3 SHEBOYGAN COUNTY PLANNING, RESOURCES, AGRICULTURE, & EXTENSION COMMITTEE MINUTES UW-Extension Office 5 University Drive Sheboygan, WI Room 5024 November 14, 2017 Called to Order: 4:16 PM Adjourned: 5:02 PM MEMBERS PRESENT: MEMBERS ABSENT: OTHERS PRESENT: Supervisor Fran Damp, Supervisor Steven Bauer, Supervisor Jim Baumgart, Supervisor Curt Brauer, and FSA Member Stanley Lammers Supervisor Keith Abler Aaron Brault, Karsen Gosh, Ellen Schleicher, Jessica Lardin, Alyssa Van Engen Vice Chairman Damp called the meeting to order at 4:16 PM and verified the meeting notice had been posted on November 13, 2017 at 10:30 AM and that the meeting was in compliance with the Wisconsin Open Meeting Law. Mr. Lammers made a motion to appoint Supervisor Bauer as Committee Secretary. Supervisor Brauer seconded the motion. Motion carried unanimously. Supervisor Baumgart made a motion to approve the October 10, 2017 Planning, Resources, Agriculture and Extension committee minutes. Mr. Lammers seconded the motion. Motion carried unanimously. Register of Deeds Mrs. Schleicher presented the 3 rd Quarter Variance Report and answered questions from the Committee. Supervisor Bauer made a motion to approve the variance report and Supervisor Baumgart seconded the motion. Motion carried unanimously. Planning and Conservation Mr. Brault presented the 3 rd Quarter Variance Report and answered questions from the Committee. Mr. Lammers made a motion to approve the variance report and Supervisor Bauer seconded the motion. Motion carried unanimously. Mr. Brault gave a brief overview on the proposed 2017 budget adjustments. He requested that $5, be added to equity account # , as well as the same amount to account # to reflect the approved dollars being moved into the Department s operational budget. Additionally, he requested $1, be added to budget expense account # , as well as the same amount to equity account # , to reflect the dollars that were approved on September 12, 2017 to be used from the non-lapsing account for the Broughton Marsh to build a foot bridge on the disc golf course. Supervisor Baumgart motioned to approve the proposed budget adjustments and Mr. Lammers seconded the motion. Motion carried unanimously.

4 PRAE Committee Minutes November 14, 2017 Page 2 Mr. Brault led the discussion on the resolution regarding Approving Acquisition of Alliant Corridor Property for Recreational Trail Development and answered questions from the Committee. Supervisor Brauer made a motion to approve the resolution and Mr. Lammers seconded the motion. Motion carried unanimously. Mr. Brault led the discussion on Resolution and answered questions from the Committee. Supervisor Baumgart made a motion to direct that Mr. Brault write a letter in support of Outagamie County s resolution. Mr. Lammers seconded the motion. Motion carried unanimously. Mr. Brault gave a brief departmental update that included an update on the phosphorousreducing system in Elkhart Lake and the Friends of the Marsh fundraising efforts. Supervisor Bauer motioned to approve the vouchers and Mr. Lammers seconded the motion. Motion carried unanimously. Brault Memo TO: PRAECom Members FROM: Aaron Brault DATE: December 12, 2017 RE: Carryover Request I am requesting a carryover of wage dollars for our LTE position. The funding comes from a land information grant so it is budget neutral. The 2017 strategic initiative grant project is a spatial survey index project. Our old tabular index was initiated in the early 1970 s, and did not anticipate the number of surveys which would be filed with the County Surveyor in certain areas. Users have found the spatial indexes which were used on other, smaller sets of maps, to be much friendlier, and more useful. Since we had already done a similar index for a reasonably large set of about 3300 surveys, we had a reasonable understanding of the time which would be needed for the project. We did not understand how difficult it would be to find an LTE to complete the project. Once we did find someone, she left for a full-time position after only about one month. That departure was in June. We then had to re-advertise the position. We were able to fill it a second time in August and it has worked out great with the individual we found. Of the $50,000 that was made available, we have spent about $15,000. Therefore, I am requesting the remaining $35,000 be carried over so we can complete the project. Thank you.

(2017/18) 2 3 Re: Authorizing Planning and Conservation 4 Department to Apply for 2017 County Conservation Aids WHEREAS, the State legislature has provided, pursuant to Wis.
