1 THE CITY OF COLLEGE PARK MAYOR AND CITY COUNCIL July 20, 2009 ACTION ITEMS Present: Mayor Jack P. Longino; Councilmen Ambrose Clay, Joe Carn, Tracey Wyatt and Charles E. Phillips, Sr.; City Manager William Johnson III; City Clerk Lakeitha Reeves; City Attorney Michael Williams. 1. Councilman Carn moved to add item 12b, consideration of and action to designate priority streets and roads for resurfacing consideration under the Georgia Department of Transportation s 2010 Local Assistance Road Program (LARP), seconded by Councilman Clay and motion 2. Councilman Carn moved to delete items 3d and 3e reference Budget minutes for April 28, 2009 and April 23, 2009, seconded by Councilman Clay and motion 3. Councilman Carn moved to delete item 10b reference a proposed ordinance that would amend the Code of Ordinances to reauthorize the Old National Corridor Enterprise Zone, seconded by Councilman Clay and motion 4. Councilman Clay moved to approve the minutes from the Regular Session held June 15, 2009 with the following corrections, seconded by Councilman Carn and motion carried: line 427 should read as accurate as the fire department s records are. 5. Councilman Clay moved to approve the minutes from Workshop Session held June 15, 2009 as presented, seconded by Councilman Carn and motion 6. Councilman Clay moved to approve the minutes from Executive Session held June 15, 2009 as presented, seconded by Councilman Carn and motion 7. Councilman Wyatt moved to continue until August 17, 2009, a public hearing on a proposed amendment to the Official Zoning Map that would rezone four properties located in the Virginia Avenue Corridor from C-L Commercial Limited District to the more appropriate Virginia Avenue Neighbor Commercial (VNC) District, seconded by Councilman Carn and motion This item will be on Workshop Session on August 17, Councilman Clay moved to set a public hearing August 17, 2009, on a proposed ordinance that would amend the Code of Ordinances, Appendix A-Zoning Ordinance, Article XVII-B Telecommunication Towers and Antennas, Section 8 Conditional use permits to introduce a public hearing into the telecommunications tower approval process, seconded by Councilman Carn and motion Action Items 1 of 5 07/20/2009

Councilman Carn moved to set a public hearing August 17, 2009 on a proposed ordinance that would amend the Code of Ordinances, Appendix A-Zoning Ordinance, Article XX Exceptions and Modifications, Section 4 Exceptions and modifications to use regulations that would introduce a public hearing into the auto repair shop approval process, seconded by Councilman Phillips and motion 10. Councilman Clay moved to approve a proposal from Moody s Garage for City Garage & Wrecker Services, seconded by Councilman Carn and motion 11. Councilman Clay moved to approve a proposal from Warren Bond for Photographic and Forensic Imaging Services, seconded by Councilman Phillips and motion 12.. Councilman Wyatt moved to approve a professional services agreement between the City of College Park and Linda McDaniel of Mainstream Unlimited for stenography services, in the amount of $15,250.00, seconded by Councilman Phillips and motion 13. Councilman Carn moved to approve a request from Interim Deputy Police Chief Ron Fears for authorization to send Detective Lynell Freligh to the 21 st Annual Crimes Against Children Conference held August 17-20, 2009 in Dallas, Texas, seconded by Councilman Clay and motion 14. Councilman Carn moved to approve a request from Human Resources (HR) Director Dwight Baker for authorization to attend the International Public Management Association for Human Resources (IPMA-HR) 2009 Conference held September 12-16, 2009 in Nashville, Tennessee, seconded by Councilman Clay and motion 15. Councilman Carn moved to approve a request from Human Resources (HR) Director Dwight Baker for authorization to send HR Specialist Christa Gilbert to the 2009 New World Systems-Logos Executive Customer Conference held September 27-30, 2009 in Orlando, Florida, seconded by Councilman Clay and motion 16. Councilman Clay moved to approve a request from Human Resources (HR) Director Dwight Baker for authorization to send HR Coordinator Charlotina Nesbitt to the 64 th Annual Workers Compensation Educational Conference held August 16-20, 2009 in Orlando, Florida, seconded by Councilman Carn and motion 17. Councilman Clay moved to approve a request from Fire Chief Cedric Scott for authorization to send Captain Brian MacGregor White to the Fairfax County Professional Fire & Rescue Officers Association 7 th Professional Development Action Items 2 of 5 07/20/2009

Councilman Clay moved to approve a request from Fire Chief Cedric Scott for authorization to send Emergency Management Coordinator/Public Information Officer Tami Fowler to the 2009 Kentucky Governor s Emergency Management Workshop held July 29-31, 2009 in Louisville, Kentucky, seconded by Councilman Phillips and motion 19. Councilman Wyatt moved to approve a request from Fire Chief Cedric Scott for authorization to send Fire Marshal Brian Steele to the Georgia Fire Investigator s Association Southeastern Annual Arson Training Seminar held August 2-7, 2009 in Savannah, Georgia, seconded by Councilman Clay and motion 20. Councilman Carn moved to approve a request from Information Technology (IT) Director Tammie Hester-Brown for authorization to attend the Government Management Information Sciences (GMIS) International Conference held August 23-27, 2009 in Newport, Rhode Island, seconded by Councilman Clay and motion 21. Councilman Clay moved to approve a request from Information Technology (IT) Director Tammie Hester-Brown for authorization to send MIS (Mainframe Infrastructure) Technician Robert Givons to the Southern SunGuard Public Sector Users Group Association (OSSI) Regional Conference held October 25-28, 2009 in Orlando, Florida, seconded by Councilman Carn and motion 22. Councilman Carn moved to approve a request from Convention Center Director Hugh Austin for authorization to send Sales Manager Darcel Ivey to the Georgia Chapter Meeting Professionals International Summer Education Alliance 2009 (MPI SEA 2009) held August 27-30, 2009 in Rio Grande, Puerto Rico, seconded by Councilman Clay and motion 23. Councilman Clay moved to approve a request from Convention Center Director Hugh Austin for authorization to send Director of Sales Denise Cole to the International Association of Exhibitions and Events (IAEE) Annual Southeastern Classic Convention held August 6-9, 2009 in Birmingham, Alabama, seconded by Councilman Wyatt and motion 24. Councilman Wyatt moved to approve a request from Finance Director Cindy King for authorization to attend the 2009 New World Systems-Logos Executive Customer Conference held September 27-29, 2009 in Orlando, Florida, seconded by Councilman Clay and motion 28. Councilman Wyatt moved to approve a request from Finance Director Cindy King for authorization to send Accounting Supervisor Linda Deeds to the 2009 New World Systems-Logos Executive Customer Conference held September 27-30, 2009 in Orlando, Florida, seconded by Councilman Clay and motion 29. Councilman Clay moved to forward the revised development concept for Borghese Estates, a proposed single family detached infill subdivision at Washington Road and Fairway Drive, which would be based on the City s Conservation Subdivision Ordinance and would be subject to a Borghese Estates Subdivision Development Agreement to Planning Commission, seconded by Councilman Carn and motion 30. Councilman Clay moved to authorize the Police Department to apply for an additional 2009 Edward Byrne Memorial Justice Assistance Grant (JAG), seconded by Councilman Carn and motion 31. Councilman Clay moved to approve a request from Interim Police Chief Thomas Kuzniacki for authorization to increase service fees to offset the fee increases implemented by the Georgia Bureau of Investigation (GBI) for fingerprint-based criminal history record information, seconded by Councilman Carn and motion 32. Councilman Phillips moved to approve a proposed façade grant application submitted to the Development Department by David Diprima for College Park Shoes, 3787 Main Street, in the amount of $5,000, with the condition that they never received the grant, seconded by Councilman Carn and motion Ward Two 33. Councilman Clay moved to approve the proposed designated priority streets and roads for resurfacing consideration under the Georgia Department of Transportation s 2010 Local Assistance Road Program (LARP) seconded by Councilman Phillips and motion Action Items 4 of 5 07/20/2009
