2 Page 2 We have received the following requests for appointments and reappointment to various boards in Humboldt County: WINNEMUCCA CONVENTION AND VISITORS AUTHORITY (3 vacancies, 2 year term): Herb Ross (Motel Representative), John Arant (Business Representative), and Terry Boyle (Hotel Representative) have requested re-appointment. AG DISTRICT NO. 3 RODEO BOARD (3 vacancies, 4 year term): Dave Louk and Becky Hill have requested re-appointment to the board and Jill Chatfield and Chantelle Nielsen have applied for appointment. PARADISE VALLEY FIRE PROTECTION DISTRICT (2 vacancies, 2 year term): Daniel Ferrero wishes to be re-appointed to the board OROVADA COMMUNITY SERVICES BOARD: (5 vacancies, 2 year term) Clay Smith, Donald Brumley, Dave Black, and Jan Schade have requested re-appointment to the board. OROVADA GID: (5 vacancies, 2 year term) Don Mertens, Chuck Knox and troy Rodriguez have requested appointment to the board. OROVADA FIRE BOARD: (3 vacancies, 2 year term) Walt Wilson and Jess Frey have requested re-appointment to the board. KINGS RIVER GID: 5 vacancies, 2 year term) Jessica Smith, Diana Lopez, Martha Lopez and Danica Shelton have requested appointment to the board. 6. APPROVAL OF EXPENDITURES FOR THROUGH (FOR POSSIBLE ACTION)

ADMINISTRATOR: ANNUAL SERVICE AWARDS PRESENTATION TO HUMBOLDT COUNTY OFFICIALS AND EMPLOYEES (GIS) UPDATE (INFORMATIONAL ONLY) - Update to Commission regarding recent upgrades to the GIS center line data and the follow-up action underway to continue to improve the 911 system. Informational Only. 10. ADMINISTRATOR: FARR WEST ENGINEERING CAD DISPATCH (911) GIS PROJECT ENHANCEMENT (FOR POSSIBLE ACTION) - Consideration of, discussion and possible approval of a professional services agreement between Humboldt County and Farr West Engineering, a Nevada based firm, including a Scope of Work (SOW) to provide professional services that will enhance the County s Geographic Information System (GIS) data currently available to the CAD dispatch software (Orion Vella). The SOW includes two approaches for improving the GIS data; with the ultimate goal of providing the CAD dispatch with multiple layers of GIS data, so that incident locations can be verified against different sets of data. This item requests approval to enter into a contract with Farr West Engineering to provide professional services on a Time and Expense basis, not to exceed $46,415 to give the County more information (layers of data) and redundancy in locating emergency incidents. 11. CLERK: PRE-APROVAL OF OVERTIME FOR COURT CLERK AND HUMAN SERVICES COORDINATOR (FOR POSSIBLE ACTION) - Consideration of, discussion and possible approval of a request by the Humboldt County Clerk for pre-approved overtime for the positions of Court Clerk (20 hours) and Human Services Coordinator (20 hours). Discussion and possible action. 12. SET TO PUBLIC HEARING: NUISANCE COMPLAINT AT & SPUR STREET (FOR POSSIBLE ACTION) - Set to Public Hearing a nuisance complaint filed against property owned by Denise DeLong and located at & Spur Street, Winnemucca, NV as required by Humboldt County Code Possible discussion & action :00 A.M. PUBLIC HEARING: MCDERMITT GENERAL IMPROVEMENT DISTRICT GOVERNING BOARD BE DISSOLVED AND TO TRANSFER GOVERNANCE TO COUNTY COMMISSION (FOR POSSIBLE ACTION) - Public Hearing pursuant to NRS for consideration of, discussion and possible action regarding the McDermitt General Improvement District to allow the Humboldt County Board of County Commissioners to manage McDermitt GID in accordance with NRS Chapter 318 and dissolve the local district managing board due to a lack of Board members to conduct business after December 31, Discussion and Possible Action :00 A.M. PUBLIC HEARING: GOLCONDA WATER DISTRICT GOVERNING BOARD BE DISSOLVED AND TO TRANSFER GOVERNANCE TO COUNTY COMMISSION (FOR POSSIBLE ACTION) - Public Hearing pursuant to NRS for consideration of, discussion and possible action regarding the Golconda Water District to allow the Humboldt County Board of County Commissioners to manage the Golconda Water District in accordance with NRS Chapter 318 and dissolve the local district managing board due to a lack of Board members to conduct business after December 31, Discussion and Possible Action. 15. LIBRARY: REQUEST TO CHANGE AND EXPAND LIBRARY HOURS AT MCDERMITT LIBRARY (FOR POSSIBLE ACTION) - Consideration of, discussion and possible approval for the Humboldt County Library to change and extend their hours at the McDermitt Library. Currently
4 Page 4 McDermitt is open Tues/Thurs 9 am - 5 pm and Wednesday 10 am - 7 pm. After extensive polling of the customers and community, the Library staff would like to respond to their feedback by changing the hours as follows: Tues/Wed/Thurs 8 am - 5 pm and Fri 10 am - 7 pm. Discussion and possible action. 16. LIBRARY: REQUEST FOR APPRAISALS (FOR POSSIBLE ACTION) - Consideration, discussion and possible action regarding recommendation from the Humboldt County Library Board of Trustees to obtain two appraisals of alternate property available in Denio (240 Pueblo Blvd, Denio, NV 89404, APN ) to be potentially purchased for Library use, possible direction to staff to pursue two appraisals of property in accordance with County acquisition policy and state statute. Discussion and Possible Action. 17. ASSESSOR: CANCELLATION OF TAX MANAGEMENT ASSOCIATES AGREEMENT (FOR POSSIBLE ACTION) - Consideration of, discussion and possible approval to cancel the agreement between Humboldt County and Tax Management Associates to provide Audit services for the Assessor's office. Discussion and possible action. 18. COMMISSIONERS RETREAT PLANNING: FINAL AGENDA AND LOCATION CONFIRMATION (FOR POSSIBLE ACTION) - Consideration of, discussion and approval of final agenda for January 30, 2017 Commissioner's Retreat. Discussion and possible action. 19. ADMINISTRATOR: 2017 WATER BUDGET APPROVALS FOR HUMBOLDT COUNTY (FOR POSSIBLE ACTION) - Pursuant to NRS , each year the State Engineer is responsible for preparing budgets estimating the amount of money necessary to pay the expenses of various stream systems throughout the state. The budgets are then submitted to each Board of County Commissioners for certification as required by NRS The following budgets have been submitted for the season: Clovers Area Groundwater Basin: No change from the Season ($ 1,516.93) Desert Valley Groundwater Basin: $0.45 decrease from the Season ($ 5,409.45) Grass Valley Groundwater Basin: $13.37 increase from the Season ($ 7,357.59) Humboldt River Distribution: No change from the Season ($14,046.76) Little Humboldt River Distribution: $0.01 decrease from the Season ($39,013.40) Little Humboldt Valley Groundwater Basin: ($ 4,628.19) No change from the Season Kelly Creek Area Groundwater Basin: $0.01 decrease from the Season ($25,272.70) Kings River Valley Groundwater Basin:
5 Page 5 $0.57 decrease from the Season ($ 6,202.97) Pine Forest Valley Groundwater Basin: $ decrease from the Season ($ 7,362.89) Pumpernickel Valley Groundwater Basin: It was stated that no special assessment will be levied for the season, or future years. The budget was $8,812.16; there is no change from last year.($ 8,812.16) Quinn River Valley Groundwater Basin Distribution: $ decrease from the Season ($10,906.76) Silver State Valley Groundwater Basin: No change from the Season ($ 3,968.30) Winnemucca Segment Groundwater Basin: $12, increase from the Season ($18,831.78) ACTION: Pursuant to NRS , "... the Board of County Commissioners shall certify the respective charges contained therein to the County Assessor. The County Assessor shall enter the amount of such charge or charges on the assessment roll against the claimants and the property or acreage served." The Board is, therefore, requested to certify the charges and authorize the County Clerk to sign the certification attached to each budget. Copies of each budget will then be provided to the Assessor for inclusion on the assessment roll and to the State Division of Water Resources. 20. ADMINISTRATOR: APPOINTMENT OF ABEL DEL REAL-NAVA AS HUMAN RESOURCE DIRECTOR/ASSISTANT COUNTY MANAGER (FOR POSSIBLE ACTION) - Consideration of, discussion and possible approval of Abel Del Real-Nava to Human Resource Director/Assistant County Manager position. Discussion and Possible Action. 21. COMMUNICATIONS/TV DISTRICT: REQUEST TO PURCHASE POLARIS 1000 WITH TRACKS (FOR POSSIBLE ACTION) - Consideration of, discussion and possible approval to purchase a Polaris 1000 with Tracks for the purpose of conducting daily business on mountain communication and TV District tower sites in an amount not to exceed $40,000 with the costs to be shared between the TV District and the County. Discussion and possible action. 22. AG DISTRICT 3: PURCHASE OF FORD PICKUP (FOR POSSIBLE ACTION) - Consideration of, discussion and possible approval to purchase a 2017 Ford F-250 4x4 Crew Cab. This purchase was approved at the January 3, 2017 meeting, however, the original proposals were inaccurate and updated proposals (3 total) were all $1,800 higher. New price is $31, (versus $31, ). This will be will be funded through the WCVA and Ag District 3 budgets. Discussion and possible action. 23. FUTURE AGENDA ITEMS
