Date Prepared: December 6, 2018 ISD 834 Board Meeting Agenda Item: District Mission and School Board Goals Meeting Date: December 13, 2018 A School Board member will read the District Mission statement. The mission of Stillwater Area Public Schools, in partnership with students, family and community, is to develop curious individuals who are active and engaged leaders in an ever-changing world by challenging all students as they travel along their personalized learning pathways. A School Board member will read the School Board Goals The Stillwater Area Public Schools Board of Education ensures outstanding learning opportunities for the social, emotional and academic growth of every student in our school district through authentic partnerships and meaningful communication with our community, parents and students. Every decision is made with a commitment to equity for all students and for future generations impacted by our actions. We provide our stakeholders with regular updates on student achievement along with continual plans to enhance student learning in our district. We ensure that our systems of management and oversight are clearly defined. We invite ongoing dialogue and partnership with our community to learn from their knowledgee and to enhance learning for our students. Recommendation: Board action is not required.

Date Prepared: December 6, 2018 ISD 834 Board Meeting Agenda Item: Open Forum Meeting Date: December 13, 2018 Background: If you wish to speak to the School Board, you will be able to do so at the start off the school board meeting during Open Forum. You may sign in only for yourself, not other individuals or groups, and only in person. The sign in sheet is made available 30 minutes priorr and up to the start of the meeting. Due to time limitations, we will limit the number of speakers to 12. If you spoke at the last meeting, pleasee consider allowing others to sign in before you. After you address the Board, please leave the podium. Stillwater Area School District welcomes input from citizens as community involvement fosters better decision making and improved learning experiences for all students. While comments and questions are welcome during Open Forum, law prohibits the Board from discussing concerns about individual employees or students in a public meeting. We will stop the proceedings immediately if employee orr student privacy issues are raised and direct the speaker to forward comments regarding individual employees or students to the superintendent. Because we are modeling civil discourse for our community, speakers must present their testimony in a respectful manner. Vulgarity, character attacks, malice or specific complaintss identifying staff or students by name or implication will not be permitted. The Board will not deliberate, discuss, or engage in conversation with speakers during open forum. Call to Order: The meeting was called to order at 6:05 p.m. II. Superintendent s Report Superintendent Pontrelli reported: Action on budget adjustments for the school year will occur on Dec. 13 Administration is recommending expanding Brookview Elementary School VII. Introductory Items A. Student Report The student representatives reported on a variety of events taking place at Stillwater High School. B. District Recognition The Boys Soccer Team and the Mountain Bike Team were recognized for their championship seasons. VIII. Open Forum 1. Sarah VanNiewaal, 1035 Clipper Way advocated for the expansion of Brookview. 2. Rosetta Peters, th Street, MOSC, advocated for the ALC. 3. Sandi Hayner, 1357 Lydia Circle, asked the board to consider removing all cell towers on district property. 4. Jessica Rudolph, Riverstone Trl, advocated for the expansion of Brookview. 5. Amy Jungman, Fox Run Road, spoke of a petition advocating for the expansion of Brookview. 6. Tonya Weigel, Kerry Ct, spoke of the recent results and encouraged the board to have a standard procedure for open forum.

Woodbury Comprehensive Plan Update Karl Batalden, Housing and Economic Development Coordinator for the City of Woodbury, shared an overview of the city s 2040 Comprehensive Plan, which is in the final steps of being updating. Batalden shared that the city is expecting commercial growth to occur along the Manning/Interstate 94 corridor in the future, which would expand the district s tax base. The plan also identifies the general timeline for when development of the residential area around Brookview Elementary could occur. If adequate infrastructure can be provided, development of new housing could begin as early as 2019, pending City Council approval. If grading begins in the summer of 2019, full home production would begin in It would take approximately three to five years for all of the homes in the area to be constructed. Approximately 10 percent of all schoolaged children within the city of Woodbury live within the Stillwater Area Public School boundaries. XI. Action Items A. Brookview Elementary School Expansion Superintendent Pontrelli requested action to approve an expansion to Brookview Elementary School. The expansion will increase capacity of the 450 student school to 600 k-5 students to help address growth within the Woodbury community. Motion by: Member O Loughlin Second by: Member Hoeppner; Vote: 4 ayes, 3 (Pearson, Ptacek, Stivland) nays, Motion Carried. B. School Calendar Dr. McDowell requested action on the school calendar that was presented at the November 8 business meeting. The first day of school on the recommended calendar is prior to Labor Day. Motion by: Member Hoeppner to approve calendar option A; Second by: Member Pelletier; Vote: 7 ayes, 0 nays, Motion Carried Unanimously. C. Final Reading: Attendance Policy The Policy Working Group recommended the approval of the attendance policy. Motion by: Member Hoeppner; Second by: Member Stivland; Vote: 7 ayes, 0 nays, Motion Carried Unanimously. D. Final Reading: Discipline Policy The Policy Working Group recommended the approval of the discipline policy. Motion by: Member Hoeppner; Second by: Member Pearson; Vote: 7 ayes, 0 nays, Motion Carried Unanimously. E. Final Reading: Code of Conduct Policy Policy Working Group The Policy Working Group recommended the approval of the code of conduct policy. Board Chair Report 1. Chair Pelletier had the opportunity to tour the Andersen Facility and discuss opportunities for our students. Board Member Reports 1. Ms. Stivland reported that a new board member orientation plan is the works which includes mentors for new members and retreat. 2. Mr. Hoeppner reported on the AMSD Annual Conference he attended 3. Mr. Hovland reported a Stillwater alumni received the French Legion of Honor award. Working Group Reports 1. Community Engagement met and discussed ideas for moving forward in Finance Group is meeting on Monday to review Revised Budget 3. Legislative Group will meet to discuss details of the legislative breakfast and asked members to date of February 19 for a visit to the Capitol. XIII. Date Prepared: December 6, 2018 ISD 834 Board Meeting Consent Agenda Item: Polling Locations 2019 Meeting Date: December 13, 2018 Contact Person: Superintendent Pontrelli Summary: Minnesota Statute 205A.11, subdivision 2, effective July 1, 2017 requires all school districts to pass a resolution annually by December 31st of each year establishing polling locations and combined polling locations for any potential elections in the upcoming year, even if the polling places never change. 17 RESOLUTION ESTABLISHING POLLING AND COMBINED POLLING LOCATIONS FOR 2019 BE IT RESOLVED by the School Board of Independent School District No.834, State of Minnesota, as follows: 1. Pursuant to Minnesota Statutes, Section 205A.11, the precincts and polling places for school district elections are those precincts or parts of precincts located within the boundaries of the school district which have been established by the cities or towns located in whole or in part within the school district. The board hereby confirms those precincts and polling places so established by those municipalities. 2. Pursuant to Minnesota Statutes, Section 205A.11, the board may establish a combined polling place for several precincts for school district elections not held on the day of a statewide election. Each combined polling place must be a polling place that has been designated by a county or municipality. 19 1 MINNESOTA STATUTES A A.11 PRECINCTS; POLLING PLACES. Subdivision 1. Established precincts. School district elections must be conducted in the precincts, or when the school district boundary divides a precinct, parts of precincts that have been established by the county or municipal governing bodies as provided in section 204B.14. If an election other than the school district election is being held in any part of a precinct, all the voters of the precinct must vote at the polling place designated for the precinct as provided in section 204B.14. Subd. 2. Combined polling place. (a) When no other election is being held in a school district, the school board may designate combined polling places at which the voters in those precincts may vote in the school district election. (b) By December 31 of each year, the school board must designate, by resolution, combined polling places. The combined polling places designated in the resolution are the polling places for the following calendar year, unless a change is made: (1) pursuant to section 204B.175; or (2) because a polling place has become unavailable. (c) If the school board designates combined polling places pursuant to this subdivision, polling places must be designated throughout the district, taking into account both geographical distribution and population distribution. A combined polling place must be at a location designated for use as a polling place by a county or municipality. (d) In school districts that have organized into separate board member election districts under section 205A.12, a combined polling place for a school general election must be arranged so that it does not include more than one board member election district. Subd. 2a. Notice of special elections. The school district clerk shall prepare a notice to the voters who will be voting in a combined polling place for a school district special election. The notice must include the following information: the date of the election, the hours of voting, and the location of the voter's polling place. The notice must be sent by nonforwardable mail to every affected household in the school district with at least one registered voter. The notice must be mailed no later than 14 days before the election. The mailed notice is not required for a school district special election that is held on the second Tuesday in August, the Tuesday following the first Monday in November, or for a special election conducted entirely by mail. A notice that is returned as undeliverable must be forwarded immediately to the county auditor. Subd. 3. Procedure. The designation of a polling place pursuant to this section remains effective until a different polling place is designated. No designation of a new or different polling place becomes effective less than 90 days prior to an election, except that a new polling place may be designated to replace a polling place that has become unavailable for use. The school board must notify the county auditor within 30 days after the establishment of a polling place as provided in this section. The notice must include a list of the precincts that will be voting at each polling place. The school board must send the notice required by section 204B.16, subdivision 1a, after a polling place is established as provided in this section, but no additional notices of this kind are required for any subsequent similar elections until the location of the polling place or the combination of precincts voting at the polling place is changed. The secretary of state shall provide a single polling place roster for use in any polling place established as provided in this section. Date Prepared: December 6, 2018 ISD 834 Board Meeting Report for Action: Course Additions, Revisions, and Deletions Meeting Date: December 13, 2018 Contact Person: Ms. Rachel Larson, Director of Learning & Student Engagement Action Timeline: December 20, 2018 Summary: Every year teachers, departments, curriculum teams, administrators and members from the Learning and Innovation Department are provided an opportunity to submit Course Approval Forms to the Curriculum Advisory Council. This may include course additions, revisions, and deletions. Prior to submission to the Curriculum Advisory Council, proposalss must be supported by the building administrator and Learning and Innovation Department directors. On November 27, 2018 the Curriculum Advisory Council, comprised of students, parents, community members, teachers, administrators and members of the Learning and Innovation Department, approved that the following changes for the school year be brought forward for your action and approval: Online Blended Biology: Students are provided the opportunity to take General Biology as an online blended biology course. They may take this online course for one semester or both semesters. This course follows the same Minnesota Benchmarks in Biology as General Biology. The revision to this course is to reinstate either Physical Science or STEM Physical Science as a prerequisite. Human Anatomy and Medical Terminology: Changes within the University of Minnesota s College In Schools (CIS) Human Physiology course has required us to re-examine our scopee and sequence relating to our Human Anatomy and Physiology course. The change away from our existing Human Anatomy and Physiologyy course to Human Anatomy and Medical Terminology will create two distinct courses in human biology and would allow for students to take both courses if they so choose. It provides more depth within Medical Terminology and related content. Journalism and Yearbook: Journalism and Yearbook currently are separate courses althoughh Yearbook content is covered within our Journalism course. Because Yearbook has been offered as an independent elective class, enrollment has inadvertently been limited. Officially combining Yearbook with Journalism will allow more students access to Yearbook experience. Students will have the option to take it for English credit or Art credit. Advanced Video Productions: This new course will allow students to continue their learning from our Introduction to Video course. Students will focus on artistic processes, software exposure and digital video skills. Computer Science Advanced Topics: This new course will allow students the opportunity to strengthen their computer science skills. It will focus on complex coding algorithms,, programming, computer language, robotics, and allow studentss the opportunity to earn certification from Google for fixing Chromebooks.

40 Geometry with Computer Science: This new course will introduce students to computer science topics while earning their geometry credits. It will cover all information from our Geometry A & B course while embedding relating computer science concepts such as conditionals, loops, and syntax. It will also use a block coding language created by MIT entitled Scratch. Recommendation: This is a report for action. Action will be requested at the December 20, 2018 School Board Business Meeting.
