That the Board of Police Commissioners (Board) REVIEW and APPROVE the attached Application for Special Reward Payment. 2. That the Board TRANSMIT to the Mayor and City Council the Application for Special Reward Payment for review and approval. DISCUSSION On July 28, 2010, City Council approved a $50,000 reward for information leading to the arrest and conviction of the suspect responsible for the murder of Ms. Osmanhodzic. The reward offer was to last for six months. Detectives identified the suspect in Ms. Osmanhodzic's murder as Omar Loera on September 3, On September 8, 2010, Claimant A advised officers that she had heard that Omar Loera was living with his aunt in Mexicali, Mexico. Detectives provided this information to the Mexican authorities. On October 10, 2010, based on the information provided, the Mexican authorities contacted Claimant B who was able to provide them with Loera's address. A subsequent followup resulted in the arrest ofomar Loera on_october 12,2010. On June 14, 2011 Omar Loera was convicted for the murder of Cheree Osmanhodzic and sentenced to life in prison under Los Angeles Superior Court Case Number LA It is the opinion of the investigating officers that the information provided by both Claimant A and Claimant B directly led to the arrest and subsequent conviction of Omar Loera. Tt is requested that the Board approve and transmit to Council the recommendation that a previously approved reward offer be paid to witnesses for providing information instrumental in the location, arrest and subsequent conviction of Omar Loera, for the murder of Chcree Osmanhodzic.

8 Los Angeles Police Department Los Angeles, California ews elease July 25, 2010 North Hollywood Detectives Investigate Arson Related Homicide Valley Village: Homicide victim found when fire is extinguished On July 24, 2010, at approximately 1900 hours, Los Angeles Fire Department personnel responded to a residential fire in the Block of Riverside Drive in Valley Village. The Fire Department extinguished the blaze and discovered the body of 34 year old Chere Osmanhodzic, who lived at the residence. The cause of death has not been determined. The victim's boyfriend returned home from the store and confronted the suspect inside of the residence. The suspect was chased by the boyfriend throughout several blocks but the suspect managed to elude the boyfriend and responding officers. Upon returning home, the boyfriend observed his residence was engulfed in flames. This case is being handled as a homicide by the North Hollywood Homicide Detectives. Anyone with information is asked to contact the LAPD, North Hollywood Station at or call Homicide Detectives at The suspect has been described as a male, Hispanic in his mid-twenties, 5 foot 8 inches tall, with a stocky build.
