1 Sacramento Public Library Authority ACTION SUMMARY SACRAMENTO PUBLIC LIBRARY AUTHORITY BOARD Thursday, September 28, :00 p.m. to 5:00 p.m. Sacramento County Board of Supervisors Chambers 700 H Street, Sacramento Please note: These draft minutes give an overview of items discussed and action taken in regard to those items. Meeting DVDs are available by request for check-out from any Sacramento Public Library branch within two weeks following each meeting. This change reflects the Board action on July 28, 2016 (Resolution 16-29) to approve the Action Summary as the official record of each Authority Board meeting. 1.0 Call to Order In attendance: Angelique Ashby, Sue Frost, Lori Heuer, Rick Jennings II, Stephanie Nguyen, Don Nottoli, Brian Rivas (Alternate for Phil Serna), Jay Schenirer, Darren Suen, Darrel Woo (Alternate for Patrick Kennedy). Linda Budge, Eric Guerra, Susan Peters, Jeff Slowey and Allen Warren were unable to attend the meeting. The meeting was called to order at 3:08 p.m. Director Stephanie Nguyen led the Pledge of Allegiance. 2.0 Public Comment on Matters Not on the Agenda There was no public comment. 3.0 Closed Session 3.1 Closed Session Public Comment 3.2 Closed Session Item: Pursuant to Government Code section for a matter pertaining to personnel. Performance evaluation of the Library Director. 3.3 Adjourn Closed Session 3.4 Closed Session Report The Closed Session was held after the Director s Report (Item 5.0) and before the Information Calendar (Item 6.0). The meeting was adjourned to Closed Session at 3:46 p.m. and resumed at 3:55 p.m. There was no reportable action from the Closed Session. 4.0 Presentations The presentations were the sixth item to be heard on the Board agenda. 4.1 Best Buy Presentation Sue Powell, treasurer of the Friends of the Sacramento Public Library, was called to the podium to accept a $7,000 grant from Best Buy to do enhanced programming at the Franklin Library. Chair Nottoli asked how extensive the competition had been for the grant. Maggie Duffy-Hammonds, Community Engagement Captain for Best Buy, said the company received 35 RFPs and awarded $65,000. Director Rivkah Sass praised the Library s Public Services team for the effort that went into the grant application. 4.2 Proclamation Celebrating National Friends of the Library Week: Oct , 2017
2 Sass asked Powell to remain at the podium and called up Friends member Pauline Grenbeaux to join her as Sass read the proclamation and presented the framed copy to the Friends members. 4.3 Summer Reading Challenge and Lunch at the Library Youth Services Manager Christie Hamm gave a presentation about the Library s Summer Reading and Summer Lunch programs. Summer Reading highlights included 36,901 signups; 20,428 finishers; 396,697 books logged; 15,964 prize books awarded; and an increase in adult finishers of 25% over 2016 totals. If reading five books prevents two months of summer slide, this year s Summer Reading Challenge eliminated more than 2,000 years of summer learning loss for the Sacramento community. Special initiatives this year included swim passes to city pools and partnerships with the Youth Detention Facility and the Sacramento County Jail. The the Library program provided 10,761 meals at 10 sites, with 88 volunteers contributing 3,178 hours. Sponsors of the program were the Friends, Foundation, Good Day Sacramento, Wells Fargo and Channel 13. Director Angelique Ashby applauded the Library s success and asked for a report on other incentives that could be offered to increase summer reading participation. Director Jay Schenirer thanked the Library for the lunch program and asked Hamm if she felt that the lunches brought more people into the Library. Hamm said the program was definitely a draw, attracting new patrons who arrived for lunch and stayed to use the Library. She said that the people who were surveyed noted that the Library was a safe place, the food was healthy and the lunch program made them feel empowered. Schenirer said he felt more facilities should be providing this type of service and suggested an offline conversation to obtain more detailed information. Directors Rick Jennings and Darren Suen also expressed their congratulations. 4.4 Galt Library Facility Update Alice Bernardino, Engineering Assistant with the City of Galt, is managing the design of the Library expansion project in Galt. She said Phase One, an overall conceptual plan, has been completed and asked Mike Buschow of GRA Architects to show the Board slides of what has been planned. Director Lori Heuer thanked Chair Nottoli for securing the funding to do the architectural plan and noted that the City of Galt currently does not have an identified funding source to do the actual expansion, but will continue to search for money. Director Ashby asked Buschow for an estimate of the cost of the expansion and he said the project would cost about $1.8 million. 4.5 Sacramento Public Library Foundation Report There was no report from the Sacramento Public Library Foundation. 4.6 Friends of the Library Report There was no report from the Friends of the Library 5.0 Director s Report After referring the Board to her written report, Director Sass told the Board that the Library had submitted an application for a National Medal from the Institute for Museum and Library Services after once again being nominated by Rep. Doris Matsui.
3 She invited everyone to the Central Library at 6:30 p.m. that evening for the third annual Career Online High School graduation ceremonies to honor 14 graduates of the Library s accredited high school diploma program and one GED recipient. Sass also noted that Christina Schulz left approximately 25% of her estate, a little over $200,000, in an unrestricted fund for the Elk Grove Library. Staff are thinking about how the citizens of Elk Grove and the Friends of the Elk Grove Library would like the money to be spent. Also worthy of mention, said Sass, were the robotics programs that were conducted for students in the Delta region. She thanked Director Nottoli for his support of the programs, which she said have been very meaningful. On the day following the October Board meeting, Sass will fly to Amman, Jordan, to volunteer at the Za atari Refugee Camp, home to more than 80,000 Syrian refugees, to better understand the refugee situation in the Middle East. Following the week at Za atari, Sass will attend the Sharjah International Book Fair and Library conference where she has been invited to talk about innovations at the Sacramento Public Library. 6.0 Information 6.1 Monthly Financial Report June Quarterly Investment Report for Q4 6.3 Monthly Financial Report July Monthly Treasurer s Report July Tsakopoulos Library Galleria Annual Report 6.6 Passport Service Annual Report FY There was no discussion from the Board on the Information items. Sass called the Board s attention to the fact that the Library s Passport Service has netted more than $100,000. She praised Public Services Manager Jessica Jupitus for her work on the program. 7.0 Consent 7.1 Action Summary July 27, Friends of the Library MOU 7.3 Contract Amendment: Giving Design Contract David Baker 7.4 Professional Services Agreement: Library Leadership Ideation Collaborative 7.5 Approve New Position Description Information Technology Analyst 7.6 Contract Approval: Video Surveillance Systems Ojo Technology 7.7 Contract Approval: Website Redesign Americaneagle.com There was no discussion on the Consent items. Board Action Ashby/Suen Approved (10-0) 8.0 Action 8.1 Fiscal Year Final Budget, Position Control and Fine and Fee Structure A five-year forecast showing financial projections through Fiscal Year was compiled and presented by the Library Finance Department staff. Johnny Ea, Finance Manager, said that for the next five years, the Library will have a structural deficit in the portion of the budget supported by the City
4 of Sacramento, no matter how the budget is balanced. That deficit, almost $1.2 million in FY 18-19, is projected to grow to $6 million by FY Contributing to the budget shortfall are the post-recession cost of doing business and the fact that CalPERS has revised its discount rate, resulting in a projected increase of approximately $2 million in employee contributions over the next five years. Ea said the three new Library branches that were built during the recession Valley Hi-North Laguna, North Natomas and Robbie Waters Pocket-Greenhaven cost about $600,000 each to operate and noted that it would be beneficial if the City of Sacramento (where all three are located) could find a way to contribute $1.8 million annually for the operation of these libraries. Director Ashby said that in the next six to 18 months, the City of Sacramento will have discussions about the renewal of Measure U to help fund libraries. These discussions will focus on what the measure should include and how that would look for the Library. She said she feels the City is making progress. Sass agreed, thanking the City Finance staff for their efforts. Given the need for a new library for the Orangevale community, Director Frost asked if the economic forecast would be a barrier for such a project. Sass stated that if Sacramento County finds the money to build it, the Library would figure out how to staff and operate a new Orangevale Library. Chair Nottoli said the County is not limited to property tax revenues in building new libraries. He noted that there have been occasions when the Board of Supervisors, either through general fund revenue or by some other means, has been able to make such ventures possible. Director Brian Rivas asked if the plan for the structural deficit would be to ask the City of Sacramento for more money. Sass said that money would have to come from the City, to which Rivas asked if the Library would be forced to reduce services if that money was not forthcoming. Sass indicated that services could be reduced, but noted that there are other complications with the City libraries, such as bonds being held on many of the properties housing City libraries. Director Sass reminded the Board that the Library shares both its collection and staff across the system. Ashby said retired Director Jimmie Yee was one who was willing to have a conversation around the County being more supportive of the City. Sass agreed that it might be time to revisit this question and suggested that a small group work on it. Director Nottoli agreed, saying that much has happened since the formation of the original JPA. Director Frost requested the numbers of what each city contributes to the budget. Sass indicated that the numbers would be provided, but that it might take some time, since city managers for each city covered by the JPA would need to be consulted. Director Schenirer suggested that it be a topic for the Authority Board s Budget Audit Committee, which could help frame the discussion and set parameters for the equal treatment of all cities.
