1 CITY OF CITRUS HEIGHTS CITY COUNCIL MINUTES Regular Meeting of Thursday, July 27, 2017 City Hall Council Chambers 6360 Fountain Square Drive, Citrus Heights, CA CALL REGULAR MEETING TO ORDER The regular council meeting was called to order at 7:00 p.m. by Mayor Slowey. 1. The Flag Salute was led by Vice Mayor Miller. 2. Roll Call: Council Members present: Bruins, Daniels, Fox, Miller, Slowey Council Members absent: Staff present: Alejandrez, Blomquist, Boyd, Flores, Lawrence, Poole, Van, Ziegler and department directors. 3. The video statement was read by City Clerk Van. APPROVAL OF AGENDA ACTION: On a motion by Council Member Bruins, seconded by Council Member Fox, the City Council approved the agenda. Bruins, Daniels, Fox, Miller, Slowey PRESENTATIONS COMMENTS BY COUNCIL MEMBERS AND REGIONAL BOARD UPDATES Council Member Fox provided a report from the Sacramento Metropolitan Cable Commission meeting. Council Member Bruins provided an update from the Sunrise MarketPlace Board meeting and the Citrus Heights Police Activities Board meeting. She also provided a report from the Sacramento Regional County Sanitation District and Sacramento Area Sewer District Board meeting. Council Member Daniels provided an update from the Sacramento Metropolitan Air Quality Management District Board meeting. Vice Mayor Miller provided an update from the Sunrise MarketPlace Board meeting. He commented on the Citrus Heights Community Campout held on July 22 and 23. He provided a report from the Regional Transit Board meeting. Mayor Slowey provided a report from the Sacramento Public Library Authority Board meeting.

SUBJECT: Approval of Minutes RECOMMENDATION: Approve the Minutes of the Special/ Regular Meeting of June 22, 2017 and July 13, SUBJECT: Auburn Boulevard Complete Streets Revitalization Project Phase 2 Project No. CML 5475 (038) Approval of Contract Amendment No. 3 STAFF REPORT: C. Fallbeck/ R. Cave RECOMMENDATION: Adopt Resolution No ; A Resolution of the City Council of the City of Citrus Heights, California, Authorizing the City Manager to Execute Contract Amendment No. 3 with WSP for the Auburn Boulevard Complete Streets Revitalization Project Phase 2 ACTION: On a motion by Council Member Bruins, seconded by Vice Mayor Miller, the City Council adopted Consent Calendar Items 4 and 5. Bruins, Daniels, Fox, Miller, Slowey PUBLIC HEARING 6. SUBJECT: Adoption of Updated Animal Services Fee Schedule STAFF REPORT: M. Poole/ R.Cave RECOMMENDATION: Adopt Resolution No ; A Resolution of the City Council of the City of Citrus Heights, California Approving an Updated Animal Services Fee Schedule Operations Manager Poole reported that the City switched animal shelter services from Sacramento County to Sacramento SPCA as of July 1 st. As a result of the change, the City is updating its fee schedule to be consistent with the contract and what is being charged at the shelter. She provided an overview of the proposed fee schedule and responded to questions from Council Members. Mayor Slowey opened the public hearing at 7:19 p.m.; hearing no speakers the Mayor closed the public hearing. 3 REGULAR CALENDER 7. SUBJECT: Landscape Maintenance Assessment District (Zones 1, 2, 3, and 4) Initiate Proceedings for Fiscal Year 2017/2018 Annual Update STAFF REPORT: C. Fallbeck/ A. Flores RECOMMENDATION: Staff Recommends City Council Adopt the Following Resolutions: a. Adopt Resolution No ; A Resolution of the City Council of the City of Citrus Heights, California, to Initiate Proceedings Pursuant to the Landscaping and Lighting Act of 1972 for Landscape Maintenance Assessment District No (Zones 1, 2, 3, And 4) b. Adopt Resolution No ; A Resolution of the City Council of the City of Citrus 2017/2018 for Landscape Maintenance Assessment District No (Zones 1, 2, 3, And 4) Associate Civil Engineer Flores reported that pursuant to the Landscape and Lighting Act of 1972 the City must update the assessments for its various landscape maintenance assessment districts each year. Tonight s item is the first of two steps needed to update the landscape maintenance assessment districts for fiscal year 2017/2018. Staff recommends that the City Council adopt two resolutions. The first resolution is to initiate the proceedings for the annual update and also authorize the preparation of the engineer s report to describe the proposed levels of maintenance, the proposed financial summary, and include assessment diagrams for each zone in the district. The second resolution is the resolution of intention where the City Council approves the engineer s report for Landscape Maintenance Assessment District annual update for fiscal year 2017/2018. Flores RECOMMENDATION: Staff Recommends The City Council Adopt The Following Resolutions: a. Adopt Resolution No ; A Resolution of the City Council of the City of Citrus Heights, California, to Initiate Proceedings Pursuant to the Landscaping and Lighting Act of 1972 for the City of Citrus Heights Lighting District b. Adopt Resolution No ; A Resolution of the City Council of the City of Citrus Heights, California, for the Intention to Levy and Collect Assessments for Fiscal Year 2017/2018 for the Citrus Heights Lighting District Senior Civil/Traffic Engineer Blomquist reported each year the City is required to update the assessments for the Lighting District. Staff s recommendation is to take action on two resolutions. The first resolution is to initiate proceedings for fiscal year 2017/2018 annual update. The second is to adopt a resolution of intention approving the engineer s report declaring the intent to order and levy the collection of assessments. City Council questions followed. SUBJECT: Designation of Voting Delegate and Alternate(s) for the League of California Cities Annual Conference STAFF REPORT: A. Van RECOMMENDATION: Staff Recommends That the City Council Make a Motion to Designate a Voting Delegate and Alternate(s) to Participate at the Annual Business Meeting on September 15, 2017, During the League of California Cities Annual Conference. By consensus, the City Council designated Council Member Fox as the voting delegate and Vice Miller and Council Member Daniels as alternates to participate at the Annual Business Meeting on September 15, 2017, during the League of California Cities Annual Conference. 11. SUBJECT: Support for Assembly Bill 1408 (Calderon), Crimes; supervised release STAFF REPORT: R. Lawrence/ C. Burnett RECOMMENDATION: Adopt Resolution No ; A Resolution of the City Council of The City of Citrus Heights, California, Expressing Support for Assembly Bill 1408 (Calderon) Police Chief Lawrence reported Assembly Bill 1408 was introduced in February 2017 by Assemblyman Calderon in response to the shooting of Whittier Police Officers Keith Boyer and Patrick Hazell. Both officers were shot by a violent felon with an extensive criminal history who had been released from prison only two weeks before the shooting. AB 1408 ensures that recent changes in our criminal justice system are balanced with protections for communities against the release of dangerous felons by specifically making three critical changes to the California parole process. He provided an overview of the changes being proposed. City Council questions and comments followed. ACTION: On a motion by Council Member Daniels, seconded by Council Member Fox, the City Council adopted Resolution No ; A Resolution of the City Council of The City of Citrus Heights, California, Expressing Support for Assembly Bill 1408 (Calderon). 7 Assistant to the City Manager Alejandrez reported that since incorporation, the City has conducted community surveys approximately every five years. Staff released a request for qualifications and received four proposals. Staff reviewed the proposals, interviewed firms, and selected EMC Research firm to conduct the 2017 Community Survey Update. She provided an overview of the estimated project timeline. City Clerk Van reported that the City has received a request from the Sacramento County Department of Voter Registration and Elections to utilize City facilities as a Vote Center during the 2018 elections. At the August 10 Council Meeting the Registrar of Voters will give a presentation on the changes in the election process beginning in Staff will also present an item to Council to consider the use of City facilities.
