27 OSD Engagement Five Points of Emphasis for MMRP Determine Information Needed to Make Good Decisions Establish data quality objectives early in the process Communicate with stakeholders early and often Tailor and/or adapt the UFP- QAPP that has been successfully used for IRP sites
28 OSD Engagement Five Points of Emphasis for MMRP Develop Clear, Understandable, and Defensible Decision Documents Obtain buy-in to the decision from all parties Use plain language, diagrams, and other tools to better communicate outcomes Develop tools, templates, and guides to increase consistency of approach across services, installations, and sites Use the Decision Document to memorialize the use of technology as a remediation approach
29 OSD Engagement Five Points of Emphasis for MMRP Improve Solicitation & Contract Documents Collaboration between government and industry to improve the quality, contents, clarity, etc. of solicitation documents Include language that incentivizes use of new technologies, but doesn t specify which one(s) to use Re-examine shared risk both government and industry desire less overall risk to themselves Establish government/industry work group to review prior RFPs and identify improvements for future solicitations
