1 1 UW11 01 VV utmoury lgoarb of Pre (ommilsoionero Woodbury, Connecticut MINUTES BOARD OF FIRE COMMISSIONERS REGULAR MEETING THURSDAY, APRIL 20, :30 PM1 EMERGENCY SERVICES BUILDING QUASSUK ROAD Present: James Arndt, Chairman Anne Elsenboss, Vice Chairman Jim Trompeter Absent: David Mirabilio Tom Woodward Also, Present: Janet Morgan; Fire Marshal / Fire Chief, Frank Morgan; Deputy Fire Chief and Mike Preato from Voices 1) CALL TO ORDER Chairman Arndt called the regular Board of Fire Commissioners meeting to order at 7:32 PM in the Radio Room of the Emergency Services Building. 2) ADDITIONS TO AGENDA None at this time 3) MINUTES of the PREVIOUS MEETINGS March 16, 2017 Regular Meeting MOTION: To approve the minutes of the Thursday, March 16, 2017 Town of Woodbury, Board of Fire Commissioners with the following correction, Page #1, #5 Chief Morgan, Chairman, James Arndt and Commissioner Trompeter attended the Board of Finance Meeting where Chief Morgan presented the Fire Department Budget. The motion to approve was made by Commissioner Elsenboss and seconded by Commissioner Trompeter. Unanimously approved. 4) PRIVILEGE of the FLOOR Chairman Arndt congratulated everyone on a good job at the recent fire at 5 Woodside Circle. 5) CORRESPONDENCE None at this time. 6) FIRE MARSHAL'S REPORT Chief Morgan reported that it has been a busy month. The FBI was at a class with information for the department. The fire danger at this time is moderate. Chief Morgan is working on the second phase of the high school building project and will start looking at the plans for the high school in the near future. 1

2 MOTION: Chairman Arndt entertained a motion to accept the Fire Marshall's Report dated April, Commissioner Trompeter moved to accept the report as presented and Commissioner Elsenboss seconded the motion. Unanimously approved. 7) CHIEF'S REPORT Report for April, 2017 C hief Morgan thanked the Board of Finance for their due diligence with the Budget. Two lengths of the old hose from 1984 that were on the Wheel Truck leaked but extra lengths of hose were available and the hose was replaced. A new $3, Blitz fire monitor will replace the old one with the broken pin. The Extrication training went well and everyone stayed in their lanes. Lieutenant G is coming back May 1st. MOTION: Commissioner Elsenboss made a motion to accept the Chiefs Report dated April, and Commissioner Trompeter seconded the motion. Unanimously approved. 8) DEPUTY CHIEF'S/ TRAINING OFFICERS REPORT Deputy Chief Morgan gave the following verbal report. a) Confined space training was done on the 25 th in place of the brush fire training that was rained out. b) Truck checks were done on the first Thursday of the month and Woodbury ambulance came in. They had their new Angel ambulance with them. They also demonstrated the new chest compression devise which is a terrific tool for the department and eliminates human error in saving lives. d) The drill on Monday the 17 th. was not done but on April 29th the department will do brush fire training with Bud O'Neil. MOTION: Commissioner Trompeter made a motion to accept the Deputy Chief s/training Officers Report and Commissioner Elsenboss seconded the motion. Unanimously approved. 9) OLD BUSINESS The roof project on the Emergency Services Building is finally finished, everyone is happy and Chief Morgan has signed the paper work. All four relief valves in the attic are to be replaced in the summer. 10) NEW BUSINESS None at this time 11) CLERK'S BILL MOTION: Commissioner Elsenboss made a motion to accept the Clerk's bill for 2.5 hours and Chairman Arndt seconded the motion. Unanimously approved. 2

Box 561 Woodbury, CT Fax Fire Calls March 2017 Monthly Fire Chief Report April 2017 Report During the month of February, the department responded to 36 incidents with an average response of eight firefighters per incident. Apparatus and Equipment Fire 3 Rescue & Emergency 7 Hazardous Condition/No Fire 8 False Alarm / False Call 11 Service Call/Good Intent 7 Electrical cover in E5 broken latch. This will be addressed during annual truck inspections. This is not a safety concern. The portable deck gun on E-8 is one of the last older types we have. During the structure, fire the sprocket and internal mechanisms for raising and lowering failed. The department has purchased two "BlitzFire" monitors with the purchase of E4 & E5 and the lightweight design and ease of use have been a benefit to the department. A quote was requested from G & K on this same type of monitor. The regular list price is $5,090, they have one that has been used as a show demo and have quoted us $3, This was not a budgeted item but we do have funds available in the automotive line item that we can use for this item. This is not an "option" of waiting to replace. We used all three at the recent structure fire. Buildings Both buildings are in good shape. Department Calendar of Events The Chief continues to send out "Monday Morning" and Friday Wrap-up s on the week's events and special announcements are made at 12:10 and 6:27, if needed. Remember these are just reminders of events and additional communications to help us function better. If you have something that need to get out to the membership let the Chief know. Training Training will be included in the Monday and Friday updates. DC Morgan will have an update at the meeting. 4

5 Recent Calls The department responded to many minor calls this month and two very intense calls. I sent out two s, to those that responded to the fatal MVA and the structure fire, to both check on the mental health of those that responded and also to let all know the department did an awesome job. After tasks were assigned, firefighters stayed in the lanes they were assigned to which makes us doing a great job overall. The department has received several compliments on the response and professionalism. The department should be very proud of how all handle the calls, even with neither having the best outcomes. We have some great drone footage from the structure fire that DC Morgan will be sharing with you. He will also be scheduling more training sessions with the drone for all firefighters to become familiar with its operation. Some other great news Lt. 7 Meetings / Mies / Conference's / Complaints Weekly meeting Thursdays Zoning, Building and FM. Violations, projects, complaints and other inter-department issues review and discussed. These meetings continue to help us promote good public relations with potential new business interests in town. NEW 2016 CONNECTICUT FIRE SAFETY CODE We continue to work our way through the code and the amendments made by CT. It is a very cumbersome due to all the additions, deletions and amendments. The Anderson Museum Grassy Hill is under review. It has been deemed a historical landmark/place of value by the state and we are trying to find out how it can comply to code with minimal changes. Still in progress The Fire Marshal Office continues to work with two hoarding issues. We are making progress, slowly but still working on a monthly basis to reduce the clutter to acceptable limits. 577 Main Street S. There is still no final resolution to the ongoing issues in this building Main Street North Illegal apartment over a service garage. No action this month Max's is still under renovation This project is off and running full steam again. Several site inspections have been completed. The kitchen ductwork was inspected this month and this office continues to make frequent visits to the site for spot inspections. NHS Building Project I am sitting on this committee as the Fire Marshal. There are 2 meeting a month and will provide updates as available. The building official and I have meet with the design team to address some areas that are in code review and will make recommendations as need to adhere to the code. We have received Phase 1 temporary swing space plans and are reviewing them prior to a March 17 deadline. Phase 1 corrections to the code were submitted to the architect for corrections. The corrections were received back and Phase 1 was signed off. 385 Washington Road Plans were reviewed and accepted as meeting current codes. A letter was sent the Building Department and homeowner stating the project could move forward. FM Morgan, DFM's Devine, Dalton and Garms all attend the annual CFMA conference in Berlin and received CEU's of 13.5 hours. The classes were very interesting and The FBI gave a presentation on resources at the local level. The average $80,000 for an investigation that includes a heavy-duty crane which the DFM thought was awesome FM Morgan said no crane. 7

8 al s 25 Quassuk Road, Woodbury, CT (0) (F) Fire Investigations All five staff members responded to the structure fire on Woodside Circle. A full report is in progress at this time. The investigation results were validated by the CSFM's CFEUI team and the NEFCO private fire investigator. This shows just how well trained and educated the office staff is. The time they spend going to training, reviewing codes and case studies does assist the office in making the right decisions at fire scenes. Burn Permits Burning permits are very hit or miss this time of year. The Fire Danger went to "Very High" early this year. Several community members have not been happy the office has not allowed burning during this time period. The office has referred these individuals directly to DEEP.
