1 p The June meeting of the Moshannon Valley Board of Education was held on June 18, 2018, in the District Office Board Room at the Moshannon Valley High School. President, Cassandra Kitko, called the meeting to order at 7:00 PM, beginning with the Pledge of Allegiance. ATTENDANCE Present: Nathan Dotts (7:05 PM), Larry Saupp, Stacey Williams, Ruth Saupp, Albert Adams, Cassandra Kitko, Kris Bacher Absent: Robert Reed, John Bacher Solicitor: David Consiglio Student Representatives: Absent ADMINISTRATION ATTENDANCE Present: Dr. John W. Zesiger, Superintendent, Kristofer Albright, High School Principal, Tracie Tomasko, Elementary Principal, Justin Fye, Assistant Principal, Wendy Payne, Special Education Supervisor, Jeff Sherkel, Maintenance Supervisor (absent), Elsie Harchak, Business Manager/Board Secretary, Danielle Detwiler, Nutrition Group (absent) PRESENTATIONS School insurance package proposals for were presented by: Mike O Neill and Neal Sorek of Matson Insurance, and Carl Buddy Deyulis and Brenna Witherow of D.B. Mackey Agency. ADMINISTRATION REPORTS Tracie Tomasko, Elementary Principal, reported on the following elementary activities and programs: 4 th Grade Market Day created by Ashley Nunley 6 th grade graduation and awards Backpack Field Day raised $ for Moshannon Valley students who participate in the YMCA Weekend Backpack program. This year s Back to School night will occur Thursday, August 23 rd from 6:00-8:00. All families of Kindergarten through Grade Six students are invited to meet elementary faculty and staff members. Plans are in place to once again invite incoming Kindergarten students and families to an afternoon Kindergarten Camp Friday, August 24 th. Kris Albright, High School Principal, reported on the following items: Summer school had 17 students (including 2 seniors) recover a total of 20 credits. High school administration held a meeting with coaches to discuss the up-coming season.

2 p Justin Fye, Assistant Principal, reported on the following items: We received a letter from the Department of Labor and Industry stating that our Safety Committee has successfully completed certification and we received a 5% discount on our worker s compensation premium. There have been some changes/additions to the Coaches, Student-Athlete and Parent/Guardian, Faculty/Staff and Student Handbooks. There are two new handbooks: Substitute Guidebook and Credit Recovery Handbook that will be implemented during the School Year. We are setting up a pre-school year training for all district substitutes on Friday, August 24 and will have a ½ day training on our school expectations, policies and schedules. Mr. Fye will present at the 2018 Para-educators Conference at Bald Eagle Area High School for the 2 nd year in a row. Wendy Payne, Special Education Supervisor, reported on the following: Carnival Night was a success! Approximately families attended and most of the families donated at least one item for the food bank. We received very positive feedback Extended School year begins on Wednesday. We have 14 students attending this year. Update on the BRIDGE Classroom: I was able to attend the interviews for the perspective Special Education Teacher and the Social Worker for the BIRDGE program Jeffrey Sherkel, Maintenance Supervisor, reported on the following: Sealing of district asphalt was completed the week of June 4th. Line painting for parking lots is in progress. Reviewing some issues with the contractor. We met with Rick Conrad a Forester from the "PA Department of Conservation & Natural Resources Bureau of Forestry" the week of June 4th to discuss options for the trees owned by the district. Many internal summer projects and summer cleaning are underway in both schools that include: painting classrooms, handicap ramp tile replacement, and summer floor care. Very busy schedule, but on track. Elsie Harchak, Business Manager/Food Service/Public Records Officer, reported on the following: Food Service report on new items at food show and Nutrition Inc newsletters Savings and grant revenue report for Request to approve the Budget Dr. John W. Zesiger, Superintendent, reported on the following: Library Renovation Expect our first potential layout designs and potential cost figures in the next few weeks. KTH is planning a Board presentation at the August meeting. Sheriff s Deputy & IPI Guard Model update. Baseball & Softball Fields Mr. Sherkel was planning to speak with Mr. Saupp and we will work on making some improvements starting in July.

3 p Test Scores We should receive PSSA Scores, Keystone Scores, and AP Scores between June 20 and July 22. Secretary Contract Plan to begin Early Bird Discussions MVSD Energy Star Status Press Release went out today each board member received a copy. MOTIONS LIST: CONSENT Motion by Albert Adams, seconded by Larry Saupp to approve consent motions 1-2: 1. Request from Brandon Owens and Monica Krejnus, Freshman Class Co-Advisors, to schedule the Freshman Dance on April 27, 2019, in the high school cafeteria, and the Freshman Class trip on Friday, May 24, Request from Joseph Cervenak and Brandie Kephart, Junior Class Advisors, to schedule Prom on May 11, 2019, in the high school gym. ALL IN FAVOR- AYE Informational Item: Changes to the School Calendar: Due to PSSA ELA testing, there will not be an early dismissal on the last student day prior to Spring Vacation. It has been changed to prior to Memorial Day. Days missed due to inclement weather have been changed to the following dates in the following order: February 15, April 18, April 23, and April 22, and June, as needed. MINUTES Motion by Nathan Dotts seconded by Ruth Saupp to approve minutes as presented, subject to audit: Regular Meeting May 21, 2018 EXTRA-CURRICULAR Motion by Larry Saupp seconded by Albert Adams to approve extra-curricular motions 1-5: 1. Resignation of Jonathan Deemer as Head Coach Varsity Baseball.

4 p Contingent upon the Summer 2018 Extended School Year Program approval, appoint Kayla Frailey, Tina Lewis, and Melinda Lucas as instructors and Chelsea Samick as Speech Therapist for the program at an hourly rate of $ Contingent upon the Summer 2018 Extended School Year Program approval, appoint Theresa Vogel as Personal Care Aide at her hourly rate. 4. Due to graduating, the following student Athletic Workers will forgo their positions: McKenzie Campbell, Brianna Cramer, and Elaina McClelland. 5. Permission to advertise for Head Coach Varsity Baseball. PROGRAMS/CURRICULUM Motion by Larry Saupp, seconded by Albert Adams to approve program curricular motions 1-6: 1. Permission to operate the Summer 2018 Extended School Year Program to be provided to the eligible special education students of the district beginning June 20, 2018, through July 12, (Mondays, Tuesdays, Wednesdays, and Thursdays from 8:30am-11:30am). 2. Letter of Agreement with the Community Guidance Center for school year Memorandum of Understanding with the Central Intermediate Unit 10 to create a Clearfield County Bridge Classroom for the school year. 4. Agreement with Merakey Pennsylvania (a/k/a NHS Pennsylvania) for school year and 2019 Extended School Year. 5. Changes and Updates to the Elementary Student Handbook. 6. Changes and updates to the Student-Athlete and Parent/Guardian Handbook and the Coaching Handbook. BUILDING AND GROUNDS Motion by Nathan Dotts, seconded by Larry Saupp to approve building and grounds motion 1-2: 1. Request for permission to work with a consultant to prepare timber plan and bids to select harvest timber on school district property.

Proposal from Tyrone Hospital to provide the following services for the school year: Cafeteria physicals for $10 per person, TB (PPD) tests for $15 per person, and student physicals for kindergarten, grade 6, and grade 11 for $10 per person. 17. Donate unused/outdated cafe supplies (coffee cups, saucers, bowls, juice glasses, salt & pepper shakers etc.) to the Central Penn Community Action (Houtzdale Senior Citizen Center). 18. Send the list of graduating seniors to district tax collectors to add to Per Capita Rolls. 19. Approve the contract with IPI Security Services for the school year at a rate of $30.95/hr for armed and $16.95/hr for unarmed, number of guards to be determined. 20. Two (2) year Occupational Therapy Service Agreement with Penn Highlands Healthcare for occupational therapy services at a rate of $63 per hour. 21. Renew one (1) year Agreement with Deborah Aigner, CRNP, to review IEPS at a cost of $10/per IEP for the school year. 22. Reimburse Jordan Township Tax Collector, Sandee Smeal, $106 for ⅓ price of RAK tax collection software. The county and municipality to contribute the other ⅔. 23. Agreement with Dr. Gregory Kimble, Tyrone Hospital, to review IEPs for the school year at a rate of $25/IEP. Motion by Ruth Saupp, seconded by Larry Saupp to approve fiscal motion 2: 2. Final Budget with revenue in the amount of $14,707,327 and expenditures in the amount of $15,097,183 and a deficit of $389,856 with a 1 mil tax increase. 8 p Repeal Resolution of the Board of May 1968 pertaining to Per Capita tax and noting abrogation of same by Section 679 of the Public-School Code, which is adopted as of the date of the effective date of said Section. Clearfield County Career and Technology Center Budget in the amount of $3,650,524. Uploaded to Google Drive for review. Informational Item(s): The Insurance Consortium approved the services of a Health Advocate, to work with all member schools employees to help with wellness and utilization of benefits. Right to Know request update. Insurance Consortium agreed to a 3-year renewal with Highmark for Medical and Rx that includes per member per month credit against administrative fees, as well as an agreed-upon pharmacy rebate pass through. Credits will be applied to consortium invoices on a quarterly basis. Moody s Investors Service Annual report on Moshannon Valley School District is attached, our General Obligation rating is A2. The District received $4, from NRG for the Demand Response program, total received this year was $8,207. PERSONNEL Motion by Albert Adams, seconded by Larry Saupp to approve personnel motions 1-7: 1. Request from Employee # for a medical sabbatical for school year Accept the resignation of Nisa Makowiecki, 4th grade teacher, effective August 1, 2018.

9 p Extend an offer of employment to Rachel Wardo as Special Education Teacher with salary at B1 and benefits pursuant to the current MVEA Collective Bargaining Agreement and pending receipt of new hire paperwork. 4. Extend an offer of employment to Alaric Gallo as Technology Education Teacher with salary at B1 and benefits pursuant to the current MVEA Collective Bargaining Agreement and pending receipt of new hire paperwork. 5. Extend an offer of employment to Craig Wood as full-time Custodian with salary and benefits pursuant to the current AFSCME Collective Bargaining Agreement and pending receipt of new hire paperwork. 6. Addition of Nicole Merrick to the District Volunteer List. 7. Permission to advertise for an elementary teaching position and secure a long-term substitute elementary teaching position.
