1 Barkhamsted Fire District Board of Director s Monthly Business Meeting Minutes Meeting Date: January 10, 2018 Meeting was called to order by Vice President Richard Ransom at 1930 (7:30) hours. Minutes: The December 13 th, 2017 board minutes distributed before the meeting. Vice President Richard Ransom asked for approval of the December 13 th, 2017 minutes. Discussion held. Motion made by Jamie Lagassie to accept December 13 th, 2017 minutes seconded by Ralph Scarpino. Motion carried. Treasurer s Report: The treasurer s report was ed prior to meeting for review. Discussion held. Ralph Scarpino made motion to approve the Barkhamsted Fire District FY Profit & Loss Budget vs. Actual July 2017-December 2017 seconded by Jamie Lagassie. Motion carried. President Rich Winn arrived late to meeting due to taking care of a district issue. Motion passed. Check received from Fireman s fuel for the purchase of tires which Chief Elovirta is requesting it be put into his account for maintenance. Correspondence: Received letter from Pullman & Comley Associates review of billing rates. 2

3 Chief s Report: Pleasant Valley: Chief Shanley reported: Jim Shanley Reported one on the job injury. Riverton: Chief Gillen reported: Barkhamsted East: Director John Andryzeck : Fire Marshal s Report: December report ed. Daytime Driver s Report: December report distributed. LCD: No meeting held. Committee Reports: Capital: (John Andryzeck, Rich Winn, Norman Bird, Jamie Lagassie and 3 chiefs) Plan is to pick a day in February for a meeting. Chiefs are asked to start preparing their Budgets. Firefighter Award: (Rich Winn) Rich Winn had some questions on members on the FF Award List. Review with Board members. Some funds will need to be put back in from returning members. He has been working in Firehouse software. Utilizing parts of the program that will benefit the district; spreadsheets that will track compliance, Black good to go, Blue should be addressed in 60 days and Red is past due. Certification levels can be noted; Physicals with respiratory can be entered in the program and will keep track of recall dates. Discussion held on doing license checks annually. 3

4 Health and Safety: (John Andryzeck and Marie Gillen) Updated physical sheets passed to 3 chiefs. Most of the physicals are completed. Policy: (Norman Bird and Ralph Scarpino) Nothing at this time. Communications: Nothing at this time. Paid-on Call System: (Jamie Lagassie, Heath Doran, Larry Gillen, James Shanley and Stephen Elovirta ) No meeting held this month. Plan is to meet Thursday, January 25 th 7pm at Pleasant Valley Fire House. Unfinished Business: 1. Grants: Nothing new to report. 2. Update on purchase of Pumpers: Norman Bird said Jon Schrumm sent a letter Spartan Motors would like permission to take one of the cabin chassis to FDIC. A shop order with new set of prints; more information next month. 3. Nothing new to report on Sale of Generators; work in progress. 4. Release of Property Form. Ready for attorney review 5. FDIC dates April 24 th -28 th There isn t anyone interested in going from Barkhamsted East. Jr McCaw is interested from Riverton. Discussion on Marq Johnson attending. Rich Winn will have talk to Marq Johnson on attending. Interested members are Chief Larry Gillen, President Rich Winn, Chris Kulinski and Jr McCaw. New Business: 1. Apparatus Maintenance vendors/contracts: Pleasant Valley is disappointed with their currant maintenance vendor. Discussion on payment to vendors. Bills need to be submitted by the monthly District meeting if not they will not be presented till next meeting. Discussion held on pricing from different maintenance vendors. Jamie Lagassie has a list of bid specs that he is willing to share with the chiefs to review. The town garage is set up to do repairs. Discussion held on looking into pricing from other vendors. 2. Appoint Litchfield County Dispatch Representative: Chiefs need to ask their membership if there is interest in being the LCD Representative. Steph Elovirta is still willing to be the representative. 3. Rich Winn printed out Schedule of the District meetings for Each department can post in their firehouse and copy to the Barkhamsted Town Clerk. 4. Discussion held on some of Marq Johnson Budget requests. Possible Executive Session: Review of sent to Chief Gillen. 4

5 A motion was made by Norman Bird to adjourn seconded by Jamie Lagassie. Motion carried. President Richard Winn adjourned the meeting at 21:15 (9:15pm) hours.
