Call to Order **Action The regular meeting of the Board of Trustees of the Campbell Union High School District was called to order at 4:30 PM in the Board Room of the district office by L. Goytia, Board President. 1B. Adjourn to Closed Session **Action The Board adjourned into Closed Session at 4:31 PM and discussed the items listed under Section CLOSED SESSION **Information 2A. 2 3. RECONVENE OPEN SESSION 3A. Adjourn Closed Session and Reconvene Open Session **Information The Board adjourned Closed Session and reconvened to Open Session at 5:45 PM. 3B. Pledge of Allegiance and Silent Meditation **Presentation L. Goytia led the flag salute followed by a moment of silence. 3C. Report Action Taken in Closed Session **Information The Board adjourned into Closed Session at 4:31 PM at which time they discussed the items listed in Section 2. L. Goytia reported the Board took action in Closed Session to approve the appointment of Dr. Robert Bravo as Superintendent subject to the satisfactory completion of the district s pre-employment hiring requirements and approval and execution of the contract of the employment of the Superintendent. Roll Call: Ayes: S. Brown, W. Dillingham-Plew, K. Gallagher and L. Goytia. Absent: M. Dean. Motion passed unanimously. 3D. Adoption of Agenda **Action It was moved by S. Brown to approve the agenda as presented, and hear item 10C Employment of Superintendent prior to Item 4A, seconded by K. Gallagher. (Ayes: S. Brown, W. Dillingham-Plew, K. Gallagher and L. Goytia. Preferential Votes: Ayes: M. Nekkar.) The motion passed unanimously. (Item 10C was heard at this time.) 4. STUDENT BOARD MEMBERS **Information Student Board member M. Nekkar reported on the student activities at the district s high schools. It s Prom season. 5. RECOGNITION/PRESENTATION 6. PUBLIC COMMENTS (NON AGENDA ITEMS) **Information Branham parent Cathy Lang expressed her freshman daughter had a great year at Branham. She appreciated the parent meeting regarding selecting a new principal for Branham and encouraged ongoing communication. She shared her concerns regarding filling the principal position. 7. COMMENTS FROM ASSOCIATIONS (CHSTA, CSEA, SEIU) **Information S. Gomez asked for teachers to be recognized on the National Day of the Teacher which was May 3 rd, instead of the CTA/State of California Day of the Teacher which is May 11 th next year. He stated the end of the school year is full of emotions and the concerns of some school sites, and with the new leadership he is hopeful for the future of the district. ** Reports 9-N-2
3 8. PRINCIPAL S REPORT **Information There was no Principal s Report this evening. 9. CONSENT ITEMS *Action Items listed as consent (Section 9) are considered to be routine and are acted on by the Board of Trustees in one motion. With the exception of Expulsions, there is no discussion of consent items prior to the Board vote unless a member of the Board, staff or the public requests specific items be discussed and/or removed from the consent agenda. It is understood that the administration recommends approval on all consent items. Each consent item approved by the Board of Trustees shall be deemed to have been considered in full and adopted as recommended. K. Gallagher motioned to approve the Consent Agenda and pull Item 9C for discussion, seconded by W. Dillingham-Plew. (Ayes: S. Brown, W. Dillingham-Plew, K. Gallagher and L. Goytia.) The motion passed unanimously. 9A. Expulsion The Board thoughtfully reviewed this expulsion case during Closed Session. 1. In Expulsion Case there was a stipulated expulsion agreement to expel the student for the remainder of the current semester plus one more semester but suspend the expulsion, based on the findings for Education Code EC (a)(1), EC (a)(2), EC 48900(f), EC48900 (k) and EC (t). 9B. California Department of Education Educator Effectiveness Grant The Board approved by consent the Educator Effectiveness Grant and the plan for using the Educator Effectiveness Funds of $586,542. The Board reviewed this plan in open session at the April 21, 2016 Board meeting. 9C. Healthier Kids Foundation Santa Clara County K. Gallagher pulled this item for discussion, he wanted more information. L. Bundtzen reported this service for students without health coverage provided dental and vision screenings at Boynton and Del Mar. The district is adding Westmont, Prospect, Branham and Leigh to the MOU. K. Gallagher motioned to approve the MOU with Healthier Kids Foundation Santa Clara County for the school year, seconded by S. Brown. (Ayes: S. Brown, W. Dillingham-Plew, K. Gallagher and L. Goytia. Preferential Ayes: M. Nekkar.) Motion passed unanimously. 9D. Overnight Field Trips The following overnight field trips were approved by the Board by consent: Westmont ASB to Santa Cruz Del Mar Leadership to Santa Barbara Westmont Boys Basketball to Santa Barbara 9E. Minutes: March 17, 2016 (Regular Meeting) The Board approved by consent the Minutes for the regular board meeting on March 17, ** Reports 9-N-3

Minutes: March 31, 2016 (Board Workshop) The Board Workshop Minutes for March 31, 2016 were approved by the Board by consent. 9H. Minutes: April 1, 2016 (Closed Session Meeting) The Board approved by consent the Minutes for the Closed Session Meeting on April 1, I. Minutes: April 14-15, 2016 (Closed Session Meeting) The Board approved by consent the Minutes for the Closed Session Meetings on April 14 and 15, J. Gifts/Grants The Board accepted the following gifts on behalf of the schools of the district by consent: $64.59 Wells Fargo Matching Gift Program for Branham High School $ from the Benevity Community Impact Fund for Prospect ASB $ from Wells Fargo Matching Gift Program for Prospect High School $70 from Your Cause, LLC Trustee for PG&E Matching Gifts Foundation for Branham Softball $70 from Your Cause, LLC Trustee for PG&E Matching Gifts Foundation for Branham Softball $70 from Your Cause, LLC Trustee for PG&E Matching Gifts Foundation for Branham Girls Volleyball $750 from Westmont PTSA for Scholarships/Awards for Westmont District Art Show students $ from Lifetouch for Del Mar ASB $593 from Intel Matching Gifts to Education for Leigh ASB $1,250 from Leigh High School Tip Off Club for Leigh Boys Basketball $1,500 from Lifetouch National School Studios for Branham ASB 9K. Approval of MOU with SCCOE for Provision of Annual Technical Support The Board approved this Annual Technical Support MOU with the Santa Clara County Office of Education for $140,342 by consent. Services include business software and support. 9L. Personnel Report The Personnel Report stating Classified and Certificated: Employment, Resignation/Retirement, Promotions, Change of Status, Compensation, Return from Unpaid Leave (Govt. Code 54957) was approved by consent. 9M. Personnel Addendum The Personnel Addendum stating Classified and Certificated: Employment, Resignation/Retirement, Promotions, Change of Status, Compensation, Return from Unpaid Leave (Govt. Code 54957) was approved by consent. ** Reports 9-N-4
5 10. ACTION / DISCUSSION ITEMS 10A. Week of the Employee Resolution # *Action K. Gallagher motioned to adopt Resolution # in recognition of the contributions and services of all district employees, seconded by W. Dillingham-Plew. Roll Call: Ayes: S. Brown, W. Dillingham-Plew, K. Gallagher and L. Goytia; Noes: None; Abstains: None; Absent: M. Dean; Preferential Ayes: M. Nekkar) The motion passed unanimously. 10B. Declaration of Need for Fully Qualified Educators *Action T. Krause stated this is an annual requirement allowing districts to apply for emergency credentials should the need arise during the school year. K. Gallagher motioned to approve the Declaration of Need for Fully Qualified Educators, seconded by W. Dillingham-Plew. (Ayes: S. Brown, W. Dillingham-Plew, K. Gallagher and L. Goytia. Preferential Ayes: M. Nekkar.) The motion passed unanimously. 10C. Consideration/Approval of Contract of Employment for Superintendent *Action L. Goytia hereby moved to execute a Contract of Employment with Superintendent Dr. Robert Bravo subject to the satisfactory completion of the district s pre-employment hiring requirements, seconded by S. Brown. (Ayes: S. Brown, W. Dillingham-Plew, K. Gallagher and L. Goytia.) Motion passed unanimously. L. Goytia stated Dr. Bravo s experience in improving student achievement and fostering an educational culture that focuses on teaching and the learning process made him an excellent match for the needs of the district as expressed in the district s leadership profile. His official start date is June 20. Dr. Bravo addressed the audience and is excited to join the Campbell Union High School District. 11. REPORT ITEMS 11A. LCAP Draft *Information/Discussion B. McFadden and M. Streshly presented the Board with the draft of the Local Control Accountability Plan for This required annual 3-year plan describes how the district will meet and address the eight specific statewide goals and the needs of the unduplicated youth (English Learners, Low Income, Foster and Homeless Youth) utilizing the Local Control Funding Formula (LCFF). The Public Hearing for the revised LCAP will take place on May 24 and final approval will take place on June 16. B. McFadden reviewed the LCFF stating that 26% of our students are considered unduplicated. The district is community funded (formerly referred to as Basic Aid) and does not receive LCFF funding from the State. However, the district is required to meet the requirements of the LCFF. This means that $3.4 million dollars must be utilized for the specific needs of the 1900 unduplicated youth. The district exceeds this requirement as the services provided are beneficial to all students in the district. He explained the LCAP must be aligned with the district budget. M. Streshly stated this compliance piece not only shows how the district meets the requirements but showcases how the district has met these needs at a high degree in improving student achievement. Input was taken from community forums, staff meetings, focus groups and a broad survey. The results of the input showed a strong belief in equity for all, opportunity (choices, access and support), excellence and engagement (outside and inside the classroom). The new executive summary provided a user friendly format for plan focus. She summarized the goals and resulting actions for and presented the new goals for which are blended with the district s guiding principles. Goal 1 is High Impact Learning and Teaching, Goal 2 is Increase College and Career Readiness, and Goal 3 is Positive School Cultures. The goals and activities must address all 8 State priorities. B. McFadden reminded the Board that it faces the challenge of prioritizing the goals and activities as the district can t do it all to maintain fiscal health and solvency as we sustain student achievement and well-being, in addition to the desire to ** Reports 9-N-5
6 recruit and retain high quality staff at all levels through salary increases. He suggested focusing on actions that are data driven and proven to work. The LCAP is available for review on the district website. W. Dillingham-Plew asked to have the LCFF and LCAP snapshots from the State posted on the district website. 12. COMMENTS FROM BOARD (Correspondence / Discussion) 12A. Metropolitan Education District/Silicon Valley Career Technical Education (CCOC/P)**Information No report this evening. 12B. Summer Board Planning Session/Workshop **Discussion W. Dillingham-Plew suggested a 2-day planning session during the summer for the Board to work on team building and planning, finish protocols, narrow down the vision and create a coherent vision, and the unity of purpose. The Board will be polled for dates and it was suggested to meet at L. Goytia s home. They discussed whether to use a facilitator but do not want to spend any money. They hope someone in the district can facilitate or each member of the board can facilitate an item. K. Gallagher said he would be the time-keeper. 12C. Board Comments **Information K. Gallagher attended a Leigh meeting hosted by San Jose Councilman Rocha regarding the traffic issue, and a San Jose/Silicon Valley Chamber of Commerce Workforce Development Summit where he spoke on School District & Business partnerships. W. Dillingham-Plew attended a Senator Jim Beall fundraiser. S. Brown thanked HYA for the process of hiring the Superintendent and found it very unifying for the Board. She attended the Lonehill/Leigh meeting. L. Goytia attended the Parent Reps meeting and the Leigh community traffic meeting, and worked on the Coach Morgan plaque. 13. ADVANCE PLANNING **Information/Discussion S. Brown asked to put LCAP Priorities on May 19 th Agenda. L. Goytia asked for future dates for Leigh Traffic discussions. T. Krause stated the district would be holding a Leigh WASC public meeting on May 9, at 6:30 PM in the Leigh cafeteria. G. Hinkle polled the Board for members and dates to conduct the Student Board Representatives interviews. The City of Los Gatos has invited Board members to a Study Session for the North 40 development on June 15.
