1 WAUPACA COUNTY BOARD OF SUPERVISORS ORGANIZATIONAL SESSION SECOND DAY APRIL 18, 2018 Chair Koeppen called the meeting to order at 9:00 a.m. with 27 members present. Present: Suprs. Bosquez, Boyer, Craig, Ellis, Federwitz, Flease, Handrich, Johnson, Jonely, Koeppen, Kussmann, Lehrer, McClone, Morack, Much, G. Murphy, T. Murphy, Neumann, Nygaard, Penney, Poehlman, Ritchie, Rohan, Smith, Spierings, Will, Zaug. Chair Koeppen made the open meeting statement that this meeting and all other meetings of this board are open to the public. Proper notice has been posted and given to the press, in accordance with Wisconsin Statutes so the citizenry may be aware of the time, place and agenda of this meeting. A moment of silent meditation was observed followed by the Pledge of Allegiance. Supr. Much moved and Supr. Nygaard seconded the motion to approve the agenda. Motion carried on a voice vote. Passed the 18 th day of April, Supr. Flease moved and Supr. Zaug seconded the motion to approve the minutes of the April 17, 2018 meeting. Motion carried on a voice vote. RESOLUTION NO. 1 ( ) TO: THE HONORABLE CHAIRMAN AND MEMBERS OF THE WAUPACA COUNTY BOARD OF SUPERVISORS: RE: RESOLUTION DESIGNATING THE WEEK OF APRIL 9 THROUGH APRIL 13, 2018 AS WORK ZONE AWARENESS WEEK IN WAUPACA COUNTY WHEREAS, in 1999, the Federal Highway Administration partnered with the American Association of State Highway Officials and more recently the American Traffic Safety Services Association to create the National Work Zone Safety Awareness campaign which is held annually in April prior to construction season in much of the nation; and WHEREAS, the Wisconsin County Highway Association is asking all seventy-two counties in the state to unite and kick off Work Zone Safety Awareness Week with a resolution and campaign to raise awareness for its workers, the traveling public, public safety workers, and those of various highway contractors performing work for the counties; and WHEREAS, construction and maintenance activities on our streets and highways periodically require that work zones be established; and WHEREAS, there has been over 2,000 work zone crashes in Wisconsin in each of the last three years; and WHEREAS, in 2017, Wisconsin suffered from were nearly 2,700 crashes in road construction and maintenance zones, resulting in over 1,000 injuries and six fatalities; and WHEREAS, between 2012 and 2017, there were 55 fatalities recorded as a result of crashes in Wisconsin work zones including three Wisconsin County Highway workers which were killed in work zones in 2015; and WHEREAS, through their enforcement activities and other participation, the Waupaca County Sheriff s Office, Wisconsin State Patrol, and Waupaca County Highway Department are committed to working together in 2018 to make Work Zone Awareness Week a success; WHEREAS, the Federal Highway Administration has designated April 9 through April 13, 2018 as National Work Zone Awareness Week;
5 NOW, THEREFORE, BE IT RESOLVED, by the Waupaca County Board of Supervisors that the week of April 9 through April 13, 2018 be designated as Work Zone Awareness Week in Waupaca County. RECOMMENDED FOR INTRODUCTION BY THE WAUPACA COUNTY HIGHWAY DEPARTMENT: /s/ G. Robert Flease, William Jonely,, Lee Much ATTEST: Supr. Federwitz moved and Supr. Passed the 18 th day of April, SUBJECT: 2018 Budget Amendment RESOLUTION NO. 2 ( ) FISCAL NOTE: $45,000 from Fund Balance Restricted Land Records Modernization for continuation of the PLSS GPS Control Project, Town of Lebanon (T23N-R14E). WHEREAS, it has become necessary to provide for additional expenditures not anticipated at the time of the 2018 budget for the uninterrupted continuation of the PLSS GPS Control Project; and WHEREAS, the County has restricted funds for the purpose of Land Records Modernization; and WHEREAS, this expenditure will total $45, for the project as stated above. NOW, THEREFORE, BE IT RESOLVED that the following transfer be made from the Land Record Improvements restricted fund for the PLSS GPS Control Project, Town of Lebanon. Passed the 18 th day of April, RESOLUTION NO. 3 ( ) SUBJECT: Waupaca County Seasonal Employee Wages WHEREAS, Waupaca County utilizes employees on an annual basis to assist departments in performing duties in the most efficient and cost effective way during peak seasons; and WHEREAS, Waupaca County desires to maintain equitable compensation for all employees; and WHEREAS, the existing wage rates for seasonal employees were last adjusted in 2014 and after review and consideration it has been determined it is necessary to update the existing wage rates for seasonal employees. NOW, THEREFORE, BE IT RESOLVED by the Waupaca County Board of Supervisors, that the wage rates for seasonal employees be set as follows effective upon passage of this Resolution: Seasonal Employees: Step 1 $10.50 Step 2 $11.00 Step 3 $11.50 Step 4 $12.00 RECOMMENDED FOR INTRODUCTION BY THE WAUPACA COUNTY FINANCE AND HUMAN RESOURCES COMMITTEE: /s/ Gerald M. 7 WHEREAS, he has served with distinction, efficiency, integrity and honor on the Waupaca County Board of Supervisors from April, 1996 until April of 2002 and April, 2012 until April of 2018; and WHEREAS, Supr. Kietzmann valuable input serving on numerous committees throughout the years will be missed. NOW, THEREFORE, BE IT RESOLVED that the Waupaca County Board of Supervisors hereby commends Supr. Carl Kietzmann for his years of service to Waupaca County residents and guests; and wish him continued success and happiness in the years to come.
