1 CAROLINE COUNTY PUBLIC SCHOOLS MEETING MINUTES May 12, 2008 A regular meeting of the Caroline County School Board was held at 6:30 p.m. on May 12, 2008, in the auditorium at Caroline Middle School. Board members present were: Mr. Wendell N. Sims, Chairman Mrs. Tami Redding, Vice-Chairman Mr. Frederick W. Peatross, Member Ms. Margaret O. Watkins, Member Mr. William A. Anderson, Member- Absent Mr. Stanley O. Jones, Division Superintendent Dr. Anita Wallace, Assistant Superintendent Mrs. Maureen Hijar, Director of Instruction Dr. Rebecca Beale Broaddus, Clerk of the Board The meeting was called to order at 6:31 p.m. Dr. Rebecca Beale Broaddus, Clerk of the Board, introduced each board member in attendance. Pastor Kevin Childs gave the invocation and a member of the Caroline High School JROTC led the Pledge of Allegiance : Awards. Recol!nitions. Commendations. etc. The Board recognized the following: a. Mr. William Anderson was absent from the vote : A royal of Roof Ins ection Service A Action Item A motion was made by Ms. Watkins, seconded by Mrs. Redding, and unanimously approved by the Board to approve the roof inspection service agreement for Lewis and Clark Elertlentary School at an annual cost of$1250 for five years. Mr. William Anderson was absent from the vote. A motion was made by Ms. Watkins, and seconded by Mrs. Redding, and unanimously approved by the board to approve the Contractor's Application and Certificate for Payment L

5 , No.18 for the new Ladysmith School (Lewis and Clark Elementary School) in the amount of $83, Mr. William Anderson was absent from the vote. A motion was made by Mrs. Redding, seconded by Mr. Peatross, and unanimously approved by the Board to approve the miscellaneouservices for BGP and LPS in the amount of $137, for the Prepare Design-build Package for LPS Multi-purpose Room and the preparation of plans and specifications for lighting and technology upgrades and new toilets at BGP and LPS. Mr. William Anderson was absent from the vote : A roval of Cost Increase of School Meals Action Item A motion was made by Ms. Watkins, seconded by Mrs. Redding, and unanimously approved by the Board to approve the cost increase of school meals. Mr. William Anderson was absent from the vote : A roval of Olweus Bull n Prevention Pro ram Continuation Grant Action lliml A motion was made by Mrs. Redding, seconded by Mr. Peatross, and unanimously approved by the board to approve the submission of the Olweus Bullying Prevention Program Continuation Grant in the amount of$2,98l.01. Mr. William Anderson was absent from the vote : Approval ofvir~inia Preschool Initiative ADDlication (Action Item) A motion was made by Mrs. Redding, seconded by Mr. Peatross, and unanimously approved by the board to approve the submission of the Virginia Preschool Initiative Application to fund 54 students. Mr. William Anderson was absent from the vote : Approval of Update on VSBA Policv (Action Item) A motion was made by Ms. Watkins, seconded by Mr. Peatross, and unanimously approved by the board to approve update on VSBA Policy. Mr. William Anderson was absent from the vote : Auuroval of Suecial Education Annual Plan (Action Item) A motion was made by Ms. Watkins, seconded by Mrs. Redding, and unanimously approved by the board to approve the Special Education Annual Plan. Mr. William Anderson was absent from the vote : First Readine: -Madison Votine: Precinct (Non-Action Item) Stanley Jones presented first reading infonnation on a request from the County General Registrar to move the Madison Voting Precinct from Ladysmith Elementary School to Lewis and Clark Elementary in the fall.

6 Anita Wallace presented end of year calendar information including the moving of the last day of school to June 11, 2008 from June 13, It was noted that June 13 date for graduation would not be affected. i Bill Griffith presented information on trailer utilization and funding shortfalls due to nb CIP funding to maintain the current inventory of trailers. A plan for the reduction of the number of trailers was presented and included returning some rental units and the removal of soma trailers owned by the school division : Closed Session : The board convened into closed session under Section (A) (1) of the Code of i Virginia, 1950, as amended, to discuss appointments, reappointments, resignations, retirements, a FMLA (Family Medical Leave) request, and the substitute teachers' list; and for the consideration of a recommendation for disciplining a student emolled in the school division, as authorized by Section (a)(2) of the Code of Virginia, 1950 as amended- Discipline Case A motion to convene into closed session was made by Mrs. Redding, seconded by Mr. Peatross, and unanimously approved by the Board. Mr. William Anderson was absent from the vote. The Board convened into closed session at 7:42 p.m. On a motion by Ms. Watkins, seconded by Mr. Peatross, and unanimously approved by the Board, the Caroline County School Board reconvened into regular session at 8:52 p.m. Mr. William Anderson was absent from the vote. An approved Certification of Executive Meeting, which includes a statement concerning items discussed in closed session, is attached to the minutes : Action on SuDerintendent's Personnel A!!enda A motion to approve the personnel agenda of the Superintendent was made by Mrs. Redding, seconded by Ms. Watkins, and was unanimously approved by the Board. Mr. William Anderson was absent from the vote : Action on Suoerintendent's Discioline A2:enda A motion to approve the Superintendent's Discipline agenda was made by Mr. Peatross, seconded by Mrs. Redding, and unanimously approved by the Board. 8 Certification of Executive Meeting Whereas, the Caroline County School Board has convened an executive meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act; and Whereas, Section (D) of the Code of Virginia requires a certification by this School Board that such executive meeting was conducted in conformity with Virginia law; Now therefore, be it resolved that the Caroline County School Board certifies that to the best of each member's knowledge, (i) only public business matters lawfully exempted by Virginia law were discussed in the executive meeting to which this certification applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered. 9 CAROLINE COUNTY PUBLIC SCHOOLS SPECIAL MEETING MINUTES BUDGET WORK SESSION June 2, 2008 A special meeting of the Caroline County School Board was held at 5:00 p.m. on June 2, 2008, at the Caroline County School Board Office. Board members present were: Mr. WendellN. Sims, Chainnan Mrs. Tami Redding, Vice-ChainIlan Mr. William A. Anderson, Member Mr. Frederick W. Peatross, Member Ms. Margaret O. Watkins, Member Mr. Stanley O. Jones, Division Superintendent Dr. Anita Wallace, Assistant Superintendent Mr. Clota Gerhardt, Director of Budget and Finance Dr. Rebecca Beale Broaddus, Clerk of the Board Mr. Wendell Sims called the meeting to order at 5:05 p.m. and Dr. Rebecca Beale Broaddus, Clerk of the Board, proceeded with roll call : Bud2et Work Session Stanley Jones began the budget work session by comparing the previous budget additions with recommended changes to reduce the budget to match with the anticipated county appropriation. Changes were discussed that reflect a step + 1 % increase for teachers, a step + 2.5% for custodians, teacher assistants and bus drivers and a 0 increase for administrators. Other discussions included property and casualty insurance options, eliminating funding requests for some programs and eliminating some of the requested new positions. The revised budget will be presented to the School Board for its approval at its regular meeting on Monday, June 9, : Adiournment A motion to adjourn was made by Mrs. Redding, seconded by Ms. Watkins, and unanimously approved by the Board.
