1 Proceedings of the Shawano County Board of Supervisors Adjourned Session Date: May 25, 2016 Time: 6:00 p.m. Place: County Board Room Courthouse Shawano, WI Members: John Ainsworth, Bill Berkhahn, Mark Bolin, Steve Borroughs, Ken Capelle, Kevin Conradt, Jerry Erdmann, Ray Faehling, Richard Ferfecki, Steven Gueths, Gene Hoppe, Thomas Kautza, Marvin Klosterman, Dennis Knaak, Robert Krause, Kathy Luebke, Tom Madsen, Milton Marquardt, Roger E. Miller, Deb Noffke, Bonnie Olson, Rosetta Stern, William J. Switalla, Arlyn Tober, Randy Young, Aimee Zeinert, Jon Zwirschitz 1. Roll call. Chairman Erdmann called the meeting to order with 27 members present. 2. Silent Meditation and Pledge of Allegiance. Chairman Erdmann requested a moment of silent meditation. He then led the Board in the Pledge of Allegiance. 3. Approval of the April County Board Minutes. Motion by Zwirschitz second by Kautza, to approve the April County Board minutes. Motion carried unanimously with no abstentions. 4. Public Comments. No public comments. 5. Motion to deviate from the order of the agenda, if necessary. Motion by Young, seconded by Klosterman, to deviate from the order of the agenda, if necessary. Motion carried unanimously with no abstentions. 6. Chairman s Report. Chairman Erdmann announced and congratulated the Living Treasures for 2016: Eunice Stick, Bowler; Matilda Kallies, Bonduel; Frank Wozniak, Mattoon; Jeff Bruss, Shawano and Beatrice Moede, Clintonville. Shawano County shows its support for its elders each year by honoring them as Living Treasures. In its 16th year of existence, the Living Treasures program is facilitated through the Human Services Department. The Living Treasures presentation takes place in May each year because it is national Older American s Month. Administrative Coordinator, Brent Miller, and Supervisor Tober reported on the recent Legislative breakfast that was held at the Farm Inn on Main on May 13, Several County Board Supervisors and department heads along with Senator Cowles, Representative Tauchen and Representative Czaja were in attendance. 1
2 Cheryl Detrick, CEO at NEWCAP came before the board to give a brief update of their services. NEWCAP, Inc., is a private non-profit Community Action Agency whose mission is to look for and help eliminate the causes of poverty that keep people from being independent and self-sufficient. Shawano County is one of 16 such agencies in the state of Wisconsin and one of nearly a thousand throughout the United States. NEWCAP, Inc., provides selective services to ten Northeastern Wisconsin counties. Their goal is either to provide direct services to low-income people or information and referral to where the service may be obtained. NEWCAP has a passion for moving people from poverty to independence and self-sufficiency. Question by Noffke regarding services available for Shawano County. 7. Petitions and communications to the County Board. County Clerk Schmidt announced that a thank you card was received from the family of John Ainsworth on the recent passing of Marjorie Ainsworth. 8. Resolution No to restructure the Office of Emergency Management, identifying it as a stand-alone department and integrate the Technical Communications Analyst position within and under the direct supervision of the Emergency Management Director. Chairman Erdmann announced that Resolution No is to be withdrawn from the agenda for financial reasons. 9. Resolution No to adjust the wages for the Coroner and Deputy Coroners when the Deputy Coroner is dispatched for a call. Whereas, the current call rate for the Coroner is $50.00, and $40.00 for the Deputy Coroners when the Deputy Coroners are dispatched to a call; and Whereas, the Coroner submits that the a Deputy Coroner often is called upon to perform a more inconvenient task by being dispatched to the scene of a death with little notice at any time day or night- while the Coroner often handles the administrative aspect of the death investigation which is less inconvenient; and Whereas, the Coroner asked that the applicable committees and County Board review the matter and consider adjusting the call rate to $40.00 for the Coroner, and $50.00 for the Deputy Coroners when the Deputy Coroners are dispatched to a call. Now, therefore, be it resolved by the Shawano County Board of Supervisors, in session this 25 th day of May, 2016, that it approves a per call wage rate adjustment of from $50.00 to $40.00 for the Coroner, and from $40.00 to $50.00 for the Deputy Coroners when the Deputy Coroners are dispatched to a call. 2

Resolution No adopted by a vote of 27 Yes, 0 No, 0 Absent. 10. Resolution No to cancel expired checks issued by Shawano County. Whereas, Shawano County has issued checks to the individuals identified on the attached Check Cancellation List; and Whereas, the checks identified on the Check Cancellation List contained an express written provision that each check would remain valid for 90 days; and Whereas, the checks identified on the Check Cancellation List were issued over 365 days or more ago and have not been cashed. Now, therefore, be it resolved by the Shawano County Board of Supervisors, in session this 25 th day of May, 2016, that said checks set forth on the attached Check Cancellation List totaling $2, shall be cancelled, and the funds shall revert to the fund balance of the originating fund. Whereas, on March 22, 2016, the Town of Aniwa Town Board held a public hearing for rezone and now recommends approval of a zone change request for Dean Fischer; and Whereas, the Shawano County Planning, Development & Zoning Committee held a public hearing on May 4, 2016, for zone change request; and Whereas, the Shawano County Planning, Development & Zoning Committee hereby recommends approval of said zone change request. Now, therefore, be it resolved by the Shawano County Board of Supervisors, in session this 25th day of May, 2016, that it approves the zone change as follows: Z-6-16: Dean Fischer requests zone change from FP, Farmland & Forest Preservation to AR, Agriculture Residential on 1.5 acres of a acre parent parcel for the purpose of constructing a non-farm dwelling. The property is located and described as being a part of the NE1/4-NE1/4 Section 9 T29N-R11E. Tax parcel # , Town of Aniwa. East Central Regional Planning Re-appoint Tom Kautza as a commissioner for a two-year term to expire April, Motion by Young, seconded by Zwirschitz to approve the appointment. Motion to approve carried unanimously with no abstentions. Land Conservation Lake Districts - Selected by the Land Conservation Committee. Ratification of appointment is required by County Board per WI Stats. Chapter 33. Lake Michigan Area Land and Water Conservation Association - Marvin Klosterman. Motion by Young, seconded by Capelle to approve the appointment. Motion to approve the appointment carried unanimously with no abstentions. Loon Lake Wescott Management District - Bill Berkhahn. Motion by Kautza, seconded by Bolin to approve the appointment. Motion to approve carried unanimously with no abstentions. Lulu Lake Management District - Bill Berkhahn. Motion by Kautza, seconded by Hoppe to approve the appointment. Motion to approve carried unanimously with no abstentions. Red Lakes Management District - Steve Borroughs. Motion by Krause, seconded by Gueths to approve the appointment. Supervisor Krause and Borroughs indicated that since the Red Lakes Management District is in Tom Madsen s district, he would be the better choice to serve that area. Motion by Krause, seconded by Conradt to appoint Madsen to the Red Lakes Management District. Motion to approve the appointment carried unanimously with no abstentions. Tilleda Pond Rehabilitation District - County Board District #22 representative (Town of Seneca) - Jerry Erdmann. Motion by Madsen, seconded by Tober to approve the appointment. Motion to approve carried unanimously with no abstentions. 6
7 Washington Lake Management District - Bill Berkhahn. Motion by Borroughs, seconded by Ferfecki to approve the appointment. Motion to approve carried unanimously with no abstentions. White Clay Lake Protection and Rehabilitation Management District - Robert Krause. Motion by Kautza, seconded by Zeinert to approve the appointment. Motion to approve carried unanimously with no abstentions. Lumberjack Resource Conservation and Development (RC&D) - Arlyn Tober. Motion by Hoppe, seconded by Borroughs to approve the appointment. Motion to approve carried unanimously with no abstentions. Shawano County Highway Safety - Aimee Zeinert from the Public Safety Committee and Steve Gueths from the Highway/Parks Committee. Motion by Young, seconded by Krause to approve the appointment. Motion to approve carried unanimously with no abstentions. Wisconsin Counties Association (WCA) North Central International Trade, Business And Economic Development Council (ITBEC) - Arlyn Tober appointed by Chairperson of County Board. Motion by Ainsworth, seconded by Klosterman to approve the appointment. Motion to approve carried unanimously with no abstentions. Board member comments on new business that is requested for future board consideration. Chairman Erdmann, Administrative Coordinator Miller and Supervisor Marquardt explained that there is a need for a County Library Planning Committee to be formed for the strategic plan of the library. Members of the committee will be appointed from various areas of the county adjacent to the outlying borders of Shawano County along with Library board members. Supervisor Luebke reported on a workshop that she and Supervisors Miller and Zeinert attended recently. Chairman Erdmann announced that Von Briesen and Roper, S.C./Attorneys At Law will be holding a conference open to all board members on May 31, Contact the County Clerk for more information and to register. Supervisor Olson inquired as to why Resolution No was withdrawn. Additional comments by Supervisor Miller. 7
