1 FOND DU LAC BOARD OF EDUCATION 72 West Ninth Street Fond du Lac, Wisconsin July 9, 2018 CONVENE Call to Order, Roll Call, Establish Quorum, Moment of Reflection/ Pledge of Allegiance The regular meeting of the Board of Education was called to order by President Uselmann at 5:00 p.m. Roll Call was as follows: Members present: Hayes, Jones, Jurgella, Walk, Uselmann. Administrative staff members present: Sebert, Gerlach, Lewis, Sheridan, Williams. Prior to the Pledge of Allegiance, the Board observed a Moment of Reflection. The Pledge was led by the Board of Education. ANNOUNCEMENTS/ COMMUNICATIONS President Uselmann made the following announcements: 1. Following adjournment of the regular meeting, the Board will convene in a workshop to discuss the Applied Population Study for the District; to discuss suggested revisions to handbooks for Teachers/Professional Educators, the Educational Support Professionals Association, and Custodial/Maintenance Employees; and for the Annual Board Retreat. Following adjournment of the workshop, the Board will convene in an executive session as provided for in Wisconsin Statutes 19.85(1)(c) and (e) to discuss negotiations with the Fond du Lac Education Association and to discuss the Superintendent s year-end evaluation. AUDIENCE TO VISITORS AND DELEGATIONS APPROVAL OF CONSENT RESOLUTION AGENDA None. MOTION BY Jurgella, seconded Jones to approve the consent agenda as follows: A. Approval of Minutes: 1. June 11, 2018 Board of Education Regular Meeting and Workshop as presented. 2. June 25, 2018 Board of Education Regular Meeting and Workshop as corrected.

Current Expenses To approve bills of the Board of Education in the amount of $19,499, and to have warrants drawn for their payment. C. Human Resources Approvals: 1. Resignation Matthew Esselman, alternative education teacher at Fondy Central, effective June 7, Employment Recommendations - Effective the teacher contract year: Heather Hansen, 1.0 FTE LMC specialist at Evans and Parkside Elementary Schools, at Level 10; Koreen Larson, 1.0 FTE grade 1 teacher at Pier Elementary School, at Level 5; Lori Rodenkirch, 1.0 FTE art teacher at Chegwin and Roberts Elementary Schools, at Level 6; Rachel Schwartzbard, 1.0 FTE mathematics teacher at STEM Institute, at Level 1; and Thomas (TJ) Williams, 1.0 FTE physical education teacher at Evans Elementary School, at Level Letter of Temporary Substitute Employment Effective the teacher contract year: Brian Holzman, 1.0 FTE physical education teacher at Theisen Middle School, at Level 9. INDIVIDUALLY CONSIDERED RESOLUTIONS Business Services Consider Food Services Meal Prices for MOTION BY Hayes, seconded Jones to approve the following meal prices for the school year: Lunch Elementary $2.55 Middle $2.75 High $2.75/$3.00/$3.85 Adult $3.40/$3.65/$4.65 Breakfast Elementary $1.00 Middle $1.15 High $1.15/$1.90 Adult $1.30/$2.15/$3.70

3 Board of Education 7/9/18 Page 3 Curriculum and Instruction Consider Approval of the Annual Declaration and Parent Notice of the District s Student Academic Standards for the School Year MOTION BY Jurgella, seconded Hayes the Board of Education approve the proposed Notice of Student Academic Standards in the Fond du Lac School District in Effect for the School Year as presented pursuant to section (13)(b) and section (1g)(a) of the state statutes; AND I move the Board direct the administration to provide parents and guardians of District students with notice of the Board-adopted student academic standards that are in effect for the school year in a manner that is consistent with the requirements of section (13) of the state statutes. MOTION CARRIED, ayes five, absent and not voting two (Breister, Dr. Sebert noted that the Board will not have a second regular meeting in July as per tradition and that the Board will reconvene for its next regular meeting on Monday, August 13, Dr. Sebert provided a NEOLA policy update. He reported that the NEOLA policies for the District are now in First Draft - Clean status. The updates that the Board has suggested are being made and passed on to NEOLA. We anticipate being ready for an Adoption Resolution at the August 13 Board Meeting. Following the Adoption Resolution, the NEOLA policies will go into effect and replace the current Board Policy Manual. Board members shared recent District activities/events they have attended. None. APPLIED POPULATION STUDY FOR THE DISTRICT Sarah Kemp, a researcher at the Applied Population Laboratory at UW-Madison, presented the results of The District Enrollment Projections study.

6 Board of Education 7/9/18 Page 6 DISCUSS SUGGESTED REVISIONS TO HANDBOOKS FOR TEACHERS/ PROFESSIONAL EDUCATORS, EDUCATIONAL SUPPORT PROFESSIONALS ASSOCIATION, AND CUSTODIAL/MAINTENANCE EMPLOYEES Peggy Breister arrived at 5:52 p.m. The Board reviewed the suggested revisions to the handbooks for teachers/professional educators, the Educational Support Professionals Association, and the custodial/maintenance employees. ANNUAL BOARD RETREAT TO DISCUSS BOARD MEMBER TOPICS Postponed. ADJOURNMENT TO AN EXECUTIVE SESSION TO DISCUSS NEGOTIA- TIONS WITH THE FOND DU LAC EDUCATION ASSOCIATION AND TO DISCUSS THE SUPERINTENDENT S YEAR-END EVALUATION AS PROVIDED FOR IN WISCONSIN STATUTES 19.85(1)(c) AND (e) MOTION BY Jurgella, seconded Walk the Board of Education adjourn the workshop and convene in an executive session to discuss negotiations with the Fond du Lac Education Association and to discuss the Superintendent s year-end evaluation as provided for in Wisconsin Statutes 19.85(1)(c) and (e): (c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. DISCUSS THE SUPERINTENDENT S YEAR-END EVALUATION The Board discussed the Superintendent s year-end evaluation.
