed to participant. The Chamber will be working with the Fire Department for safety during the event. Fire Department will be on site. 8. OTHER COMMENTS/RECOMMENDATIONS FROM DEPARTMENTS Public Works will build the bonfire the week of September 11 th. There will be 12 barricades used to keep people away from the fire pit. Garbage cans will be placed on September 14 th and picnic tables moved around the area as well. 9. 10 City of Tomahawk Health and Safety Committee Fall Ride Main Street and Thunder Parade September 15-16, 2017 EVENT INFORMATION This event is sponsored by the Veterans of Foreign Wars Wurl-Feind-Ingman Post 2687 with an estimated 10,000-15,000 people in attendance. The event shall include: A Thunder parade Live Music Food Vendors Refreshments (2 Beer Tents). Open intoxicants are waived in the event area during the following times: o September 15, 2017 from 5:00PM until midnight (beer sales end at 11:30PM) o September 16, 2017 from 3:00pm until midnight (beer sales end at 11:30PM) All paperwork has been included with the application including a Certificate of Insurance listing the City of Tomahawk as an additional insured for $1,000,000. Most event fees have been paid ($115.00). 1. CITY RESOURCES Fire Department o No additional services required Public Works $1, Police Department $24,000 (All Events) 2. SITE LAYOUT Parade route is attached. Detailed map of Main Street is attached. Food vendor locations are attached. 3. RESERVATIONS No reservations are needed for this event. 4. GARAGE COLLECTIONS The VFW will be providing their own receptacles for the event.
11 5. RESTROOMS 60 Port-a-potties will be provided for the event. 3 Handwashing station are provided as shown on the map. 6. PARKING See attached map and street closure application. 7. EMERGENCY PLAN Main Street Events o Medical tent staffed by medical personnel will be provided downtown. o The west side of N. and S. Tomahawk Avenue and the Alleys will be kept clear for emergency vehicles with barricades. o The PA system will be utilized in the event of emergency weather/situations. Thunder Parade o Fire Department will be leading the parade o Lincoln County Sheriff s Department will be blocking the intersections. 8. OTHER COMMENTS/RECOMMENDATIONS FROM DEPARTMENTS On Friday and Saturday Wisconsin Avenue will be closed to vehicle traffic at 11:00am. 9. Event fees have been calculated to be $2, ($25.00 application fee, $ camping and $1, police services) 1. CITY RESOURCES Fire Department: o No additional services needed Public Works: $2, o Electrical set up to vendors o Tent layout and wiring o Band layout and wiring o Logistics o Walk-through with MDA on building procedures o Parking lot sweeping on Wednesday Police Department: $24, (All Events) 2. 22 3. RESERVATIONS MDA camping reservations are calculated to be $ based on prior years. 4. GARAGE COLLECTIONS Dumpsters and bins are contracted with Advanced Disposal 5. RESTROOMS No addition services. 6. PARKING Parking is provided on site. Volunteers with safety vests and flags will direct the flow of traffic and control parking. 7. EMERGENCY PLAN A first aid kit and AED will be on the grounds located in the volunteer center. A banner is hung showing the location. MDA and Harley Davidson staff will be checking weather regularly and will notify participants of emergency situations over the PA system. Security staff will removed barricades to allow full access to the emergency vehicles. 8. OTHER COMMENTS/RECOMMENDATIONS FROM DEPARTMENTS A detailed schedule of events is attached. 9.
