M- Reference: Transmittal from the Board of Police Commissioners dated October 15, 2012 Subject: EXTENSION OF 2009 SMART POLICING PROJECT GRANT SUMMARY The Los Angeles Police Department (LAPD) is seeking approval to accept a no-cost (time only) grant extension for the 2009 Los Angeles Smart Policing Project from the United States Department of Justice (DOJ), Office of Justice Programs, Bureau of Justice Assistance (BJA). The original term of the grant was from October 1, 2009 through September 30, The new grant end date with the time-only extension will be February 28, The LAPD is also requesting authority to execute a Third Amendment to Contract No. C with Justice and Security Strategies, Inc., to extend the term of the contract by six months from August 31, 2012 to February 28, This Office recommends approval of the grant extension and contract amendment. DISCUSSION In 2009, the LAPD was awarded $499,959 for the 2009 Los Angeles Smart Policing Project from the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance for the period of October 1, 2009 through September 30, 2011 (C.F ). The purpose of the Smart Policing Initiative is to enhance the Department's data-driven, evidence-based approach to crime control. Approving the extension will allow the LAPD to implement, expand and complete the evaluation of the Los Angeles Strategic Extraction and Restoration (LASER) Program. Operation LASER emphasizes location-based and offender-based strategies. Within the Smart Policing Initiative, the LAPD and research partner, Dr. Craig D. Uchida of Justice and Security Strategies, Inc. (Contractor) will continue to focus on reducing gun violence in specific neighborhoods in Los Angeles. Using computer mapping, a variety of location-based data (crimes, census, land use, etc.) and spatial analysis, the LAPD will select specific areas for intervention and mitigation. The three goals to this strategy include the following: 1. Reduce crimes by improving the use of analytical tools 2. Improve neighborhood safety by using problem solving techniques 3. Increase efficiency of police officers and investigators by using new and innovative Technology

2 CAO Fik J, PAGE The LAPD reports that these strategies Jed to crime reduction (homicides and gun-related crimes) in Newton Division over a ten-month period. By testing these concepts in two additional LAPD Divisions, the Department indicates that it can sustain the Smart Policing Initiative throughout the City. The LAPD is also requesting authority to execute a Third Amendment to Contract No. C with the Contractor to extend the term ofthe contract by six months from August 31,2012 to February28, The new term of the contract, including the Third Amendment, will be from May 1, 2010 through February 28, The total amount of the contract, $156,646, will not change. This amendment will allow the Contractor to continue to analyze data, develop crime reduction strategies, and write analytical reports that link problem solving, criminology theory and spatial analysis. RECOMMENDATIONS That the Council, subject to the approval of the Mayor: 1. Authorize the Chief of Police, or designee, to accept the 2009 Los Angeles Smart Policing Project no-cost grant extension from the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance for a new grant term of October 1, 2009 through February 28, 2013; 2. Authorize the Chief of Police, or designee, to negotiate and execute the grant extension agreement on behalf of the City and submit all necessary documents relative to the grant award, subject to the review and approval of the City Attorney as to form and legality; 3. Authorize the Chief of Police, or designee, to execute the Third Amendment to Contract No. C with Justice and Security Strategies, Inc., to extend the term of the contract by six months from August 31, 2012 to February 28, 2013, for a new contract term of May 1, 2010 through February 28, 2013, subject to approval of the City Attorney as to form and legality; 4. Authorize the Controller to transfer appropriations within Fund 339, Department 70 from the 2009 Los Angeles Smart Policing Appropriation Account No. F550, to the following accounts: Account No. 70J170 70J299 Amount $19, $7, Authorize the LAPD to prepare Controller Instructions for any necessary technical adjustments, subject to the approval of the City Administrative Officer, and instruct the Controller to implement the instructions. FISCAL IMPACT STATEMENT This is a no-cost (time only) grant extension. Grant monies are provided on a reimbursement basis; therefore, the Police Department will provide front-funding for this program, which continues to

3 CAOF.o PAGE 3 provide funding for City personnel, training fees, travel, equipment, and contractual services. These recommendations are in compliance with City Financial Policies in that grant revenues plus budgeted funds are available to support the total cost of the Program. MAS:AS: c Attachments

10 THIRD AMENDMENT TO CITY CONTRACT NO. C BETWEEN THE CITY OF LOS ANGELES AND JUSTICE AND SECURITY STRATEGIES, INC. This THIRD AMENDMENT ("Third Amendment") to Los Angeles City Contract No. C is made and entered into by and between the City of Los Angeles, a municipal corporation ("City"), acting by and through its Police Department ("LAPD"), and Justice and Security Strategies, Inc., a Virginia corporation ("Subrecipient"). WHEREAS, the City and the Subrecipient have entered into Los Angeles City Contract No. C (the "Agreement") wherein Subrecipient agreed to act as the City's research partner to develop problem solving techniques using computer analytic tools to increase police officer/investigator efficiency in reducing the incidence of gun violence in specific neighborhoods in Los Angeles and the City agreed to pay Subrecipient for such services using grant funds from the Fiscal Year (FY) 2009 Los Angeles Smart Policing: Evidence-Based Law Enforcement: Smart Policing Demonstration Initiative Grant Program (the "Grant"), said Agreement having a term from May 1, 2010 to February 28, 2013; and WHEREAS, Section 602 of the Agreement provides for amendments to the Agreement; and WHEREAS, the City and the Subrecipient are desirous of amending the Agreement to extend the Agreement without changing the scope of services or the total compensation paid under the Agreement pursuant to authorization provided by Section 14.8 of the Los Angeles Administrative Code; and WHEREAS, this Third Amendment is necessary and proper to continue and/or complete certain activities authorized under the Agreement. NOW, THEREFORE, the City and the Subrecipient hereby agree that the Agreement be amended as follows: 1. Section 1 02.A.1 shall be amended to replace Captain Rick Wall with Captain Sean Malinowski. 2. Section 201, Time of Performance: The term of this Agreement shall commence on May 1, 2010 and end February 28, 2013, and any additional period of time as is required to complete any necessary close-out activities. Said term is subject to the provisions herein. Performance shall not commence until the Subrecipient has obtained the City's approval of the insurance required in Section 413 herein. 11 3. Except as herein amended or modified, all terms and conditions of the Agreement shall remain unchanged and in full force and effect. 4. This Third Amendment may be executed in one or more counterparts, each of which shall be deemed an original, but all of which together shall constitute one and the same instrument. This Third Amendment includes two (2) pages which constitute the entire understanding and agreement of the parties.
