1 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF CORALVILLE, JOHNSON COUNTY, IOWA SUBJECT TO THE APPROVAL BY THE CORALVILLE CITY COUNCIL AT A SUBSEQUENT MEETING A Regular Meeting of the City Council of the City of Coralville, Johnson County, IA was held at City Hall, th Street on Tuesday, October 24, 2017 with Mayor John A. Lundell presiding and was called to order at 6:30 P.M. The following staff was present: City Attorney Don Diehl; City Attorney Kevin Olson; City Engineer Dan Holderness; Building & Zoning Official Jim Kessler; Director of Finance Tony Roetlin; Police Lieutenant Deb Summers; Police Officer Brad Clark; Streets & Solid Waste Superintendent Eric Fisher; Telecommunications Assistant Katy Hoffer; City Clerk Thorsten J. Johnson. Motion by Gill, seconded by Hoeft to approve the agenda. Motion carried. Ayes: 5. Votes are 5 Ayes for Motions, Resolutions and Ordinances unless otherwise noted. During Citizen comments Coralville Resident Rex Brandstatter thanked Mayor John A. Lundell and Councilpersons Bill Hoeft, Tom Gill and Laurie Goodrich whose terms are up this year for their service and working for the betterment of Coralville. Brandstatter hoped to see all of them return after the election except for Hoeft who is not running for reelection. Lt. Deb Summers introduced K-9 Officer Brad Clark and K-9 Unit Matz to the Mayor and Council. Matz is an 11-month-old German Shephard trained in apprehension, drug detection, tracking and article searching. Resident Rohan Phillips stated he wants a public hearing on violations of Chapter which requires rental housing inspections every three years. Phillips claims they have been conducted biannually since Lundell told Phillips to contact and work with the City Administrator and City Attorney. Resident Mike Schroeder noted he has been to the Council meeting before to advocate for a sidewalk connecting the Senator Tom Harkin Trailhead with Highway 6 on the east side of Coral Ridge Avenue. Schroeder reported he recently tripped on hidden hole in the grass median between Quality Care and the road and was lucky he didn t get injured or fall over the retaining wall into Quality Care s parking lot or the busy roadway. Lundell and Councilperson Bill Hoeft thanked Schroeder for bringing up this issue again and assured him they will continue to work on finding a way to get the sidewalk funded and built. LOT 2, IOWA RIVER LANDING, PART TWO ~ PUBLIC HEARING Mayor John A. Lundell declared this the time for a public hearing on proposals to dispose of an interest in real property and enter into a Development Agreement with Watts Group IRL, LLC for Lot 2, Iowa River Landing, Part Two, Coralville, Iowa. There were no public or written comments and there were no other proposals. Lundell closed the public hearing. 897 BOSTON WAY ~ PUBLIC HEARING Lundell declared this the time for a public hearing on intent to dispose of an interest in real property, that parcel being 897 Boston Way, Coralville, Iowa. There were no public or written comments. Lundell closed the public hearing. Lundell reported this property was acquired by the City through an abandonment procedure and the City has one proposal from Iowa Valley Habitat for Humanity to rehabilitate the property. After Iowa Valley Habitat for Humanity rehabilitates the property they will turn it over to a family who meets their criteria. RESOLUTION NO Resolution approving the disposal of certain real property at 897 Boston Way to the Iowa Valley Habitat for Humanity was introduced by Hoeft, seconded by Dodds. A roll call vote was taken. Resolution declared adopted. 1

2 A PORTION OF OUTLOT A, DOVETAIL ESTATES, PART 7 ~ PUBLIC HEARING Building & Zoning Official Jim Kessler reported. this will change the land use to Residential for 39,476 sq. ft. northern half of Outlot A located in Dovetail Estates, Part 7 and leave the southern half Neighborhood Commercial Use. The lot is located on the southwest corner of E. Grant View Drive and East Grant View Lane and it has been vacant for several years. Kessler added in order for this lot to be developed it will still need to come before the Council to be subdivided into two lots, rezoned and have a site plan approved. The Planning & Zoning Commission voted 7-0 to recommend the Council approve changing the land use from Neighborhood Commercial Use to Residential Use. Lundell declared this the time for a public hearing on amending the Land Use of a portion of Outlot A, Dovetail Estates, Part 7 from Neighborhood Commercial Use to Residential Use. There were no public or written comments. Lundell closed the public hearing. ORDINANCE NO An ordinance amending the Coralville Community Plan to reflect certain property generally known as a portion of Outlot A, Dovetail Estates, Part 7, Coralville, Iowa to be designated as Residential Use in place of Neighborhood Commercial Use, was introduced by Gross, seconded by Gill for 1 st consideration. A roll call vote was taken. Motion carried. LOT 5, CORALVILLE INDUSTRIAL PARK NO. 2 FOURTH ADDITION ~ PUBLIC HEARING Kessler reported this will add a 15-unit rental storage building to the existing Quality Care Storage complex south of James Street. This building will match the existing buildings in the complex. The Planning & Zoning Commission voted 7-0 to recommend the Council approve the Amended PUD B Site Plan for Lot 5, Coralville Industrial Park No. 2 Fourth Addition. Lundell declared this the time for a public hearing on the Amended PUD B Site Plan for Lot 5, Coralville Industrial Park No. 2 Fourth Addition. There were no public or written comments. Lundell closed the public hearing. RESOLUTION NO Resolution approving an Amended PUD-B Site Plan for Lot 5, Coralville Industrial Park No. 2 Fourth Addition, Coralville, Iowa was introduced by Gill, seconded by Hoeft. A roll call vote was taken. Resolution declared adopted. LOT 3, CORALVILLE INDUSTRIAL PARK NO. 2 SIXTH ADDITION Ordinance No An ordinance amending the Coralville Zoning Ordinance, the same being Ordinance No. 664, as previously amended, rezoning certain property located within the corporate limits of the City of Coralville, Johnson County, Iowa, and generally known as Lot 3, Coralville Industrial Park No. 2 Sixth Addition, from I-2, General Industrial District, to I-PUD 2, Industrial Planned Unit Development Two District, was introduced by Dodds, seconded by Goodrich for 3 rd and final consideration. A roll call vote was taken. Ordinance declared adopted after its publication as required by law. RESOLUTION NO Resolution approving the PUD-B Site Plan for Lot 3, Coralville Industrial Park No. 2 Sixth Addition, Coralville, Iowa was introduced by Gill seconded by Hoeft. A roll call vote was taken. Resolution declared adopted. CORAL RIDGE AVENUE IMPROVEMENTS PHASE 2 ASSESSMENTS Lundell noted these resolutions are for the special assessment process on benefitted property owners for turn lanes and installation of traffic signals at Wheaton Boulevard that are part of the Coral Ridge Avenue Improvements Phase 2. The hearing on the adoption of the proposed Resolution of Necessity will be November 28, RESOLUTION NO Resolution setting value of lots for Coral Ridge Avenue Improvements Phase 2 was introduced by Gross, seconded by Gill. A roll call vote was taken. Resolution declared adopted. After Resolution No was read Olson reported the City is assessing $566, of the $8.5 to $9 Million project which is way lower than the value of the 40 acre lots being assessed. RESOLUTION NO Resolution approving the Preliminary Schedule of Assessments for the Coral Ridge Avenue Improvements Phase 2 was introduced by Gill, seconded by Hoeft. A roll call vote was taken. Resolution declared adopted. RESOLUTION NO Resolution of necessity (proposed) and directing notice of hearing thereon for the Coral Ridge Improvements Phase 2 was introduced by Dodds, seconded by Goodrich. A roll call vote was taken. Resolution declared adopted. ENTRY SIGN WALL PROJECT 1 ST AVENUE AND 9 TH STREET Lundell noted this project constructed a sign wall on the southwest corner of 1 st Avenue and 9 th Street. The retainage due in 30 days is $9, Motion by Gill, seconded by Hoeft to approve Pay Estimate #4 FINAL to Calacci Construction Co., Inc. for the Entry Sign Wall Project 1 st Avenue and 9 th Street: $7, Motion carried. RESOLUTION NO Resolution accepting the Entry Sign Wall Project 1 st Avenue and 9 th Street as completed was introduced by Goodrich, seconded by Dodds. A roll call vote was taken. Resolution declared adopted. CORAL RIDGE AVENUE IMPROVEMENTS PHASE 2 DUCT BANK PROJECT Lundell noted this project constructed a common underground duct bank along Coral Ridge Avenue between Forevergreen Road and Oakdale Boulevard for private utility facilities to relocate in anticipation of a street reconstruction project. The retainage due in 30 days is $12, Motion by Gross, seconded by Hoeft to approve Pay Estimate #2 FINAL to TD&I Cable Maintenance, Inc. for the Coral Ridge Avenue Improvements Phase 2 Duct Bank Project: $7, Motion carried. RESOLUTION NO Resolution accepting the Coral Ridge Avenue Improvements Phase 2 Duct Bank Project as completed was introduced by Hoeft, seconded by Goodrich. A roll call vote was taken. 4 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM DISASTER RECOVERY NATIONAL DISASTER RESILIENCY CONTRACT 11-NDRI-010 Lundell noted this Status of Funded Activity public hearing is for the grant to modify two storm water pump stations to protect vulnerable properties along Clear Creek; raise weir walls; add back up power and miscellaneous controls and gates in Coralville and is administered by the East Central Iowa Council of Governments. The public hearing will be November 14, RESOLUTION NO Resolution setting a public hearing for the Community Development Block Grant (CDBG) Program Disaster Recovery National Disaster Resiliency Contract 11-HSG-010 Status of Funded Activities (SOFA) was introduced by Gross, seconded by Gill. A roll call vote was taken. Resolution declared adopted. BROWN DEER GOLF CLUB Lundell noted this land lease is for the construction of a hotel near Brown Deer Golf Club. The public hearing will be November 14, After the resolution was read, Olson noted this is just for the ground lease and there will be several more steps that will need Council approval including lease terms, site plans and hotel plans before the project comes to fruition. RESOLUTION NO Resolution of intent to enter into a Lease Agreement with Fairway Suites Development, LLC was introduced by Gill, seconded by Hoeft. A roll call vote was taken. Resolution declared adopted. IOWA ARENA PROJECT Mayor John A. Lundell noted this agreement is for professional consulting services to assist in the design of certain systems to be installed at the Iowa Arena Project and it is not to exceed $150, (all expenses included). Olson added this was left out of the architectural services agreement and it will make sure the systems function correctly and the City is getting the best value. RESOLUTION NO Resolution approving a consulting services agreement with Anthony James Partners to review the systems for the Iowa Arena Project was introduced by Dodds, seconded by Goodrich. City Engineer Dan Holderness reported on upcoming construction for the 1 st Avenue Improvements Project 6 th Street to 9 th Street. On Thursday, October 26 th ; Monday, October 30 th and Tuesday, October 31 st there will be single lane closures on 1 st Avenue for improvements and widening of the CRANDIC railroad crossing and installation of new gas lines by MidAmerican Energy Company. A bid letting by the Iowa DOT for the project will happen in January of 2018 and construction will begin March 2, Holderness reminded everyone there will be an election before the next Council Meeting with early voting at the Coralville Public Library on Sunday, November 5 th and regular voting Tuesday, November 7 th at regular polling places. Mayor John A, Lundell reported the City had a bench dedication before the meeting in honor of former Mayor Jim L. Fausett. Fausett served 18 years on the City Council and another 18 years as Mayor. Lundell encouraged those interested to apply for two upcoming vacancies on the Planning & Zoning Commission and one vacancy on the Civil Service Commission. Applications are available at the City Clerk s office or on the City website at and are due Wednesday, November 22 nd. City Attorney s Don Diehl and Kevin Olson had nothing to report. Councilperson Laurie Goodrich reported the Youth Sports Park Phase 2 plans are near completion and will include 4 new ball diamonds and the completion of trails and roads. Goodrich encouraged people to report their concerns or thoughts to Director of Parks & Recreation Sherri Proud. Councilperson Jill Dodds cautioned everyone to be careful Trick or Treating on Tuesday, October 31 st. Councilperson Tom Gill asked everyone to bear with the City as construction on 1 st Avenue continues to affect traffic over the next year and to remember it will be wonderful when it is over.
