1 PARK RESERVATIONS Reservations for Sam Brannan Park or Gauche Aquatic Park picnic areas must be made in person at: City Hall Parks & Recreation or Gauche Aquatic Park 1201 Civic Center Blvd., Yuba City 421 C St., Yuba City Monday - Friday, 8am - 5pm Call for office hours (530) (530) Sam Brannan and Gauche Aquatic Park are tobacco free parks. Facilities will be clean and ready for permit holder by 9am. We cannot guarantee their condition after 9am. Reservations must be made by Thursday at 5 p.m. We apologize for the inconvenience; however, no reservations can be made over the telephone or online. Telephone inquiries concerning open dates are welcome but do not guarantee availability. All permits are issued on a firstcome, first-serve basis. In order to complete a reservation, fees must be paid in full. Facility reservations may be made up to 365 days in advance. During periods of major construction or due to emergency repairs and maintenance, the Yuba City Parks and Recreation Department reserves the right to cancel a permit. If a mutual date for rescheduling cannot be agreed upon, a full credit/refund will be made. Refunds take approximately two weeks to process and will be mailed. The permit holder should always attempt to resolve any reservation conflict. In the event the permit holder is unsuccessful in resolving the conflict, the Yuba City Police Department at may be contacted. Any other issues that may arise during the reservation, unrelated to a reservation conflict, between 9am - 2:30pm can be directed to the Parks Department at (530) Once a reservation is made, a $15 processing fee will be assessed if the permit is cancelled or moved to another date. Cancellations or date changes must be made in person with a copy of the permit or proof of identification. If a permit holder was unable to use the facility due to inclement weather conditions, contact must be made with Yuba City Parks and Recreation on the next business day to receive a credit/refund. We are sorry, but a credit/refund cannot be given if notification is not made within the next business day. GAUCHE AQUATIC PARK, 421 C Street, Yuba City AREAS (Covered) # OF TABLES CAPACITY FEE $ $ $ $ $ $100 BLACKBURN-TALLEY SPORTS COMPLEX - Softball Field Rental Bounce/Jump Houses Are allowed only if a park reservation has been made and the vendor has provided a Certificate of Liability Insurance naming City of Yuba City as an additional insured. Rental Deposit In addition to the reservation fee, park reservations require a deposit of $50 by check or credit card (no cash will be accepted). Rental deposits will only be returned if the reserved area is left clean at the conclusion of the event Public Events Prior to holding a public event in a park, the responsible party must submit a Special Events Facility Application at City Hall at least 2 weeks in advance of the event. A permit will be released upon approval by the Director. When there is an open field during league play (Monday - Friday), rentals will be allowed between 6-10 p.m. at the following rates: $20 per hour without lights $35 per hour with lights During the times when the facility would otherwise be closed, fields may be rented at the discretion of the Yuba City Parks and Recreation Department. A Parks and Recreation Facility Attendant will be assigned to the facility during these rentals. Call (530) for rates and availability or to coordinate a weekend rentals or tournament.

3 PERMIT CONDITIONS AND PROVISION, YUBA CITY MUNICIPAL CODE TITLE 9. PARKS AND RECREATION, CHAPTER 2. PARKS AND RECREATION REGULATIONS SECTION APPLICATION OF RULES AND REGULATIONS (a) The park and recreation areas within the City shall be used and maintained for the benefit and entertainment of the public generally, subject, however, to the restrictions and limitations contained in this chapter and such other regulations as the Council may adopt hereafter by resolution. (b) The regulations set forth in this chapter shall apply to and be in full force and effect at all park and recreation areas which are under the jurisdiction and control of the City. Such regulations shall govern the use of all such park and recreation areas, and the observance of such regulations shall be a condition under which the public may use the park and recreation areas. SECTION HOURS OF USE (a) For purposes of this chapter, the word "neighborhood parks" shall mean any City park except for Blackburn-Talley Sports Complex, Gauche Park and Sam Brannan Park. Blackburn-Talley Sports Complex, Gauche Park and Sam Brannan Park are defined as "community parks" for purposes of this chapter. (b) Neighborhood Parks. It shall be unlawful for any person to remain, use or loiter in any neighborhood park at any time between one-half hour after sunset to sunrise the following morning, with the exception of City-approved recreational activities. (c) Community Parks. It shall be unlawful for any person to remain, use or loiter in any community park at any time between the hours of 10:00 PM and sunrise the following morning, with the exception of a City-approved recreational activity. SECTION CARE OF PUBLIC PROPERTY It shall be unlawful for any person to mark, graffiti, deface, disfigure, injure, tamper with, displace, or remove any City-owned real or personal property of any kind in any park or recreation area. SECTION CARE OF TREES, SHRUBBERY, AND LAWNS It shall be unlawful for any person to damage, cut, carve, transplant, or remove any tree, plant, wood, turf, or grass, or pick the flowers or seeds of any tree or plant, or attach any rope, wire, or other object to any tree or plant located in any park or recreation area. SECTION DEFACING TREES AND OTHER OBJECTS It shall be unlawful for any person to deface any tree or to walk, stand, or sit upon any monument, vase, fountain, railing, fence, or other property not designated or customarily used for such purposes in any park or recreation area. SECTION RESTROOMS It shall be unlawful for any person to fail to cooperate in maintaining restrooms in a neat and sanitary condition. Male persons shall not resort to any restroom facility set apart for women, and female persons shall not resort to any restroom facility set apart for men; provided, however, the provisions of this section shall not apply to children accompanied by an adult person. SECTION ADVERTISING MATTER It shall be unlawful for any person to distribute, circulate, give away, throw, or deposit any handbill, circular, dodger, pamphlet, paper, or advertisement or post or affix the same to any tree, fence, building, or other property in any park or recreation area. SECTION REFUSE, TRASH AND LITTER It shall be unlawful for any person to dump, deposit, or leave any bottles, broken glass, ashes, paper, boxes, cans, dirt, rubbish, waste, garbage, or other such refuse or trash in any park or recreation area except in proper receptacles provided for such purpose. Such refuse or trash so placed shall be only that generated in connection with normal activities in, and the use of, the park or recreation area. Where such receptacles are not provided, all refuse or trash shall be carried away from the park or recreation area by the person responsible for its presence and properly disposed of elsewhere. SECTION FIRES RESTRICTED It shall be unlawful for any person to make or kindle a fire or to hold any barbecue in any park or recreation area except in the stoves or pits provided by the City. SECTION HAZARDOUS GAMES, ETC. It shall be unlawful for any person to fly a model airplane (motor-driven), propel a rocket or missile of any type, hitting a golf ball, or participate in archery, handball, or any similar game of hazardous nature in any park or recreation area except at such places designated for such use by the City. SECTION VEHICLES PROHIBITED It shall be unlawful for any person to operate or park any motor vehicle in or upon any park or recreation area. As used in this section, "motor vehicle" shall include any type of motor driven vehicle, including, without limitation, house trailers, motorcycles, motorized two (2) or three (3) wheel vehicles, buses, and automobiles. Such motor vehicle shall be parked only in the places specifically provided or designated for such purpose. Bicyclists shall be permitted to wheel or push bicycles by hand on any grassy area, trail, or path reserved for pedestrian use. All non-motorized vehicles shall be operated at all times with reasonable regard for the safety of others. SECTION LOUD OR BOISTEROUS CONDUCT It shall be unlawful for any person to use loud, boisterous, threatening, abusive, insulting, or indecent language, or engage in other loud or disturbing conduct by the use of any loudspeaker, or other noise making device, or engage in any disorderly conduct or behavior tending to a breach of the public peace and enjoyment in any park or recreation area. Any person who is loud, boisterous, threatening, abusive, insulting, or publicly offensive shall not be permitted to remain within any park or recreation area. Playing amplified music or a musical instrument may be allowed, if (1) the use meets the City-established noise and operating criteria within City parks and recreational areas and (2) a permit is obtained from the Yuba City Parks and Recreation Department, located at 1201 Civic Center Blvd., Yuba City, CA.

4 The person is responsible for the supervision and safety of all participants at the event. The permit must be kept at the facility or recreation area during use and shown to anyone requesting to see verification. SECTION VENDING AND PEDDLING It shall be unlawful for any person to sell or offer to sell any goods, wares, merchandise, article, or thing whatsoever or station or place any stand, cart, or vehicle for the transportation, sale or display of any such article or thing in any park or recreation area without first obtaining a business license or written permission from the City's Administrative Services Department. SECTION ORGANIZED GROUPS RESTRICTED It shall be unlawful and a misdemeanor for any company, society, social organization, social club, or other organization of persons to hold or conduct any picnic, celebration, parade, service, exercise, or other similar recreational activity having twenty-five (25) or more participants in any park or recreation area without obtaining a reservation for the park or recreation area from the Yuba City Parks and Recreation Department, and it shall be unlawful for any person to take part in any such activity held or conducted contrary to the provisions of this section. SECTION ALCOHOL RESTRICTIONS IN NEIGHBORHOOD AND COMMUNITY PARKS It shall be unlawful for any person to bring, possess, or consume any alcoholic beverage within the confines of Yuba City's parks and recreation areas, with the exception of Sam Brannan Park and Gauche Park. In Sam Brannan and Gauche Parks, possession and/or consumption of alcoholic beverages shall be permitted only by permit obtained from the Yuba City Parks and Recreation Department. The person responsible for the conduct of an activity must sign the permit and the permit holder is totally responsible for the supervision and safety of all participants at the event. City may revoke the approval of this permit at any time in the interest of public safety. Such revocation shall be at the sole discretion of any City emergency service worker (police or fire). Any permit pursuant to this section allowing the consumption of alcohol at Sam Brannan Park or Gauche Park shall be limited to only the consumption of beer and wine. The fenced-in softball facility at the Blackburn-Talley Sports Complex is subject to separate regulations per Section of this chapter. SECTION ALCOHOL/FOOD/BEVERAGE CONTAINER RESTRICTIONS AT BLACKBURN-TALLEY SPORTS COMPLEX (a) Alcohol Restrictions. It shall be unlawful for any person to bring, posses, or consume any alcoholic beverage within the fenced-in softball complex area at Blackburn-Talley Park unless said alcoholic beverage was dispensed by the City approved concessionaire. (b) Food and Beverage Container Restrictions. It shall be unlawful for any person to bring or possess any type of glass, hard plastic or metal food or beverage containers within the fenced-in softball complex area at Blackburn-Talley Sports Complex. SECTION SAFETY EQUIPMENT WHEN RIDING SKATEBOARDS It shall be unlawful for any person to ride a skateboard, or permit a minor for whom he or she is responsible, to ride a skateboard, in a park or recreational facility unless the person, while riding the skateboard, is wearing a helmet, elbow pads and knee pads. SECTION REGULATIONS AND LIMITATIONS REGARDING YUBA CITY SKATE PARK The Yuba City Skate Park in Sam Brannan Park is provided for the benefit and entertainment of residents for skateboarding and in-line skating. No skateboarding or inline skating shall be allowed within Sam Brannan Park outside of the designated Skate Park. No bicycles shall be allowed within the confines of the Yuba City Skate Park. The City reserves the right to remove any person from the facility who is acting in an inappropriate manner. SECTION CAMPING IN CITY PARKS AND RECREATIONAL AREAS It shall be unlawful to camp or sleep overnight in City parks and recreational areas. SECTION DOGS IN CITY PARKS AND RECREATIONAL AREAS (a) It shall be unlawful for any person who owns or has the charge, care, control or custody of any dog to allow, cause, or permit such dog to be in or upon any park or recreational area belonging to the City, unless such dog is on a leash and is under the complete control of the person owning or at the time is in possession of such dog. Such leash shall not be more than eight (8') feet in length. (b) It shall be the responsibility for any person who owns or has the charge, care, control or custody of any dog, while in a City park or recreational area, to clean up fecal matter from their pet before leaving the facility and to properly dispose of same. (c) No dogs, other than trained guide dogs, shall be allowed within the fenced confines of the Blackburn-Talley Sports Complex softball facility. SECTION TRESPASSING AT LOCKED CITY PARKS AND RECREATIONAL AREAS It shall be unlawful to trespass upon a locked City park or recreational area, including, but not limited to, the Blackburn-Talley Sports Complex softball facility, and the municipal pool, tennis courts and skate park in Sam Brannan Park, when it is not in use nor available to the public for use. SECTION TOWN SQUARE FOUNTAIN It shall be unlawful for any person to wade, bathe, swim, enter in or otherwise trespass in the water area of the Town Square Fountain. SECTION SMOKING PROHIBITION AT ALL CITY PARKS AND WITHIN 50 FEET OF ANY PUBLIC ENTRANCE INTO ANY CITY OWNED OR LEASED FACILITY It shall be unlawful for any person to use any tobacco product in all City parks and within fifty (50') feet of any public entrance into any City owned or leased facility. "Tobacco product" means any substance containing tobacco leaf, including, but not limited to, cigarettes, cigars, pipe tobacco, snuff, chewing tobacco, dipping tobacco, bidis, or any other preparation of tobacco. SECTION ENFORCEMENT The Director of Parks and Recreation, or his designee, shall be responsible for enforcing the provisions of this chapter insofar as they relate to the functions and duties of the department. The Police Chief shall be responsible for enforcing the penal provisions of this chapter.
