Call to Order Marcella Lowe called the meeting to order at 6:02 p.m. Prayer and the Pledge of Allegiance followed. Speakers Stephen Sprunt, an attorney with the State Attorney s Office (SAO), spoke about Civil Dispute Settlement Program. The program covers but is not limited to: civil assault, battery, criminal mischief and damage to personal property. He stated that issues 1

2 handled in mediation free up the courts without tying up the courts. Disputes between neighbors are also handled through the program. Both parties must be willing to participate in the process. Once mutual terms are reached, the SAO draws up an agreement which both parties sign off on. Approval of the Minutes The September 12, 2005 minutes were submitted for approval with the following correction(s): page 3, October line 5 should be changed to October 10 th. A motion to approve the September 12, 2005 meeting summary was entered by Al Cherry, seconded by Gary Dickinson and approved by the body. Remarks by Chair Marcella reiterated the time constraints that the meeting was under due to the library s closing time. She stated that there would not be time for public comments and if visitors and guests had a concern they should speak with a member prior to the meeting being called to order or quietly during the meeting. She also acknowledged that proposed plan amendment 2005-A018, which was resolution was withdrawn by the agent on the day objections were to be issued. The chair introduced a resolution which was sent to the five other CPACs for their endorsement in opposition to disbanding the Neighborhoods Department. The resolution urges the council to keep the department intact. A recommendation was made to move the Neighborhood Services Division under the auspices of Planning & Development or Community Services should the Office of the Director be dissolved. A motion to support sending the resolution to council was made by Al Cherry and seconded by Joe Lek. The motion unanimously passed. Marcella stated that three of six New Ways Initiative Grant awardees have received funding from the Children s Commission. The Southwest CPAC chair has requested to hold a press conference regarding the way funds are disbursed and spent, if the majority of the other CPAC chairs are in agreement. A motion in support of the chair representing the CPAC at a press conference with other CPAC chairs, regarding the New Ways Initiative Grant was made by Al Cherry and seconded by Gail Melton. Motion was approved by the body. Next, the chair announced the Mayor s Town Hall Meeting on October 18, :00 8: p.m. at FCCJ South Campus - Nathan Wilson Center for the Arts. Marcella informed the body of options for future meetings: 1. Move meetings to another location such as PAL or a school 2

3 2. Keep current accommodations at Regency Library 6:00-7:45 p.m. 3. Change meeting time to 5:30 7:45 p.m. A hand vote was taken, with a majority opting for option 2. It was noted that Tom Olney had resigned and would be leaving the city. He was thanked for his service and received warm wishes for his next endeavor. The chair acknowledged Eddie Everett of Fairways Forest who was attending as a guest Subcommittee Reports PARKS AND RECREATION Gary Dickinson no report. Marcella noted section of ordinance , which gives the Director of Parks Recreation and Entertainment police powers. She urged all present to pay close attention to the wording of legislation. BEAUTIFICATION no report GRANTS AND AWARDS no report LAND USE AND ZONING Joe Lek said that the LUZ sub-committee recommended the following motions of opposition to: , rezoning of acres from CCG-2 & AGR to PUD for 155 condominium units Beach Blvd, between San Pablo Rd. south and Intercoastal Way. o A second motion to oppose was made by Sandra Curran and approved by the body , rezoning of 0.80 acres from CCG-1 to PUD for the relocation of a marine business at the southeast quadrant of Atlantic Boulevard and Sunnyside Drive. o A second motion to oppose was made by Eddie Daniel and approved by the body , rezoning of acres from RMD-A & RR to PYD to allow for 450 multi-family residential, town center and a 130 slip marina located at Kernan Boulevard 1,400 feet north of Beach Boulevard. o A second motion to oppose was made by Eddie Daniel and approved by the group , was withdrawn from the LUZ MEMBERSHIP No report. SCHOOLS No report. TRANSPORTATION Mark Foss informed the body of the Craig Airport Citizens Advisory Committee meeting on October 24, 2005 at 9:00 a.m. NEIGHBORHOOD ACTION PLAN no report 3

4 ENVIRONMENT Tom Shouvlin reported that the letter of objection from the CPAC regarding Wonderwood Segment Three. Director responded to the objection and sent facts back to the CPAC. He stated that the objection would be presented to the governing board and copies of the technical report were sent to the CPAC for review. NOMINATIING Johnny Holden, Chairman, commended the CPAC on being one of the best in the city. The committee comprised of Mark Foss and Gail Melton introduced the slate of officers: Chair - Tom Shouvlin Vice-Chair Joseph Lek The chair opened nominations from the floor. A motion to close nominations for chair was made by Gary Dickinson and seconded by Al Cherry. A motion to close nominations for vice-chair was made by Gary Dickinson and seconded by Al Cherry. Motion carried Staff Reports Mayor s Representative - Paul Crawford reiterated the Mayor s Town Hall Meeting on October 18, 2005 at FCCJ. Jacksonville Sheriff s Office Chief Tranquille reported that park surveillance has increased to deter vandalism. He urged everyone to keep a watchful eye and to report suspicious activity. He stated that auto thefts were up and reminded everyone to take the necessary precautions to secure their vehicles. He urged participation in SHADCOs. Gary Dickinson announced that the Night Ride is scheduled for Friday October 14, He also mentioned and opportunity to win a Harley Davidson and that PAL has a pumpkin patch this year. Duval County School Board Selinda Keyes reported that staff is working diligently on school improvement plans. Property for the new high school was purchased. The site is located on the southeast corner of 9A and Butler Boulevard. The school will open in fall It will relieve Sandalwood High School whose current enrollment is 3300 students. Dr. Wise, the new superintendent, will take office on November 14, 2005 and has asked Nancy Snyder to stay on until January. He plans to visit schools and classrooms to observe. Arlington Middle School is planned for completion in January Public Works Department Marci Cook indicated that the department would have regular appearance at CPAC meetings and would work to improve two-way communication to identify neighborhood concerns. Planning & Development Department Ed Lukacovic reported that John Crofts is acting Director until Mike Saylor takes the helm. Florida Department of Transportation no report Landscape/Building Code Enforcement not present 4

5 Fire & Rescue Department not present Duval Health Department not present Jacksonville Human Rights Commission not present Property Safety Bob Winters urged utilization of the C.A.R.E. system to expedite assignment and tracking of issues. Neighborhood Services Doris Leach reported that due to budget constraints, meeting summaries would be circulated via beginning in November. (Doris Leach provided the staff support on behalf of James Richardson who was absent) Neighborhood Announcements, Comments and Issues (Guests and Members) Barbara Mazer announced that the Vision One Town Center Grant Meeting scheduled for October 18, 2005 conflicted with the Mayor s Town Hall meeting and had been cancelled. Gary Dickinson announced Fire Prevention Week and urged everyone to change the batteries in their smoke detectors. Other Business REPORT FROM THE CHAIR Marcella Lowe reminded everyone of the Clean it Up Jacksonville Day on October 15, 2005 and reminded everyone to take flyers to post in their communities. She stated that she would pick up supplies for the event. Sharon Copeland, Chair, City Council Land, Use, & Zoning Committee Re: Opposition to the Rezoning to change the zoning of acres from CCG-2 and AGR to PUD to allow the building of 155 condominium housing units at Beach Boulevard. The District 2 Citizens Planning Advisory Committee (CPAC) are in opposition to the above proposal for Rezoning to change the zoning of acres from CCG-2 and AGR to PUD zoning district to allow the building of 155 condominium housing units at Beach Boulevard Drive. It is the opinion of this CPAC the propose density for this property is too high and would lead to high traffic impacts to Beach Boulevard in a high coastal hazard area. Sharon Copeland, Chair, City Council Land, Use, & Zoning Committee Re: Opposition to the Rezoning to change the zoning of 0.8 acres from CCG-1 to PUD to allow the relocation of a marine business on the southeast quadrant of Atlantic Boulevard and Sunnyside Drive. The District 2 Citizens Planning Advisory Committee (CPAC) are in opposition to the above proposal for Rezoning to change the zoning of 0.8 acres from CCG-1 to PUD zoning district to allow the relocation of a marine business on the southeast quadrant of Atlantic Boulevard and Sunnyside Drive. It is the opinion of this CPAC the proposed use for the this application property is too intense for the neighborhood and the use would lower the surrounding property values. Sharon Copeland, Chair, City Council Land, Use, & Zoning Committee Re: Opposition to the Rezoning to change the zoning of acres from RMD-A and RR to PUD to allow the building of 450 multifamily housing units on Kernan Boulevard 1,400 feet north of Beach Boulevard. The District 2 Citizens Planning Advisory Committee (CPAC) are in opposition to the above proposal for Rezoning to change the zoning of acres from RMD-A and RR to PUD zoning district to allow the building of 450 multi-family housing units on Kernan Boulevard, 1,400 feet north of Beach Boulevard. It is the opinion of this CPAC that the language of the proposed buildings height is too lenient and allows for unlimited height if buildings are moved away from the building setback line. Also, the density for the site is too high and would result in high traffic impacts to Kernan Boulevard.
