22 And then 2013 NAOC Fly In 5-6 March the BIG SNOW HIT and the federal government closed! All Hill visits and scheduled presentations on Wednesday were cancelled. Virtual meetings with Chris Evans and Herb Nelson were held instead Some packets were hand delivered to Hill offices, and some visits were conducted at Congressional district offices. All scheduled offices received the leave behind materials by A Mini Fly-In date was rescheduled to personally make up some of the visits

29 OSD Engagement Five Points of Emphasis for MMRP Improve Solicitation & Contract Documents Collaboration between government and industry to improve the quality, contents, clarity, etc. of solicitation documents Include language that incentivizes use of new technologies, but doesn t specify which one(s) to use Re-examine shared risk both government and industry desire less overall risk to themselves Establish government/industry work group to review prior RFPs and identify improvements for future solicitations

30 OSD Engagement Five Points of Emphasis for MMRP Improve Documentation of Outcomes Better documentation and proof is needed throughout the whole process Demonstrate to the regulators that we met the criteria (end points) established in the Decision Document/ROD Develop a PWS and contract that is consistent with the ROD objectives and then show that the contractors have met the terms and conditions of the contract Prove the remedy is still protective through better defined objectives in the five year review process Set criteria for determining if/when further action is needed based upon results of the reviews
