PUBLIC COMMENT None CLOSED SESSION 2. Security of Public Services and/or Facilities Pursuant to Government Code Section Consultation with: Citrus Heights Police Chief There was no reportable action from closed session. ADJOURNMENT Mayor Slowey adjourned the special meeting at 6:45 p.m. CALL REGULAR MEETING TO ORDER The regular council meeting was called to order at 7:00 p.m. by Mayor Slowey. 1. City of Citrus Heights 20 Year Celebration Top 20 Presentation Management Analyst Cotter presented the list of Top 20 Community Leaders. She explained that as part of the City s 20 th anniversary celebration the City will present a different Top 20 list each month. She highlighted items from April s Top 20 list which included Citrus Heights Incorporation Project members and supporters, volunteers, all Citrus Heights residents, and more. 5. Proclamation of the City of Citrus Heights Proclaiming the week of April 21-29, 2017 as Creek Week Mayor Slowey read and presented a proclamation to Boy Scout Troop 228 who accepted on behalf of Creek Week and Sunrise Recreation and Park District. 6. Proclamation of the City of Citrus Heights Proclaiming April as Fair Housing Month Vice Mayor Miller read and presented the proclamation to Tahirih Kraft with Sacramento Self Help Housing. COMMENTS BY COUNCIL MEMBERS AND REGIONAL BOARD UPDATES Council Member Daniels provided an update from the Sacramento Transportation Authority Board meeting. He also stated he would like to bring forward a nomination for appointment to the Planning Commission at a future City Council meeting. Council Member Bruins provided an update from the City Council Education 2x2 Committee meeting. She also attended the REACH Board meeting. She provided a report from the Sacramento Regional County Sanitation District and Sacramento Area Sewer District Board meeting. Vice Mayor Miller attended the Greater Sacramento Economic Council s Certified Champion Program. He provided a report from the Regional Transit Board meeting. Mayor Slowey participated in some business visits with the Police Chief, City Manager and the Community and Economic Development Director. He announced the City and Citrus Heights Chamber of Commerce have partnered to host a brownbag breakfast on social media and marketing on April 18 at City Hall. PUBLIC COMMENT Beryl Turner-Weeks expressed concerns regarding the road closures for the 20 th Anniversary Block Party and the impacts to her neighborhood. She also asked about the status of the medical office building at the corner of Greenback Lane and Fountain Square Drive. Michael Lagomarsino on behalf of Neighborhood Association Area 3 provided an update on their activities over the last year. Page 2 Agenda Packet Page 5

Margaret Kaffka asked questions on the Regional Transit Budget and potential cuts to bus routes. Vice Mayor Miller responded that the preliminary budget is on the Regional Transit website for review. McDuffee/ C. Kempenaar RECOMMENDATION: Adopt Resolution No ; A Resolution of the City Council of the City of Citrus Heights, California, Authorizing The City Manager To Execute an Agreement for Professional Services with Dudek, to Provide Professional Services for the Mitchell Farms Environmental Impact Report Senior Planner Kempenaar reported that Watt Communities submitted an application for 261 homes at the Sunrise Golf Course property. The next step in the process is to identify a consultant team to help with the environmental impact report that is required for the project. The City received eight proposals and interviewed three consultants; and is recommending that the City Council approve an agreement with Dudek to provide professional services for the environmental impact report. The fees for the contract will be paid by the developer. Council Member questions and comments followed. 10 Citrus Heights City Council Minutes Special/Regular Meetings of April 13, 2017 Police Chief Lawrence reported in November 2014 voters approved Proposition 47. This proposition reduced penalties for non-serious, non-violent offenses and felonies down to misdemeanors. As it relates to AB 1326, it reduced the penalties for theft and theft-related offenses and certain crimes of forgery where the value of the involved property, theft, or forgery did not exceed $950 with certain exceptions. AB 1326 would provide that these offenses may be punishable as a felony if the property or forged items, in the multiple commissions of those offenses within a 12-month period has an aggregate value exceeding $950. AB 1326 provides that a person who is convicted of multiple offense of shoplifting, forgery, theft, or buying/receiving stolen property would make it a felony if the aggregate value of property or forged items exceeds $950 within a 12-month period. Council Member questions and comments followed. Public Comment David Warren handed out copies of news articles relating to California s prison population and spoke in opposition of AB ACTION: On a motion by Council Member Daniels, seconded by Council Member Bruins, the City Council adopted Resolution No ; A Resolution of the City Council of the City of Citrus Heights, California Expressing Support for Assembly Bill 1326 (Cooper). SUBJECT: City Hall Landscaping Update DEPARTMENT: General Services Facilities and Grounds Manager Myers provided an update on landscaping improvements along Fountain Square Drive and Stock Ranch Road. 16. SUBJECT: Midyear Budget Update DEPARTMENT: Finance Finance Director Daniell reported major revenues that are projected to be over budget include lease income, PEG funds, property taxes and motor vehicle license fees. Major revenues that are under budget include sales and use tax. Expenses are estimated to be $239,000 over budget. City Manager Boyd responded to questions from Council Members. PUBLIC COMMENT None CLOSED SESSION 2. CONFERENCE WITH LEGAL COUNSEL EXISTING LITIGATION Pursuant to Government Code Section (d)(1) Molinari vs. City of Citrus Heights Sacramento County Superior Court Case No The City Council pulled Item 2 from the agenda. 3. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION Initiation of litigation pursuant to paragraph (4) of subdivision (d) of Section Potential Cases Mayor Slowey announced that there was no reportable action from closed session. STUDY SESSION 4. Planning Law Update Associate Planner Bermudez and Attorney Mog provided an update on recent changes in legislation relating to planning. Proclamation of the City of Citrus Heights Proclaiming April 20-23, 2017 as National Volunteer Week Support Services Manager Maraviov gave a detailed Power Point presentation on the Volunteer program. Mayor Slowey presented the Proclamation and thanked the volunteers for all their service. 5. Proclamation of the City of Citrus Heights Proclaiming May 2017 Building Safety Month Vice Mayor Miller presented the Proclamation to Susan McLendon in the Building Department. McLendon thanked the Council for supporting Building Safety Month. 6. Presentation by Republic Services- Trim Your Waste Winners Annah Rulon Recycling Coordinator, with Republic Services announced the winners of the Trim Your Waste Recycle Contest. She gave a brief presentation on the Republic Service s educational effort, why it is important and how it benefits the community. All seven winners of the contest received a $ gift card for recycling properly. The grand prize winner at Bloom Way received a $ gift card. Page 2 Agenda Packet Page 11

14 Citrus Heights City Council Minutes Special/Regular Meetings of April 27, 2017 COMMENTS BY COUNCIL MEMBERS AND REGIONAL BOARD UPDATES Council Member Daniels provided a report from the Sacramento Metropolitan Air Quality Management District Board Meeting. Council Member Bruins gave an update on the Police Activities League Strategic Planning Meeting on May 3, The Citrus Heights Community Marching Band is raising funding by putting on their semiannual yard sale the weekend of May 5, the yard sale location will be at 7620 Linden Avenue. Vice Mayor Miller gave an update from the Regional Transit Board meeting. Mayor Slowey gave an update on the Strategic Planning Retreat. He commended the Relay for Life City team for coming into third place and raising $3, PUBLIC COMMENT Elena Thomason expressed concerns regarding cars traveling at high speeds near her residence at West Gate and San Juan Avenue. She handed out packets regarding this issue. She asked Council to consider a cross walk in hopes of slowing down drivers. Anna Portillo president of Arcade Creek Neighborhood Association Area 4 gave an annual report. She thanked the Area 4 members for passing out flyers and volunteering at Citrus Heights events. Dr. Jayna Karpinkski-Costa announced the 10 th Annual Senior Health Fair which will be held on May 18, 2017 at the Community Center. She gave an update on the Sacramento Yolo Mosquito and Vector Control Board. She encouraged the public to drain all standing water, to get rid of any unwanted mosquitos. She directed people to go to fightthebite.net to get more information on dead bird pickups, tick surveillance and mosquito information. Lori Burbridge promoted the upcoming Veteran s Spaghetti Feed at the Veterans Community Center on Saturday, May 20 th from 5-8 p.m. Tickets are $15 and proceeds go towards completing ADA compliant bathrooms in the Veterans Center. Janine Brown informed people about the Senior Companion Program. The program offers isolated seniors assistance in taking people to medical appointments, grocery stores and run any errands they may need CONSENT CALENDAR 7. Fallbeck RECOMMENDATION: Adopt a Resolution No A Resolution of the City Council of the City of Citrus Heights, California, Adopting the City s Title VI Program and Authorizing City Staff to Submit Necessary Documentation to the Requisite State and Federal Agencies. Public Comment David Warren urged the Council to hold a special election to fill the vacancy to allow residents to vote on the matter. By consensus the City Council agreed to fill the vacancy by appointment and directed staff to accept applications. DEPARTMENT REPORTS th Anniversary Block Party Update City Clerk Van gave an update on the 20 th Anniversary Block Party at Van Maren Park. The date is June 3 rd from 3:00-8:00 p.m. The City has 13 sponsors, equating to about $25, in sponsorships. So far there are nine different food vendors and 17 other vendors also including mascots such as the River Cat s Dinger and the Quick Quack Duck. The City is still looking for local vendors to perform on the community stage, such as performing talents like taekwondo or musical groups. All information can be found on the website There will be additional advertising promoting the block party. 14. Strategic Planning Retreat Update Assistant to the City Manager Alejandrez gave a brief update on the Strategic Planning Retreat. The Retreat is held twice a year and the participant s consist of City Council members, executive staff and the city attorney. The primary objective is to identify six month objectives for the City. Boyd, City Manager Chris Fallbeck, Principal Civil Engineer Leslie Blomquist, Senior Civil/Traffic Engineer SUBJECT: Various Signalized Intersection Safety Improvements HSIPL 5475(041) Approval of Caltrans Program Supplement Agreement Summary and Recommendation In November of 2016, the City was awarded a Highway Safety Improvement Program (HSIP) grant in the amount of $486,000 (with a total project estimate of $540,000) for the Various Signalized Intersection Safety Improvements Project. Staff recently received authorization to begin the engineering design, public outreach and environmental review process for the project. As part of the authorization process, Caltrans requires execution of a Program Supplement Agreement. Staff recommends City Council approve the attached resolution authorizing the City Manager to execute Program Supplement Agreement No. 027-F to Administering Agency-State Agreement No F15. Fiscal Impact Total cost of the environemental documentation, public outreach and design services for the project is estimated at $51,400. The HSIP grant will fund up to $46,260 of these services and the balance will be funded with Measure A Traffic Safety funds. Prior to commencement of the construction phase of the project, an additional authorization request will be submitted to Caltrans. Background and Analysis The City operates and maintains 61 signalized intersections, most of which were installed many years ago. Since taking over the operations and maintenance of the signal system approximately 8 years ago, we have actively been upgrading the signals to include count-down pedestrian indications and larger size vehicle indications as various capital improvement and maintenance projects permit. Count-down pedestrian indications provide additional information and allows users to make more informed decisions on when to cross the road. Larger size vehicle indications increase the visbility of the traffic signals and enhances the drivers ability to react to upstream roadway conditions. Currently, there are 11 remaining traffic signals in need of count-down pedestrian indications and 29 signals in need of increased vehicle indication sizes. A map of these needs is attached to this staff report. Agenda Packet Page 16

19 At the intersection of Greenback Ln/Auburn Blvd, several pedestrian-involved crashes have occurred as pedestrians cross the roadway outside of the intersection's crosswalks. Installation of a pedestrian median barrier will prohibit pedestrians from crossing at these locations, forcing them to use the designated controlled crosswalks at the adjacent signalized intersection. This project will install pedestrian median fencing, within the existing raised medians, on three legs of the intersection. As part of the design, environmental and public outreach contract, public meetings will be held to solicit input on the design aesthetics of the fence. In March of 2017, staff submitted a request to Caltrans to begin the design, public outreach and environmental review of the project. Caltrans approved that request on March 24, 2017 and the City must now execute a Program Supplement Agreement (to our Master Cooperative Agreement) for the specific work approved. The supplement agreement defines the funding commitments, special covenants and other responsibilities the City must satisfy in order to seek reimbursement under the grant. Conclusion Staff recommends City Council approve the attached resolution authorizing the City Manager to execute the Program Supplement Agreement No. 027-F to Administering Agency-State Agreement No F15 for the Various Signalized Intersection Safety Improvements Project.
